CIRCULAR

Issuing technical procedures for the collection, transportation, and treatment of solid waste from households

domestic solid waste

Pursuant to the Environmental Protection Law dated November 17, 2020;

Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to Decree No. 08/2022/NĐ-CP dated January 10, 2022 of the Government detailing certain provisions of the Law on Environmental Protection;

At the proposal of the Director of the Environmental Pollution Control Department;

The Minister of Natural Resources and Environment issues this Circular to stipulate technical procedures for the collection, transportation, and treatment of domestic solid waste that has been sorted.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

Article 1. This Circular stipulates technical procedures for the collection, transportation, and treatment of domestic solid waste from households and individuals that have been sorted.

Article 2. The technical procedures for the collection, transportation, and treatment of domestic solid waste include:

a) Technical procedures for the collection and transportation of domestic solid waste: manual collection procedure for domestic solid waste from households and individuals to collection points; mechanical collection procedure for domestic solid waste from households and individuals to receiving facilities; transportation procedure for domestic solid waste from collection points to receiving facilities, from transfer stations to treatment facilities; transportation procedure for bulky waste from collection points to treatment facilities; transportation procedure for hazardous waste generated from households and individuals, collection points to treatment facilities or hazardous waste storage points; transportation procedure for wastewater generated during the collection, transportation, and treatment of domestic solid waste to treatment facilities; cleaning procedure for domestic solid waste collection points;

b) Technical procedures for operating waste sorting stations with reuse and recycling capabilities and domestic solid waste transfer stations: technical operation procedure for waste sorting stations with reuse and recycling capabilities; technical operation procedure for domestic solid waste transfer stations using compaction equipment; technical operation procedure for domestic solid waste transfer stations without compaction equipment;

c) Technical procedures for treating domestic solid waste: operation procedure for food waste treatment facilities producing compost; operation procedure for sanitary landfilling of domestic solid waste; operation procedure for energy recovery incineration of domestic solid waste to generate electricity; operation procedure for non-energy recovery incineration of domestic solid waste; operation procedure for bulky waste treatment facilities; operation procedure for wastewater treatment facilities generated during the collection, transportation, and treatment of domestic solid waste.

Article 2. Applicability

This Circular applies to agencies, organizations, individuals, and households engaged in the collection, transportation, and treatment of domestic solid waste within the territory of the Socialist Republic of Vietnam.

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

Article 1. Receiving facilities include: transfer stations; waste recycling and treatment facilities; waste sorting stations with reuse and recycling capabilities.

Article 2. Vehicle parking and storage points are locations where vehicles used for collecting and transporting domestic solid waste are parked and stored at the end of their shifts.

Article 3. Collection points are locations where hazardous waste and bulky waste generated from households and individuals are collected according to local government regulations.

Article 4. Waste with reuse and recycling potential is waste obtained from the sorting of domestic solid waste from households and individuals that can be reused or converted into new materials or products.

Article 5. Waste sorting stations with reuse and recycling capabilities are places that receive and sort waste with reuse and recycling potential generated from households and individuals.

Article 6. A waste reception plan includes the time and volume of waste received from waste collection and transportation units.

Article 7. A schedule includes the time, location, frequency, and route for the collection and transportation of domestic solid waste.

Article 8. Machinery and equipment are tangible fixed assets as defined by laws on fixed assets.

Article 9. Leachate is liquid that seeps through or flows out from domestic solid waste during its collection, transportation, and treatment.

Article 10. Tools of labor are tools used by workers in the process of performing a specific task or stage in the collection, transportation, and treatment of domestic solid waste (including: personal protective equipment, signaling devices, brooms, shovels, manual collection equipment, and similar tools not classified as fixed assets under the law).

Article 11. Collection locations are places where vehicles stop to collect domestic solid waste from households and individuals.

Article 4. Environmental protection requirements for the collection, transportation, and treatment of household solid waste

1. General Requirements

a) Ensure environmental hygiene, labor safety, and traffic safety in accordance with regulations;

b) Develop and implement plans to prevent and respond to chemical accidents, waste incidents, fires, explosions, and other emergencies in accordance with regulations;

c) Encourage investment and innovation in advanced, modern, environmentally friendly models, technologies, and technical solutions; promote the application of information technology;

d) Fully comply with all other environmental protection requirements as stipulated.

2. Environmental protection requirements for the collection and transportation of household solid waste

a) Ensure the reception and transportation of household solid waste according to the assigned types and schedules;

b) Ensure the collection of all household solid waste at designated collection points as provided for in point a, Clause 2 of this Article;

c) Do not accept or transport waste that does not match the assigned type or exceeds the load capacity or volume of the vehicle. Cover the vehicle when moving;

d) Promptly address any incidents during the transportation of hazardous waste and report to the competent authority as prescribed.

3. Environmental protection requirements for facilities receiving household solid waste

a) Arrange areas for receiving household solid waste with sufficient space for vehicles to wait while dumping waste, consistent with the facility's capacity and processing capacity; minimize the spread of pollution, odors, and insect intrusion;

b) Transfer reusable and recyclable waste after sorting to organizations or individuals responsible for collecting, transporting, using waste as raw material for production, or self-use and recycling in accordance with regulations;

c) Operate the facility receiving household solid waste within its designed capacity; ensure the processing of all received household solid waste in accordance with signed contracts;

d) Generated waste must be collected and treated to meet environmental protection requirements or transferred for treatment as prescribed.

PART II

COLLECTION AND TRANSPORTATION OF HOUSEHOLD SOLID WASTE

Article 5. Manual Collection Process of Household Solid Waste from Households and Individuals to Collection Points

1. Preparation work

a) Assign workers to manually collect household solid waste from households and individuals to collection points;

b) Prepare personal protective equipment (pants, shirts, shoes, boots, hats, gloves, masks, etc.), signaling devices, brooms, shovels, and other necessary tools;

c) Inspect manual collection equipment and other necessary devices to ensure compliance with technical safety and environmental protection requirements as prescribed.

2. Manual Collection of Household Solid Waste from Households and Individuals

a) Move the collection vehicle from the collection point or vehicle storage location to the assigned collection location, stop the vehicle, signal the start of waste collection to households and individuals;

b) Assist and guide households and individuals to place household solid waste in the correct position on the collection vehicle; refuse to accept unsorted waste, waste not packaged in approved containers, or waste of incorrect types as announced; clean the collection location before moving to the next collection location;

c) Collect household solid waste until the collection vehicle reaches its maximum load or storage capacity; move back to the collection point; assist in transferring household solid waste from the collection vehicle to the transport vehicle; cover the collection vehicle while waiting for the transfer of household solid waste to the transport vehicle;

d) Continue the manual collection process as outlined in this clause until the end of the work shift.

3. End of Work Shift

a) Move the collection vehicle and tools to the collection point or vehicle storage location;

b) Inspect, clean, and store the collection vehicle and tools in the designated location and hand over to the next work shift;

c) Summarize the number of collection trips made during the work shift; report households and individuals who fail to sort waste, package waste in approved containers, or deliver incorrect types of waste as announced; promptly report to the competent authority within the workplace for appropriate measures and management as prescribed.

Article 6. Mechanical Collection Process of Household Solid Waste from Households and Individuals to Receiving Facilities

1. Preparation work

a) Assign workers to mechanically collect household solid waste from households and individuals; assign workers to operate mechanical collection vehicles;

b) Prepare personal protective equipment (pants, shirts, shoes, boots, hats, gloves, masks, etc.), signaling devices, warning signs, brooms, shovels, and other necessary tools;

c) Inspect mechanical collection vehicles (compactor trucks, cargo trucks, open cargo trucks, or other vehicles) to ensure compliance with technical safety, traffic safety, and environmental protection requirements as prescribed.

2. Mechanical Collection of Household Solid Waste from Households and Individuals

a) Move the collection vehicle from the vehicle storage location to the assigned collection location; stop the vehicle, signal a stop; set up warning signs to ensure traffic safety; signal the start of waste collection to households and individuals;

b) Assist and guide households and individuals to place household solid waste in the correct position on the collection vehicle; refuse to accept unsorted waste, waste not packaged in approved containers, or waste of incorrect types as announced; clean the collection location, remove warning signs, and signal movement before moving to the next collection location;

c) Collect waste until the mechanical collection vehicle reaches its load capacity. Move to the receiving facility according to the assigned schedule, consistent with the facility's waste reception plan.

d) Move the waste collection vehicle through the weighbridge station when entering and exiting the reception facility to determine the volume of household solid waste; present the transport order; receive the weigh-in/out receipt for waste; transfer household solid waste and leachate (if any) according to regulations; pass through the car wash station to ensure environmental hygiene before leaving the reception facility;

đ) Continue collecting household solid waste according to the technical process stipulated in this clause until the end of the work shift.

3. End of Work Shift

a) Move the waste collection vehicle to the storage point;

b) Inspect, clean, and store the collection vehicle and tools in the designated location and hand over to the next work shift;

c) Submit the weigh-in/out receipt for waste to the authorized person;

d) Summarize the number of trips, the volume of collected and transferred household solid waste during the work shift; report households and individuals who fail to sort waste properly, place waste in bags or containers as prescribed, and deliver incorrect types of household solid waste according to the published schedule; promptly reflect such issues to the authorized person in the unit for appropriate handling and management in accordance with regulations.

Article 7. Technical process for transporting household solid waste from the collection point to the reception facility, from the transfer station to the treatment facility

1. Preparation work

a) Arrange workers to transfer household solid waste from the collection point onto the transport vehicle; workers to operate the transport vehicle;

b) Prepare personal protective equipment (pants, shirt, shoes, boots, hat, gloves, mask, etc.), warning signs, brooms, shovels, and other necessary tools;

c) Inspect the transport vehicle (compactor truck, cargo truck, open-top truck, or other transport vehicle) to ensure compliance with technical safety requirements, transportation safety, and environmental protection regulations;

2. Transporting household solid waste from the collection point to the reception facility

a) Move the transport vehicle from the storage point to the collection point according to the assigned schedule; stop the vehicle, signal to park; set up warning signs to ensure traffic safety;

b) Transfer household solid waste from the collection point onto the transport vehicle; in case of using an open-top truck, remove empty containers from the collection point and load waste containers onto the transport vehicle. Collect scattered household solid waste at the collection point; spray deodorizing agents on the surface of the waste if necessary before moving to the next collection point. Collect waste according to the assigned schedule until the transport vehicle reaches its capacity;

c) Move the transport vehicle to the reception facility according to the schedule, aligning with the reception facility's waste intake plan; pass through the weighbridge station when entering and exiting the reception facility to determine the volume of household solid waste; present the transport order; receive the weigh-in/out receipt for waste; transfer waste and leachate (if any) to the designated location as instructed by the reception facility staff; pass through the car wash station to ensure environmental hygiene before leaving the reception facility;

đ) Continue moving the transport vehicle according to the technical process stipulated in this clause until the end of the work shift.

3. Transporting household solid waste from the transfer station to the treatment facility

a) Move the transport vehicle from the storage point to the transfer station according to the schedule;

b) Pass through the weighbridge station when entering and exiting the transfer station to determine the volume of household solid waste; receive the weigh-in/out receipt for waste; move the transport vehicle to the designated waste reception area as specified by the transfer station;

c) Receive waste until the transport vehicle reaches its capacity; in case of using an open-top truck, remove empty containers from the transfer station and load waste containers onto the transport vehicle. Move the transport vehicle through the car wash station to ensure environmental hygiene before leaving the transfer station;

d) Move the transport vehicle to the treatment facility according to the schedule, aligning with the treatment facility's waste intake plan. Pass through the weighbridge station when entering and exiting the treatment facility to determine the volume of household solid waste; present the transport order; receive the weigh-in receipt; transfer waste and leachate (if any) to the designated location as specified by the treatment facility; pass through the car wash station to ensure environmental hygiene before leaving the treatment facility;

đ) Continue moving the transport vehicle according to the above process until the end of the work shift.

4. Ending the work shift

a) Move the transport vehicle to the storage point;

b) Inspect, clean, and store the transport vehicle and labor tools in the designated location and hand over to the next work shift;

c) Submit the weigh-in/out receipt for waste to the authorized person in the unit;

d) Summarize the number of trips, the volume of transported and transferred household solid waste during the work shift; report improper operation of collection points and transfer stations regarding environmental protection; promptly reflect such issues to the authorized person in the unit for appropriate handling and management in accordance with regulations.

Article 8. Technical process for transporting bulky waste from the collection point to the treatment facility

1. Preparation work

a) Arrange workers to transport bulky waste from the collection point to the treatment facility; workers to operate the transport vehicle;

b) Prepare personal protective equipment (pants, shirt, shoes, boots, hat, gloves, mask, etc.); warning signs, machines, and equipment for initial dismantling of bulky waste and other necessary equipment;

c) Inspect the transport vehicle (cargo truck, specialized truck, or other transport vehicle) to ensure compliance with technical safety requirements, transportation safety, and environmental protection regulations;

2. Transporting bulky waste from the collection point to the treatment facility

a) Move the transport vehicle from the storage point to the bulky waste collection point according to the schedule. Stop the vehicle, signal to park; set up warning signs to ensure traffic safety;

b) Transfer bulky waste onto the transport vehicle; spray deodorizing agents at the collection point if necessary before moving to the next collection point until the transport vehicle reaches its carrying capacity or volume limit;

c) Move the transport vehicle to the treatment facility according to the schedule, consistent with the solid waste management plan of the treatment facility; pass through the weighbridge upon entering and exiting the treatment facility to determine the weight of the bulky waste; present the transport order; receive the weighing receipt for waste transfer; transfer the bulky waste to the designated location as specified by the treatment facility;

đ) Continue moving the transport vehicle according to the technical process stipulated in this clause until the end of the work shift.

3. End of Work Shift

a) Move the transport vehicle to the storage point;

b) Inspect, clean, and store the transport vehicle and labor tools in the designated location and hand over to the next work shift;

c) Submit the weigh-in/out receipt for waste to the authorized person in the unit;

d) Summarize the number of trips, the quantity of bulky waste transported and transferred during the work shift; report promptly to the authorized person in the workplace regarding collection points that do not comply with regulations so that appropriate measures can be taken for management in accordance with the regulations;

Article 9. Technical process for transporting hazardous waste generated from households and individuals from the collection point to the treatment facility or hazardous waste storage point;

1. Preparation work

a) Arrange workers to transfer hazardous waste from the collection point onto the transport vehicle; workers to operate the transport vehicle;

b) Prepare personal protective equipment (pants, shirt, shoes, boots, hat, gloves, mask, etc.); containers and equipment for storing hazardous waste that meet regulatory requirements and other necessary tools;

c) Inspect the transport vehicle (enclosed truck, motorcycle, motorbike or other transport vehicles) to ensure compliance with technical safety, traffic safety, and environmental protection regulations;

2. Transporting Hazardous Waste;

a) Move the transport vehicle from the vehicle storage point to the hazardous waste collection point according to the schedule. Stop the vehicle, signal stop and park; place warning signs to ensure traffic safety, transfer hazardous waste to the correct position on the transport vehicle;

b) Check fire safety conditions, spill prevention, and leakage control before moving the transport vehicle to the next collection point to collect hazardous waste until the transport vehicle reaches its carrying capacity or storage volume;

c) Move the transport vehicle to the hazardous waste treatment facility with environmental permit as required or hazardous waste storage point according to the schedule, consistent with local government regulations; pass through the weighbridge upon entering and exiting the treatment facility or measure the weight of hazardous waste transferred at the hazardous waste storage point; present the transport order; transfer hazardous waste to the designated location; receive the handover record or hazardous waste certificate;

đ) Continue moving the transport vehicle according to the technical process stipulated in this clause until the end of the work shift.

3. End of Work Shift

a) Move the transport vehicle to the storage point;

b) Inspect, clean, and store the transport vehicle and labor tools in the designated location and hand over to the next work shift;

c) Submit the hazardous waste certificate to the authorized person in the workplace;

d) Summarize the number of trips, the quantity of hazardous waste transported and transferred to the treatment facility or storage point during the work shift; report promptly to the authorized person in the workplace regarding collection points and receiving facilities that do not comply with environmental protection regulations so that appropriate measures can be taken for management in accordance with the regulations;

Article 10. Technical process for transporting wastewater generated during the collection, transportation, and treatment of household solid waste to the treatment facility;

1. Preparation work

a) Arrange workers to transfer wastewater from wastewater sources onto the transport vehicle; workers to operate the transport vehicle;

b) Prepare personal protective equipment (pants, shirt, shoes, boots, hat, gloves, mask, etc.); warning signs and other necessary equipment;

c) Inspect the transport vehicle (tank truck or other transport vehicles) to ensure compliance with technical safety, traffic safety, and environmental protection regulations;

2. Transporting Wastewater;

a) Move the transport vehicle from the vehicle storage point to the wastewater source according to the schedule; stop the vehicle, signal stop and park; place warning signs to ensure traffic safety;

b) Pump and suction wastewater from the wastewater storage structures at the source onto the transport vehicle. Check and lock valves; close the lids of the storage structures before moving the transport vehicle to the next wastewater source. Continue collecting wastewater until the transport vehicle reaches its carrying capacity;

c) Move the transport vehicle to the wastewater treatment facility. Pass through the weighbridge upon entering and exiting the treatment facility or use flow measurement devices to determine the volume of wastewater; present the transport order; receive the wastewater transfer receipt; pump wastewater into the receiving structures of the treatment facility. Move the transport vehicle through the car wash station to ensure environmental hygiene before leaving the treatment facility;

đ) Continue moving the transport vehicle according to the technical process stipulated in this clause until the end of the work shift.

3. End of Work Shift

a) Move the transport vehicle to the storage point;

b) Inspect, clean, and store the transport vehicle and labor tools in the designated location and hand over to the next work shift;

c) Submit the weighing receipt for wastewater transfer to the authorized person in the workplace;

d) Summarize the number of trips and the volume of wastewater transported during the work shift; report promptly to the authorized person in the workplace regarding wastewater collection structures and equipment at the source that do not meet environmental protection requirements so that appropriate measures can be taken for management in accordance with the regulations;

Article 11. Technical process for cleaning solid waste collection points;

1. Preparation work

a) Arrange workers to clean the collection point;

b) Prepare personal protective equipment (pants, shirt, shoes, boots, hat, gloves, mask, etc.); deodorizing agent spraying equipment, brooms, shovels, and other machines, equipment, and tools necessary to meet technical requirements as specified;

2. Cleaning Solid Waste Collection Points;

a) Clean the collection point after completing the waste collection and loading onto the transport vehicle, ensuring the quality of environmental hygiene at the collection point;

b) Collect scattered solid waste from the collection point into the waste storage structure;

c) Spray and wash the floor, ensuring wastewater is collected into the storage structures; spray deodorizing agents at the collection point;

3. End of Work Shift

a) Clean and store transport vehicles and labor tools in designated locations;

b) Covering collection means and equipment storing solid waste for domestic use that have not been fully transported at the end of the work shift.

CHAPTER III

OPERATING A WASTE SORTING STATION WITH REUSABLE AND RECYCLABLE CAPABILITY, A DOMESTIC SOLID WASTE TRANSFER STATION

TECHNICAL OPERATING PROCEDURE FOR A WASTE SORTING STATION WITH REUSABLE AND RECYCLABLE CAPABILITY WASTE TRANSFER STATION

Article 12. Technical operation procedures for the sorting station of household solid waste capable of reuse and recycling

1. Preparation work

a) Arranging workers to check equipment to ensure operational conditions as prescribed; coordinating and guiding vehicles entering and exiting the weighing station; operating the weighing station; sorting waste with reusable and recyclable capability; operating the baling machine; environmental sanitation;

b) Preparing personal protective equipment (work clothes, shoes, boots, hats, safety glasses, gloves, masks, etc.); cleaning the factory (brooms, shovels, cloths, etc.); demolition tools (screwdrivers, pliers, hammers, knives, etc.) and other necessary tools;

c) Inspecting machinery and equipment in the weighing station area, the baling machine, the electrical system, and other necessary equipment to ensure they meet technical requirements as prescribed.

2. Receiving Waste with Reusable and Recyclable Capability

a) Checking transport orders, refusing to accept waste that is not reusable or recyclable. Reporting to authorized personnel within the unit when abnormalities or violations are discovered to take appropriate measures and manage according to regulations;

Feed food waste into the hopper, through the shredder, cutter, rotary screen to separate food waste of suitable size for the processing technology; larger-sized waste is returned for further shredding, cutting, screening until the appropriate size is achieved or removed for disposal;

đ) Move food waste via conveyor belt to the vibrating screen, metal separator, plastic separator (if available) to remove waste that does not meet requirements. Check the size, density, carbon-to-nitrogen ratio (C/N), moisture content of the food waste; supplement microbial compost activators if necessary;

e) Collect and transfer for treatment waste that is not included in the fermentation process as prescribed;

3. Ferment Food Waste into Compost

a) Fermentation (hot fermentation)

Transfer food waste from the pre-treatment area to fermentation bins or piles in the fermentation area. Supply oxygen using air-blowing equipment to control temperature; add water to ensure the required moisture and temperature levels (leachate can be used during fermentation); supplement organic compost enzyme preparations to facilitate the fermentation process;

Ferment food waste for the required period to obtain raw compost (partially matured compost);

b) Maturation

Transfer raw material mulch from the fermentation composting area to composting bins or form composting heaps at the maturation composting area. b) Pass the matured compost through metal separation equipment to remove gravel and sand. Fine screening to obtain finished compost.

5. Collecting and Treating Wastewater

a) Collect wastewater from various sources (leachate, domestic wastewater from factory sanitation, vehicles, machinery, equipment, tools, etc.) into the wastewater collection tank for reuse in the composting process, the remainder being treated or transferred for treatment according to regulations.

b) Treat wastewater using combined physical-chemical and biological methods, sedimentation, filtration, disinfection, or other appropriate methods to ensure compliance with national technical standards for wastewater before discharge into the environment as prescribed.

d) Spray odor control products, insecticides, and powder lime directly onto the surface of household solid waste.

3. Waste Treatment

a) Leveling, Compacting, Covering the Surface of the Landfill

Receive household solid waste into landfill cells; level and compact waste into layers until the specified height is reached.

Cover the surface of the waste with soil or intermediate covering material to the required thickness as prescribed. d) Inspect machinery and equipment in the waste reception and pre-treatment area (weighing stations, excavators, washing stations, etc.); technical conditions of the incineration furnace (primary and secondary combustion chambers) to meet technical requirements for solid waste incineration furnaces; exhaust gas treatment system; collection and storage of fly ash and bottom ash; wastewater treatment (chemical pumps, wastewater pumps, agitators, air diffusers, etc.) and other necessary machinery and equipment to ensure compliance with technical requirements as prescribed.

2. Reception and preliminary processing of household solid waste

a) Check transport orders, guide vehicles transporting waste through the weighing station when entering and exiting the treatment facility to determine weight; issue weigh receipts for waste handover; record data on received household solid waste;

b) Guide vehicles transporting waste to the accumulation area; through the washing station to ensure environmental hygiene before leaving the treatment facility;

c) Sort waste to continue recovery, separate recyclable and reusable waste types, and remove hazardous waste before entering the incinerator;

d) Spray deodorizing agents and insecticides in the accumulation area. Mix solid waste to reduce moisture content before feeding into the incinerator, and remove non-combustible waste.

3. Operate the solid waste incineration furnace, exhaust gas treatment system, fly ash recovery system, and collect bottom ash.

a) Feed solid waste into the incinerator's intake door using loading equipment;

b) Operate the incineration furnace according to the specified procedure and design capacity. Continuously monitor furnace technical parameters and requirements (pressure, air intake volume, oxygen concentration, temperature, combustion retention time, etc.) throughout the operation. Supplement fuel if the temperature does not meet the prescribed requirements;

c) Operate the exhaust gas treatment system to remove dust, nitrogen oxide (NO3), hydrochloric acid (HCl), hydrofluoric acid (HF), etc., and volatile organic compounds (VOCs), dioxins, furans, etc., ensuring that post-treatment emissions comply with environmental technical standards as prescribed. Operate the automatic exhaust gas monitoring and surveillance system, continuously transmitting monitoring data to environmental management authorities as required;x), sulfur dioxide (SO2including Hydrogen Chloride (HCl), Hydrofluoric Acid (HF), Volatile Organic Compounds (VOCs), dioxins, furans, etc., ensuring that the composition of treated exhaust gases meets environmental technical standards as prescribed. Continuously monitor and transmit monitoring data to environmental management authorities as required.

d) Control and moisten bottom ash to minimize dust generation; transport bottom ash to the designated storage and treatment area as prescribed;

đ) Operate the fly ash recovery system and transport fly ash to the storage area; classify, manage, and process fly ash according to regulations.

4. Collect and treat wastewater

a) Collect wastewater from various sources (leachate, exhaust gas treatment system wastewater, domestic wastewater, and cleaning wastewater from workshops, machinery, equipment, and work tools, etc.) into the wastewater treatment system or transfer for treatment as prescribed;

b) Treat wastewater using combined physical-chemical and biological methods, sedimentation, filtration, disinfection, or other appropriate methods to ensure compliance with technical standards on the environment for reuse or discharge into the environment in accordance with regulations;

c) Collect, store, classify, and treat sludge generated from the wastewater treatment system as prescribed;

5. End of shift

a) Inventorying, inspecting, and handing over machinery, equipment, materials, and labor tools to the next shift;

b) Cleaning and collecting labor tools and equipment to designated locations;

c) Cleaning the environment, machinery, and equipment at each section at the end of the work shift;

d) Sweeping waste from internal traffic lanes, corridors, and domestic solid waste reception areas; clearing drainage ditches; spraying deodorizing agents and insecticides;

đ) Statistics and reporting information and data on domestic solid waste processing according to regulations.

Article 19. Technical operation procedures for bulky waste processing facilities

1. Preparation work

a) Arrange workers to receive and pre-treat bulky waste; operate cutting and grinding systems; operate weighing stations, recycle, and reuse bulky waste and other tasks;

b) Prepare personal protective equipment (work clothes, shoes, boots, helmets, gloves, masks, safety belts, etc.); tools and equipment for dismantling bulky waste; brooms, shovels, and other necessary labor tools to serve the reception and pre-treatment of bulky waste; reuse and process bulky waste;

c) Inspect machinery and equipment in the reception and pre-treatment area (saws, wood splitters, metal separators, etc.); cutting and grinding area (cutting machines, grinding machines, conveyor systems, etc.) and other necessary machinery and equipment to ensure compliance with technical requirements.

2. Receive and pre-treat bulky waste:

a) Check transport orders, guide vehicles transporting waste through the weighing station when entering and exiting the treatment facility to determine weight; issue weigh receipts for waste handover; record data on received household solid waste;

b) Guide vehicles transporting waste to the accumulation area;

c) Categorize bulky waste into separate types based on type, material, reusability, recyclability, etc. For bulky waste containing hazardous components (such as used oil, mercury, etc.), dangerous substances (such as gas, Chlorofluorocarbons (CFCs), etc.), they must be separated and transferred to facilities with appropriate environmental permits for processing.

3. Reuse and process bulky waste

a) Inspect, replace, repair, refurbish, etc., bulky waste that can still be reused to extend product life cycles;

b) Dismantle, cut, grind, press, etc., bulky waste that cannot be reused to reduce size and volume, and categorize and sort waste into raw materials and materials for recycling and production processes. Depending on the recycling purpose, waste continues through subsequent processing stages to create higher-value products (pellets, wood chips for particleboard, growing media, etc.).

4. Ending the work shift

a) Inventorying, inspecting, and handing over machinery, equipment, materials, and labor tools to the next shift;

b) Cleaning and collecting labor tools and equipment to designated locations;

c) Cleaning the environment, machinery, and equipment at each section at the end of the work shift;

d) Sweeping waste from internal traffic lanes, corridors, and domestic solid waste reception areas; clearing drainage ditches; spraying deodorizing agents and insecticides;

đ) Statistics and reporting information and data on domestic solid waste processing according to regulations.

Article 20. Technical operation procedures for wastewater treatment facilities arising from the collection, transportation, and processing of household solid waste

1. Preparation work

a) Arrange workers to receive and control wastewater quality; operate wastewater treatment stations; clean the environment and perform other tasks;

b) Prepare labor tools (work clothes, shoes, boots, helmets, gloves, masks, etc.); brooms, shovels, and other necessary labor tools to serve the reception, quality control, and wastewater treatment tasks;

c) Prepare neutralizing chemicals, coagulants, flocculants, etc., to supplement biological wastewater treatment processes, advanced chemical treatment chemicals, disinfectants, and other necessary chemicals and materials to serve the reception, quality control, and wastewater treatment tasks;

d) Inspect pumps, flow meters; chemical and biological treatment systems, advanced chemical treatment systems, sludge treatment systems; process control systems, central control room equipment, and other machinery and equipment to ensure compliance with technical requirements as prescribed.

2. Receive wastewater

a) Check transport orders; inspect wastewater flow measurement equipment when receiving wastewater from nearby household solid waste landfill sites, ensuring that the reception system does not leak or become blocked;

b) Guide vehicles transporting wastewater through the weighing station upon entry and exit from the treatment facility or use flow measurement equipment to determine the volume or flow rate of wastewater, water quality control equipment; issue wastewater delivery receipts; record received wastewater data;

c) Guide vehicles transporting wastewater into wastewater holding structures and facilities; through the washing station to ensure environmental hygiene before leaving the treatment facility.

3. Treat wastewater

a) Treat wastewater using combined chemical and biological methods, sedimentation, filtration, disinfection, or other suitable methods to ensure compliance with environmental technical standards for reuse or discharge into the environment as prescribed;

b) Pump sludge from chemical and biological treatment processes, sedimentation and filtration processes to sludge tanks, spray deodorizing agents; press or transport to landfill cells or take away for processing as prescribed;

c) Operate the automatic continuous monitoring and transmission of monitoring data to environmental management authorities as required.

4. Ending the work shift

a) Inventorying, inspecting, and handing over machinery, equipment, materials, and labor tools to the next shift;

b) Cleaning and collecting labor tools and equipment to designated locations;

c) Cleaning the environment, machinery, and equipment at each section at the end of the work shift;

d) Sweeping waste from internal traffic lanes, corridors, and domestic solid waste reception areas; clearing drainage ditches; spraying deodorizing agents and insecticides;

đ) Statistics and reporting information and data on domestic solid waste processing according to regulations.

CHAPTER V

IMPLEMENTATION

Article 21. Effective Date

This Circular takes effect from February 3, 2025.

Article 22. Responsibilities for Implementation

1. The ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities, provincial Departments of Natural Resources and Environment, and related organizations and individuals shall be responsible for implementing this Circular.

2. The People's Committees of provinces and centrally governed cities shall examine and decide on applying technical procedures for collecting, transporting, and treating household solid waste within their jurisdiction in accordance with the provisions of this Circular, meeting environmental protection requirements as prescribed.

3. During the implementation process, agencies, organizations, and individuals shall promptly reflect difficulties and obstacles to the Ministry of Natural Resources and Environment for consideration and resolution in accordance with regulations.
