Regarding the export of national reserve rice to support central provinces in mitigating the effects of rain and floods

THE MINISTER OF FINANCE

Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 1473/QD-TTg dated November 7, 2007 of the Prime Minister on the export of national reserve rice to support central provinces in mitigating the effects of rain and floods;
At the proposal of the Director of the National Reserve Agency,

DECISION:

Article 1. The National Reserve Agency shall export without charge 5,500 tons of national reserve rice (including: 1,550 tons of rice stored in 2006 and 3,950 tons of rice stored in 2007), to be transported and delivered at the district centers to units assigned by the provincial authorities to receive national reserve rice for supporting central provinces in mitigating the effects of rain and floods.

The implementation must be completed before December 15, 2007.

Article 2. The National Reserve Agency is responsible for coordinating with the People's Committees of the supported provinces to promptly organize the delivery and receipt of rice, and provide timely famine relief to the people.

The National Reserve Agency shall record the reduction of the national reserve capital for the aforementioned quantity of rice according to the accounting price currently being tracked in the books and prepare a budget for the costs of exporting, transporting, and delivering rice to localities as prescribed.

Article 3. This Decision takes effect from the date of issuance. The Director of the National Reserve Agency, the Director of the State Budget Department, the Director of the Financial Management Department, the Director of the Price Management Agency, and the Head of the Ministry's Office are responsible for implementing this Decision.
