Regarding the approval and signing of Protocol No. 2 on the right to operate fifth freedom traffic rights under the air transport agreement between the governments of the member states of the Association of Southeast Asian Nations and the Government of the People's Republic of China

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on the Conclusion, Ratification, and Implementation of International Treaties dated June 14, 2005;

Pursuant to Resolution No. 84/NQ-CP dated December 12, 2012 of the Government assigning the Prime Minister to represent the Government in performing certain tasks related to international treaties;

Considering the proposal of the Minister of Transport in Circular No. 1061/TTr-BGTVT dated February 1, 2013,

DECISION:

Article 1. Agreeing with the draft Protocol No. 2 on the right to operate fifth freedom traffic rights under the Air Transport Agreement between the Governments of the Member States of the Association of Southeast Asian Nations and the Government of the People's Republic of China.

Article 2. Authorizing the Minister of Transport to sign the aforementioned Protocol.

Article 3. The Ministry of Foreign Affairs shall complete all necessary procedures in accordance with current laws./.
