Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 136/2001/QĐ-TTg of the Prime Minister approving the overall program for administrative reform of the State for the period 2001-2010;
Pursuant to the Action Plan for administrative reform of the Ministry of Agriculture and Rural Development for the period 2001-2005;
Considering the proposal to approve the pilot project on handling tasks under the "one-stop service" model submitted by the Department of Agriculture (Memorandum No. 1787/TTr-NN-HCTH dated December 31, 2004), the Department of Animal Health (Memorandum No. 76/TTr-TY dated January 20, 2005), and the Department of Plant Protection (Memorandum No. 1185/TTr-BVTV-MHMC dated December 31, 2004);
At the recommendation of the Steering Committee for Administrative Reform of the Ministry of Agriculture and Rural Development and the Director of the Ministry's Office,

Article 1. Approve the Pilot Project on handling tasks of organizations and citizens under the "one-stop service" model of the Departments of Agriculture, Animal Health, and Plant Protection, to be implemented from March 1, 2005.
Article 2. The Departments shall complete the project according to the conclusions of the Minister at the meeting of the Steering Committee for Administrative Reform of the Ministry on February 1, 2005 (Notification No. 889 TB/BNN-VP dated February 4, 2005 of the Ministry); prepare necessary conditions, means, and arrange capable staff with appropriate working styles at the one-stop service counter; widely disseminate information about the procedures for handling tasks under the "one-stop service" model; review regulations on documents and forms in the files for handling tasks towards innovation, simplification, clarity, and transparency, and post them at transaction locations.
During the implementation process, the heads of the Departments shall regularly summarize, identify difficulties and obstacles, report to the Ministry for timely resolution.
Article 3. The Steering Committee for Administrative Reform of the Ministry shall be responsible for guiding and inspecting the implementation by the Departments; coordinate with the Departments to periodically evaluate, adjust, and supplement promptly any emerging issues, draw lessons for wider application. The Finance Department and the Management Board supporting the Ministry's Administrative Reform Program shall consider providing support in terms of means and technical experts for the pilot units.
Article 4. The Director of the Ministry's Office, Heads of the Personnel Organization Department, the Finance Department, the Steering Committee for Administrative Reform of the Ministry of Agriculture and Rural Development; Heads of the Departments of Agriculture, Animal Health, and Plant Protection, and heads of related units are responsible for implementing this decision./.
