Circular No. 35/2025/TT-BYT abolishes Circular No. 29/2019/TT-BYT on the establishment, issuance, and implementation of legal instruments concerning health care issued by the Minister of Health.

CIRCULAR
ABOLISHING THE CIRCULAR NO. 29/2019/TT-BYT OF NOVEMBER 29, 2019 ISSUED BY THE MINISTER OF HEALTH REGULATING THE DEVELOPMENT, ISSUANCE AND IMPLEMENTATION OF LEGAL DOCUMENTS ON HEALTH

WHEREAS, Law No. 64/2025/QH15 on ENACTING LEGAL DOCUMENTS dated February 19, 2025, amended and supplemented in 2025;

WHEREAS, Decree No. 78/2025/NĐ-CP dated April 1, 2025 issued by the Government detailing certain provisions and measures to organize and guide the implementation of the Law on Enacting Legal Documents amended and supplemented in 2025;

Pursuant to Decree No. 42/2025/NĐ-CP dated February 27, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

At the proposal of the Director of the Legal Department;

THE MINISTER OF HEALTH ISSUES THIS CIRCULAR TO ABOLISH CIRCULAR NO. 29/2019/TT-BYT DATED NOVEMBER 29, 2019 ISSUED BY THE MINISTER OF HEALTH REGULATING THE DEVELOPMENT, ISSUANCE AND IMPLEMENTATION OF LEGAL DOCUMENTS ON HEALTH.

Article 1. Abolish the entire legal document issued by the Minister of Health

Abolish the entire Circular No. 29/2019/TT-BYT dated November 29, 2019 issued by the Minister of Health regulating the development, issuance and implementation of legal documents on health.

Article 2. Implementation clause

1. This Circular shall take effect from September 15, 2025.

2. The Director of the Ministry's Office, the Head of the Department of Legal Affairs, Heads of Departments and Directors of Bureaus under the Ministry of Health, and other relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
