3. The calculation of depreciation for road traffic infrastructure assets shall be conducted once a year in December before closing the accounting books.

4. For road traffic infrastructure assets arising during the year (due to purchase, new construction investment), the managing agency shall calculate depreciation as follows: If the asset has been in use for six months or more, full-year depreciation shall be calculated; if the asset has been in use for less than six months, no depreciation shall be calculated in the year of asset occurrence.

5. In cases where there is a receipt of assets due to allocation, transfer, division, dissolution, merger, or consolidation during the year, the calculation of depreciation for road traffic infrastructure assets shall be carried out by the receiving agency at the end of the year according to regulations.

Article 7. Useful Life and Depreciation Rate for Road Traffic Infrastructure Assets

1. The useful life and depreciation rate for road traffic infrastructure assets specified in Appendix 1 issued together with this Circular shall be applied to calculate depreciation from 2022.

2. For the assets specified in Points d and e of Clause 1 of Article 5 of this Circular, the useful life and depreciation rate specified in Appendix 3 issued together with this Circular shall be applied to calculate depreciation for the years prior to 2022.

Article 8. Methods for Calculating Depreciation and Residual Value of Road Traffic Infrastructure Assets

1. The annual depreciation rate of each road traffic infrastructure asset shall be calculated using the formula:

Annual Depreciation Rate of Asset

=

Original value of the asset

x

Depreciation Rate
(%/year)

Annually, based on determining the increase and decrease in depreciation occurring in the year, the managing agency shall calculate the cumulative depreciation of the assigned infrastructure assets for that year using the formula:

Cumulative Depreciation of Asset up to Year (n)

=

Total Depreciation Calculated up to Year (n-1)

+

Increase in Depreciation of Asset in Year (n)

-

Decrease in Depreciation of Asset in Year (n)

Specifically, for the assets specified in Points d and e of Clause 1 of Article 5 of this Circular, the annual depreciation rate is determined as the cumulative depreciation of the asset up to that year. The determination of cumulative depreciation is carried out according to Points c and d of Clause 4 of this Article.

2. For road traffic infrastructure assets with changes in original cost, based on the reassessed original cost of the asset as stipulated in Clause 3 of Article 5 of this Circular (the original cost of the asset after adjustment), the managing agency shall reassess the cumulative depreciation indicators, residual value, and remaining useful life for calculating depreciation of the asset using the following formulas:

a) Cumulative Depreciation up to the Year of Reassessed Original Cost

=

Depreciation up to the Year Before Reassessed Original Cost

+

Depreciation Rate of the Year of Reassessed Original Cost

Where:

Depreciation Rate of the Year of Reassessed Original Cost

=

Reassessed Original Cost of the Asset

x

Depreciation Rate
(%/year)

b) Residual Value of the Asset After Reassessed Original Cost

=

Reassessed Original Cost of the Asset

-

Cumulative Depreciation up to the Year of Reassessed Original Cost

c) Remaining Useful Life of the Asset (years)

=

Residual Value of the Asset After Reassessed Original Cost

:

Depreciation Rate of the Asset After Reassessed Original Cost

In cases where the result of determining the remaining useful life for depreciation calculation is a decimal, it shall be rounded up by adding one year of use to the integer part.

3. The depreciation rate for the final year of the asset's useful life is determined as the difference between the original cost of the asset and the cumulative depreciation of the asset at the time of determination.

4. The residual value of road traffic infrastructure assets is determined as follows:

a) For assets specified in Points a and b of Clause 1 of Article 5 of this Circular, the residual value of the asset for accounting records is determined using the following formula:

Residual Value of the Asset up to December 31 of Year (n)

=

Unit price of road traffic infrastructure assets as specified in the Price Table (Annex 2 issued together with this Circular)

-

Cumulative Depreciation of the Asset up to Year (n)

Where:

- The original cost of the asset is determined according to Points a and b of Clause 1 of Article 5 of this Circular.

- The cumulative depreciation of the asset up to Year (n) is determined using the formula:

Cumulative Depreciation of the Asset up to Year (n)

=

Depreciation of the Asset Already Calculated up to Year (n-1)

+

Depreciation of the Asset in Year (n)

b) For assets specified in Point c of Clause 1 of Article 5 of this Circular, the residual value of the asset upon receipt is determined based on the residual value recorded in the Transfer and Receipt Certificate of the asset.

c) For assets specified in Point d of Clause 1 of Article 5 of this Circular, the residual value of the asset for accounting records is determined as follows:

c.1) The residual value of the asset at the time of determination for recording in the accounting book is determined using the following formula:

Residual Value of the Asset at the Time of Determination

=

Unit price of road traffic infrastructure assets as specified in the Price Table (Annex 2 issued together with this Circular)

-

Cumulative Depreciation of the Asset from the Year of Initial Use to the End of 2021

+

Cumulative Depreciation of the Asset from 2022 to the Time of Determination

Where:

- The original cost of the asset is determined according to Point d of Clause 1 of Article 5 of this Circular.

- The cumulative depreciation of the asset from the year of initial use to the end of 2021 equals the original cost of the asset multiplied by the number of years used until the end of 2021 multiplied by the depreciation rate specified in Appendix 3 issued together with this Circular.

- The cumulative depreciation of the asset from 2022 to the time of determination equals the original cost of the asset multiplied by the number of years used from 2022 to the year of determination multiplied by the depreciation rate specified in Appendix 1 issued together with this Circular.

c.2) The residual value of the asset after the valuation date for accounting records (as stipulated in point c.1 clause this) shall be determined according to the provisions of point a clause this.

d) For road infrastructure assets as specified in point đ clause 1 Article 5 of this Circular, the residual value of the asset for accounting records shall be determined as follows:

d.1) The residual value of the asset at the time of determining the valuation for accounting records shall be determined according to the following formula:

Residual Value of the Asset at the Time of Determination

=

Unit price of road traffic infrastructure assets as specified in the Price Table (Annex 2 issued together with this Circular)

-

Accumulated depreciation of the asset from the year it was put into use to the determination date

Where:

- The original cost of the asset is determined according to the provisions of point đ clause 1 Article 5 of this Circular.

- For assets put into use from 2022 onwards, the accumulated depreciation of the asset from the year it was put into use to the determination date equals (=) the original cost of the asset multiplied (x) by the number of years in use of the asset multiplied (x) by the depreciation rate prescribed in Appendix 1 issued together with this Circular.

- For assets put into use before 2022, the accumulated depreciation of the asset from the year it was put into use to the determination date equals (=) the accumulated depreciation of the asset from the year it was put into use to the end of 2021 plus (+) the accumulated depreciation of the asset from 2022 to the determination date; wherein:

+ The accumulated depreciation of the asset from the year it was put into use to the end of 2021 equals (=) the original cost of the asset multiplied (x) by the number of years in use of the asset up to the end of 2021 multiplied (x) by the depreciation rate prescribed in Appendix 3 issued together with this Circular.

+ The accumulated depreciation of the asset from 2022 to the determination date equals (=) the original cost of the asset multiplied (x) by the number of years in use from 2022 to the determination year multiplied (x) by the depreciation rate prescribed in Appendix 1 issued together with this Circular.

d.2) The residual value of the asset after the valuation date for accounting records (as stipulated in point d.1 clause this) shall be determined according to the provisions of point a clause this.
