Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Minister of Agriculture and Rural Development, the Minister, Head of the Government Organizational Structure and Cadre Department,

DECISION:

Article 1. The Directorate for Resettlement, Land Allocation, and New Economic Zones is an agency subordinate to the Ministry of Agriculture and Rural Development, assisting the Minister of Agriculture and Rural Development in performing state management functions related to labor distribution, population, land allocation, resettlement, and new economic zone development nationwide.

The Directorate for Resettlement, Land Allocation, and New Economic Zones has legal personality, possesses a seal, and its operational budget is provided by the State Budget. It may open an account at the State Treasury. The headquarters of the Directorate is located in Hanoi City.

Article 2. The Directorate for Resettlement, Land Allocation, and New Economic Zones has the following main tasks and powers:

1. Drafting legal regulations, policies, systems, standards, procedures, norms, and economic and technical quotas within the scope of labor distribution, population, land allocation, resettlement, and new economic zone development to submit to competent authorities for issuance or to issue according to its authority, and organize guidance, supervision, and inspection of the implementation of these matters.

2. Drafting strategies, plans, five-year and annual programs, projects (including international cooperation projects) in the fields of labor distribution, population, land allocation, resettlement, and new economic zone development, and organizing their implementation after approval by competent authorities.

Participating and coordinating with agencies and organizations in drafting and implementing programs and projects related to labor distribution, population, land allocation, resettlement, and new economic zone development.

3. Organizing, guiding, inspecting, and promoting the implementation of policies, laws, and directives on labor distribution, population, land allocation, resettlement, and new economic zone development.

4. Cooperating with sectors and localities in guiding agricultural, forestry, and fisheries extension work in new economic zones and resettlement areas. Researching, summarizing models of new economic zone development, poverty reduction models in resettlement areas, and new economic zones, and disseminating advanced models.

5. Managing or participating in managing state budgets and other funds allocated for labor distribution, population, land allocation, resettlement, and new economic zone development, in accordance with government regulations.

6. Organizing training and professional skill enhancement for staff in the sector. Managing organizational structure, staffing, and assets assigned in accordance with state regulations.

Article 3. The organizational structure of the Directorate for Resettlement, Land Allocation, and New Economic Zones:

1. The Directorate is led by a Director and Deputy Directors assist the Director.

The Director is responsible to the Minister of Agriculture and Rural Development for all activities of the Directorate. Deputy Directors are responsible to the Director for the areas of work assigned to them. The Director and Deputy Directors are appointed and relieved of duty by the Minister of Agriculture and Rural Development.

2. The organizational structure assisting the Director of the Directorate for Resettlement, Land Allocation, and New Economic Zones is determined by the Minister of Agriculture and Rural Development.

Article 4. This Decision takes effect from the date of issuance. Previous provisions contrary to this Decision are abolished.

The Minister of Agriculture and Rural Development, Ministers, Heads of ministerial-level agencies, Heads of governmental agencies, Chairpersons of Provincial People's Committees, and the Director of the Directorate for Resettlement, Land Allocation, and New Economic Zones are responsible for implementing this Decision.
