DECISION OF THE PRIME MINISTER

On Vietnam Cultural Heritage Day

 

PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Cultural Heritage dated June 29, 2001;

To promote tradition and sense of responsibility among those engaged in the protection and enhancement of the value of Vietnam's cultural heritage, and to encourage all social strata to actively participate in the cause of protecting and enhancing the value of the national cultural heritage;

At the proposal of the Minister of Culture, Sports and Tourism,

 

DECISION:

 

Article 1. Every year, November 23 shall be designated as "Vietnam Cultural Heritage Day."

Article 2. The organization of "Vietnam Cultural Heritage Day" annually must be practical, effective, avoid formalism, refrain from ostentation and waste, and ensure the following requirements:

a) Educating the patriotic tradition, national pride, and sense of responsibility for protecting Vietnam's cultural heritage among the entire population;

b) Enhancing the sense of responsibility and pride of those involved in the protection, preservation, and enhancement of the value of the national cultural heritage in the construction and development of a progressive Vietnamese culture with strong national characteristics;

c) Encouraging labor production movements, improving discipline and revolutionary ethics among civil servants, employees, and officials in the cultural and information sector generally and specifically in the field of cultural heritage;

d) Timely recognizing and rewarding individuals and groups with outstanding achievements in the cause of protecting and enhancing the value of the national cultural heritage according to the provisions of the law on commendation and reward.

Article 3. Ministries, sectors, and People's Committees of provinces and centrally governed cities shall proactively direct the organization of activities on Vietnam Cultural Heritage Day in accordance with the contents stipulated in Article 2 of this Decision; allocate funds within the annual state budget estimate and mobilize other support resources to implement these activities.

Article 4. This Decision shall take effect fifteen days after its publication in the Official Gazette.

Article 5

1. The Minister of Culture and Information shall guide the implementation of this Decision.

2. The Minister of Culture and Information, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairpersons of People's Committees of provinces and centrally governed cities are responsible for enforcing this Decision.
