Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 134/2005/ND-CP dated November 1, 2005 of the Government promulgating the Regulation on management of borrowing and repayment of foreign debt;

Article 1: The attached Decision hereby issues the Regulation on management and supervision of the use of international bond capital of the Government in 2005.
Article 2: The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3: The Director of the Department of Foreign Finance, heads of relevant units shall be responsible for implementing this Decision.
