On cultural and information inspection work in 2000

In 1999, the cultural and information inspection work made progress and achieved good results. Widespread inspections, key-point inspections, market supervision according to Decrees No. 87/CP - 88/CP of the Government, handling complaints and grievances were carried out at both central and local levels, covering all aspects of the industry's activities.

The outcomes of the inspection work met the requirements for strengthening and improving the quality of state management, maintaining order and discipline, upholding the law, consolidating public trust in the role and responsibility of the Cultural and Information sector, contributing to the overall progress of the sector in 1999. Many units of cultural and information inspection were recognized as excellent working collectives. Some leaders and inspectors were selected as model workers.

However, the inspection activities still fall short of the demands and tasks regarding cultural and information management: Some weaknesses and negative phenomena in the implementation of policies and ordinances, economic management within the sector have not been detected and addressed by inspections. The cultural market has become complex. Some types of cultural products circulate contrary to regulations. The cultural and information inspection force is insufficient to enforce duties in difficult and urgent situations. There are also some units that do not consistently pay attention to inspection work.

The year 2000 will see many significant holidays of the Party and the nation. The Cultural and Information sector has the responsibility to promote the movement "All people unite to build a civilized life," implement Resolution No. 5 of the Party Central Committee on cultural work, and undertake many important, urgent, and arduous tasks, which require every level, unit, and staff member to have correct understanding, creative labor, and high sense of responsibility, creating a strong and synchronized transformation in state management and building the Cultural and Information cause. Inspection and supervision work needs to be strengthened and improved in effectiveness. The Ministry hereby issues the following directive:

1. Heads of units and staff members in the sector must correctly understand the inspection and supervision work. They shall comply with and effectively implement the inspection program of the Ministry and the State Inspectorate, making inspection truly an essential activity in the process of building units. They shall direct well the implementation of laws and regulations on civil servants, anti-waste, anti-corruption, and democratic norms at the grassroots level.

Focus on resolving complaints and grievances; consider the resolution of complaints and grievances as their own responsibility, aiming to uphold the law, stabilize internal politics, protect the legitimate rights and interests of civil servants and citizens, contribute to building a clean and strong sector.

2. The Ministry Inspectorate shall assist the Ministry in developing a specific inspection program for 2000, focusing on inspecting the implementation of the Press Law, Publishing Law, Ordinance on Protection and Utilization of Historical, Cultural, and Scenic Sites. Inspect businesses, schools, artistic units.

Develop a proposal to combat harmful culture, eliminate cultural products circulating contrary to state regulations, thereby better implementing Decree No. 87/CP-88/CP of the Government. Coordinate with central agencies and local authorities to organize a campaign, launch a joint effort, widely and thoroughly crack down on illegal audiovisual tapes, music discs, books, publications, control and handle unhealthy cultural activities in public places, creating a clear improvement in the social cultural landscape before the country enters the new century. Assist the Ministry in organizing a mid-term review of the implementation of Decree No. 87/CP-88/CP and Directive No. 814.TTg to assess progress and shortcomings in cultural activities and cultural services mentioned in the Government's decree. Highlight lessons learned and measures to address them; promote new effective and long-lasting activities. Through practical operations, propose amendments to outdated management regulations for submission to the Government for consideration.

3. Directors of provincial and municipal Departments of Culture and Information shall organize evaluations of the inspection cadre. Coordinate with provincial and municipal inspectors to continue arranging and staffing to ensure that the Department's inspection has sufficient quantity and quality, technical equipment to handle key cultural and information inspection tasks in the province or city according to the Ministry's plan and guidance on cultural inspection and supervision. Assist the Department Director in handling complaints and grievances within the unit. During the inspection and supervision process, emphasize the commendation and reward of inspectors who have achievements. Firmly deal with cadres and inspectors who violate discipline.

4. Heads of Bureaus, Departments, and units under the Ministry shall care for the activities of people's inspectors. Create conditions for people's inspectors to perform their tasks as stipulated by law; assist units in fulfilling their responsibilities to resolve complaints and grievances within the unit.

The Ministry Inspectorate, Department of Culture and Information inspectors, and people's inspectors of units shall maintain regular connections and professional relationships, forming a strong inspection and supervision force, operating effectively in political, economic, legal protection, market supervision, and complaint resolution.

In 2000, the country looks forward to major anniversaries of the Party and the nation. All results from the activities of units, including inspection and supervision work, will be concrete actions of competition for the Cultural and Information sector. The Ministry requests heads of units to implement this directive effectively.
