Regulations on code number, occupational title standards, appointment and salary grading for equipment and laboratory staff in general education institutions and public specialized schools
for civil servantsteaching at public teacher training colleges
Pursuant to the Civil Servant Law dated November 15, 2010;
Pursuant to the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Public Service Staff Law dated November 25, 2019;
Pursuant to the Education Law dated June 14, 2019;
Pursuant to the Law on Vocational Education dated November 27, 2014;
Based on the proposal of the Director of the Cadre and Civil Servant Department;
Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Department of Teachers and Educational Management Staff;
The Minister of Education and Training issues this Circular to stipulate job code, occupational standards, appointment, and salary grading for civil servantsteaching at public teacher training colleges teaching Industry and the 1. This Circular stipulates job codes, occupational standards, appointments, and salary grading for civil servants teaching at public teacher training colleges, public colleges with teacher training programs at the college level under the management authority of the Ministry of Education and Training (hereinafter referred to collectively as public teacher training colleges)..
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
2. This Circular applies to civil servants teaching at public teacher training colleges, civil servants teaching teacher training programs at the college level at public colleges, and related organizations and individuals.
Article 2. Job Code and Occupational Rank
The occupational ranks for civil servants teaching at public teacher training colleges include:
1. Senior Lecturer at Public Teacher Training College (Rank I) - Job Code: V.07.08.20
2. Main Lecturer at Public Teacher Training College (Rank II) - Job Code: V.07.08.21
3. Lecturer at Public Teacher Training College (Rank III) - Job Code: V.07.08.22
Article 3. Professional Ethics Standards
1. Devoted to the profession, maintaining the quality, reputation, and honor of teachers; having a spirit of unity, respect, and cooperation with colleagues both in life and work; showing kindness, tolerance, and fairness towards students, and protecting their legitimate rights and interests, as well as those of colleagues and the community.
2. Diligent in work; complying with the charter, regulations, and internal rules of the educational institution and relevant laws and regulations of the sector.
3. Fair in teaching and education, accurately assessing the actual capabilities of learners; practicing thrift, opposing achievement-seeking behavior, corruption, and waste.
4. Other professional ethics standards as prescribed by law.
Article 4. Lecturer at Public Teacher Training College (Rank III) - Job Code: V.07.08.22
Chapter II
OCCUPATIONAL STANDARDS
a) Teaching; guiding learners in writing research papers and graduation theses (if applicable);
1. Duties:
b) Educating learners on professional ethics and working habits through the teaching process. Evaluating learners' academic performance and graduation results;
c) Participating in developing and improving training programs for the specialty; innovating teaching methods and assessment methods for learners' academic performance and discipline;
d) Participating in class management, tutoring, leading discussions, practical exercises, and internships;
đ) Engaging in further education and training to enhance theoretical political knowledge, professional expertise, and teaching methods; participating in practical activities to improve training quality and scientific research;
e) Participating in administrative work, Party and mass organization activities, and other tasks according to the organizational and operational regulations of the educational institution and other relevant laws.
a) Possessing a bachelor's degree or higher suitable for the position and teaching specialty;
2. Qualifications regarding education and training:
b) Holding a certificate in pedagogical vocational training (for lecturers who did not graduate from a pedagogical university or a technical pedagogical university);
c) Holding a certificate in training according to the occupational standards for lecturers at public teacher training colleges (Rank III).
3. Qualifications regarding professional expertise and skills:
b) Understanding and correctly implementing the goals, plans, contents, and curricula of the assigned subjects within the training program;
c) Effectively and safely using teaching aids and equipment;
d) Having the ability to conduct scientific research; applying scientific and technological advancements to teaching, production, and daily life;
đ) Having the ability to apply information technology and foreign languages in performing the duties of a lecturer at a public teacher training college (Rank III).

Article 5. Associate Professor at Normal College (Class II) - Code: V.07.08.21
1. Duties:
b) Educating learners on professional ethics and working habits through the teaching process. Evaluating learners' academic performance and graduation results;
b) Educate professional ethics and work style to students through teaching processes. Evaluate students' academic results and graduation outcomes. Organize guidance for students to conduct scientific research; guide students on effective learning and research methods; identify students' strengths to organize training and talent development.
c) Lead or participate in compiling and reviewing programs; proactively update scientific achievements into training content and program development; innovate teaching methods and assessment techniques for students' learning and skill development outcomes.
d) Participate in developing and enhancing the faculty of associate professors at normal colleges according to professional and vocational development requirements; lead or participate in organizing specialized activities within departments, schools, and educational institutions.
đ) Participate in class management, academic advising; guide discussions, practical exercises, experiments, and internships.
e) Participate in compiling textbooks, reference books, monographs, guides, and translating foreign language books and textbooks into Vietnamese (hereinafter referred to as books serving training purposes).
g) Engage in political theory studies, professional and vocational training, and teaching methods improvement; participate in practical activities to enhance training quality and scientific research.
h) Participate in management tasks, Party and mass organization activities, and other duties as stipulated in the organizational and operational regulations of the educational institution and relevant laws.
2. Qualifications regarding education and training:
a) Hold a master's degree or higher suitable for the job position, field, and teaching specialty.
c) Holding a certificate in training according to the occupational standards for lecturers at public teacher training colleges (Rank III).
3. Qualifications regarding professional expertise and skills:
a) Have in-depth knowledge of assigned subjects and fields; have knowledge of related subjects and fields; have extensive understanding of professional practice.
b) Master the current situation and trends in training and scientific research in the specialty; skillfully apply pedagogical skills and methods in teaching; have the ability to evaluate and summarize teaching experiences and methods for dissemination and application in educational institutions.
c) Lead the implementation of at least one (1) scientific and technological task at the institutional level or higher, which has been accepted with satisfactory results or better.
d) Lead or participate in compiling at least one (1) book serving training purposes, which has been reviewed and accepted by a scientific council (established and approved by the head of the educational institution or competent authority) and put into use in training and development from intermediate level upwards, consistent with the teaching specialty or training of normal college lecturers and having an international standard ISBN code.
đ) Author of at least two (2) scientific articles published in scientific journals with an international standard ISSN code, which are research works of normal college lecturers.
e) Possess the ability to apply information technology and use foreign languages in performing the duties of an associate professor at normal college (Class II).
g) Candidates for promotion to the associate professor at normal college (Class II) title must have held the lecturer at normal college (Class III) title or equivalent for a minimum of nine (9) years for those with a bachelor's degree, and six (6) years for those with a master's degree; including at least one year (12 months) holding the lecturer at normal college (Class III) title up to the deadline for submitting registration forms for the promotion examination or review.
Article 6. Senior College of Education Lecturer (Class I) - Code: V.07.08.20
1. Duties:
b) Educating learners on professional ethics and working habits through the teaching process. Evaluating learners' academic performance and graduation results;
b) Educate professional ethics and work style to students through teaching processes. Evaluate students' academic results and graduation outcomes. Organize guidance for students to conduct scientific research; guide students on effective learning and research methods; identify students' strengths to organize training and talent development.
c) Lead the development and enhancement of the training program for the specialty; propose directions and measures to develop the field or specialty. Proactively update scientific achievements regularly into the content and training program; innovate teaching methods and assessment methods for learning outcomes;
d) Lead or participate in compiling or reviewing programs and books for training purposes;
đ) Lead or participate in implementing scientific programs and research topics; guide scientific research for teams or specialized groups; organize scientific and technological consulting activities, technology transfer services for economic, social, defense, and security purposes; write scientific reports and exchange educational experiences both domestically and internationally;
e) Lead or participate in developing the team of college education lecturers according to professional and vocational development requirements; lead organizing professional and vocational activities within departments, faculties, and educational institutions;
g) Engage in political theory studies, professional and vocational training, and teaching methods improvement; participate in practical activities to enhance training quality and scientific research.
h) Participate in management tasks, Party and mass organization activities, and other duties as stipulated in the organizational and operational regulations of the educational institution and relevant laws.
2. Qualifications regarding education and training:
a) Hold a doctoral degree relevant to the job position, field, or specialty taught;
c) Holding a certificate in training according to the occupational standards for lecturers at public teacher training colleges (Rank III).
3. Qualifications regarding professional expertise and skills:
a) Possess in-depth knowledge about assigned subjects and fields; have knowledge about related subjects and fields; have extensive understanding of practical career experience, advancements in science and technology, and new technologies in the assigned field or specialty;
b) Be well-versed in the practical aspects and trends of development in training and scientific research in the specialty; skillfully apply pedagogical skills and methods in teaching; have the ability to evaluate and summarize teaching experiences and methods to disseminate and apply them within educational institutions;
c) Lead at least two (2) institutional-level scientific and technological tasks or one (1) higher-level scientific and technological task that has been accepted with results meeting the required standard or better;
d) Lead the compilation of at least one (1) book for training purposes, which has been reviewed, accepted, and put into use in training or development from intermediate level upwards, consistent with the specialty taught or developed by the college education lecturer, and has an international standard ISBN code;
đ) Author of at least four (4) scientific articles published in journals with an international standard ISSN code, which are research works of college education lecturers;
e) Have the ability to apply information technology and use foreign languages in performing duties of the senior college education lecturer (Class I) position;
g) Candidates for promotion to the senior college education lecturer (Class I) position must have held the position of principal college education lecturer (Class II) or equivalent for a minimum of six (6) years, including at least one year (12 months) as a principal college education lecturer (Class II) up to the deadline for submitting registration forms for the promotion examination or review;
Chapter III
APPOINTMENT AND SALARY GRADING ACCORDING TO PROFESSIONAL TITLES
Article 7. Principles for Appointment and Salary Classification According to Professional Titles
1. Based on the job position, responsibilities, and specialized qualifications currently held by the civil servant and in accordance with the provisions of the law.
2. It is not allowed to combine salary increment or promotion of professional title with the appointment of civil servants.
Article 8. Cases for Appointment to Professional Titles
1. Civil servants recruited by educational institutions in accordance with the law, who have completed the probationary period requirements for civil servants, and have been evaluated by the head of the educational institution as meeting the required standards after the probationary period.
2. Civil servants who have been appointed to professional titles of teaching staff in public higher education institutions as stipulated in Joint Circular No. 36/2014/TTLT-BGDĐT-BNV or equivalent, now being appointed to professional titles of teaching staff in teacher training colleges as stipulated in this Circular, specifically as follows:
a) Appointment to the professional title of Senior Lecturer at Teacher Training College (Grade I), code V.07.08.20 for civil servants currently holding the professional title of Senior Lecturer (Grade I), code V.07.01.01 or equivalent.
b) Appointment to the professional title of Associate Lecturer at Teacher Training College (Grade II), code V.07.08.21 for civil servants currently holding the professional title of Associate Lecturer (Grade II), code V.07.01.02 or equivalent.
c) Appointment to the professional title of Lecturer at Teacher Training College (Grade III), code V.07.08.22 for civil servants currently holding the professional title of Lecturer (Grade III), code V.07.01.03 or equivalent.
3. Civil servants may change their professional titles according to the provisions of the Civil Servant Law and guiding documents.
Article 9. Salary Grading Method
1. The professional titles of teaching staff specified in this Circular shall apply the Specialized and Vocational Pay Scale for State Administrative Units' Cadres and Civil Servants (Table 3) issued together with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary system for cadres, civil servants, and armed forces personnel, specifically as follows:
a) The professional title of Senior Lecturer at Teacher Training College (Grade I) shall apply the salary coefficient of Category A3, Group 1 (A3.1) from salary coefficient 6.20 to salary coefficient 8.00;
b) The professional title of Associate Lecturer at Teacher Training College (Grade II) shall apply the salary coefficient of Category A2, Group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;
c) The professional title of Lecturer at Teacher Training College (Grade III) shall apply the salary coefficient of Category A1, from salary coefficient 2.34 to salary coefficient 4.98.
2. The classification of salary for professional titles shall be implemented when the civil servant has been appointed to the professional title specified in this Circular by the competent authority and the salary classification shall be carried out in accordance with the guidance provided in Clause 1 Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs on salary classification when upgrading, transferring grades, or changing categories of civil servants, and in accordance with current legal regulations.
Chapter IV
IMPLEMENTATION
1. The requirement for certification of supplementary training according to the standard of the professional title of Lecturer at Teacher Training College (Grade III) as stipulated in Point c Clause 2 Article 4 of this Circular applies to civil servants recruited after this Circular takes effect.
2. Civil servants who have participated in supplementary training and obtained a certificate of supplementary training according to the standard of the professional title of Senior Lecturer (Grade I) or Associate Lecturer (Grade II) before this Circular takes effect can use such certificates as substitutes for the certificate of supplementary training according to the standard of the professional title of Senior Lecturer at Teacher Training College (Grade I) or Associate Lecturer at Teacher Training College (Grade II).
Article 11. Implementation Organization
1. This Circular serves as the basis for implementing recruitment, utilization, appointment, salary classification, and management of teaching staff in public teacher training colleges. Private teacher training colleges may apply the provisions of this Circular for recruitment, utilization, and management of teaching staff at their institutions.
2. Heads of teacher training colleges directly managing and utilizing civil servants are responsible for reviewing the positions within their units; deciding or submitting to the competent authority for appointment to professional titles within their authority.
Article 12. Effectiveness and Responsibility for Implementation
1. This Circular takes effect from November 20, 2020.
2. The Director of the Office, the Director of the Department of Teachers and Educational Management Cadres, heads of relevant units under the Ministry of Education and Training, and heads of teacher training colleges are responsible for enforcing this Circular.
3. In case of difficulties during implementation, please report to the Ministry of Education and Training for consideration and resolution./.
