Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the proposal of the Minister, Head of the Government Organizational Cadre Board at Circular No. 168/TTg-BTCCBCP dated April 12, 2000; the proposal of the Central Committee of Ho Chi Minh Communist Youth Union at Circular No. 229 TT/TWĐTN dated March 15, 2000, and the proposal of the Ministry of Finance at Circular No. 1353 TC/HCSN dated April 13, 2000.
DECISION:
Article 1. Organizing volunteer youth intellectual teams with a total of 500 young people who have graduated from universities, colleges, and vocational schools to voluntarily participate in rural and mountainous area development in 125 particularly difficult poor communes over a period of 24 months from 2000 to 2002.
Article 2. The volunteer youth intellectual teams shall be tasked with assisting communes in performing work related to agricultural extension, forestry extension, fishery extension, contributing to economic restructuring in rural and mountainous areas, building new rural areas; literacy eradication and primary education; developing basic healthcare, providing initial health care; implementing clean water and environmental sanitation programs; building new cultural lifestyles and preventing social evils.
Article 3. The funds for implementing the above tasks shall be directly allocated from the State budget to the Central Committee of Ho Chi Minh Communist Youth Union amounting to VND 5,703 million (five billion seven hundred three million dong).
Article 4. The Central Committee of Ho Chi Minh Communist Youth Union shall implement the organization of volunteer youth intellectual teams participating in rural and mountainous area development; manage finances in accordance with State regulations, regularly report to the Prime Minister and the Government Organizational Cadre Board on progress, results, and issues arising during implementation.
Article 5. Chairmen of People's Committees of provinces where the volunteer youth intellectual teams will work shall be responsible for coordinating this program with the government's poverty reduction program in their respective areas to effectively carry out the aforementioned tasks.
Article 6. The Government Organizational Cadre Board shall coordinate with the Secretariat of the Central Committee of Ho Chi Minh Communist Youth Union, the Ministry of Finance, the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, and other relevant ministries and agencies to propose preferential mechanisms and policies for young volunteers participating in this program, to be submitted to the Prime Minister for decision before August 30, 2000.
Article 7. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 8. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces, and the Secretariat of the Central Committee of Ho Chi Minh Communist Youth Union are responsible for enforcing this Decision.
