Issuing National Technical Regulations on safe emulsion explosives
for underground mines with extremely high methane emission rates
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Management and Use of Weapons, Explosives, and Auxiliary Tools dated June 20, 2017;
Pursuant to the Law on Product Quality dated November 21, 2007;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

The Minister of Industry and Trade issues this Circular on National Technical Regulations on safe emulsion explosives for underground mines with extremely high methane emission rates.
Article 1. Issuing National Technical Regulations on safe emulsion explosives for underground mines with extremely high methane emission rates.
Designation: QCVN 05:2020/BCT.
Article 2. This Circular takes effect from January 1, 2023.
Article 3. The Director of the Ministry’s Office, the Director of the Department of Industrial Safety and Environmental Protection, the Head of the Science and Technology Department; Directors of Industry and Trade Departments of provinces and centrally-administered cities; Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
