THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Circular No. 328/VPCP-VX dated January 25, 1999 of the Government Office on the reorganization of sectoral hospitals;

Pursuant to Circular No. 972 dated February 13, 1999 of the Ministry of Health on the management of health services for the Ministry of Agriculture and Rural Development;

Considering the proposal of the General Director of the Vietnam Coffee Corporation, the Director of the Health Center, and the Head of the Personnel Organization Department.

DECISION:

Article 1. The management of the 331 Coffee Hospital is transferred from under the Vietnam Coffee Corporation to under the Labor Health Center of the Ministry of Agriculture and Rural Development.

The 331 Coffee Hospital is a public health institution with the mission of providing medical examination and treatment services for employees of the agricultural sector and the local population. The hospital shall use its own seal and open a bank account according to current state regulations.

The hospital's headquarters is located in Gia Lai Province (as currently).

Article 2. Assign the General Director of the Vietnam Coffee Corporation and the Director of the Health Center of the Ministry of Agriculture and Rural Development to proceed with the handover and take over the management of the 331 Coffee Hospital in its current state, including tasks, physical assets, labor force, files and documents, other related assets, land (based on the final accounts up to December 31, 1998, 1999 plan indicators, and any changes until the handover - takeover of the hospital).

Assign the Departments of the Ministry according to their functions to guide the two units in carrying out the handover and takeover, and coordinate with the Director of the Health Center to manage the hospital in accordance with current state regulations.

Assign the Director of the Health Center, after receiving comments from relevant agencies of the Ministry, to establish the tasks, scope of activities, organizational structure, work procedures, appointment of leadership positions, specific budget and funding of the 331 Coffee Hospital according to current regulations and the Ministry's delegation.

The transfer and receipt must be completed before March 31, 1999.

Article 3. This Decision shall take effect fifteen days from the date of signature.

Article 4. The Chief of the Office, Heads of the Personnel Organization Department, Heads of relevant units of the Ministry, the General Director of the Vietnam Coffee Corporation, and the Director of the Health Center are responsible for implementing this Decision./.
