MINISTER OF INFORMATION AND COMMUNICATIONS

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

At the proposal of the Director of the Personnel Department and the Director of the Department of Foreign Information.

DECISION:

Article 1. Position and Functions

The Department of Foreign Information is an agency under the Ministry of Information and Communications, performing the function of state management over foreign information; assisting the Minister in directing, guiding, and organizing the implementation of foreign information work; serving as the coordinating body for organizing the implementation of foreign information work by ministries, central agencies, localities, and units throughout the country.

The Department of Foreign Information has legal personality, possesses a seal and bank account for transactions in accordance with the provisions of the law, and its main office is located in Hanoi City.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. To take the lead in researching, proposing, and implementing the drafting, revision, and supplementation of draft regulatory legal documents within the authority to promulish of the National Assembly, the Standing Committee of the National Assembly, the Government, and the Prime Minister regarding foreign information;

2. To take the lead or participate in drafting and submitting to the Minister for issuance according to his/her authority regulatory legal documents on foreign information activities;

3. To take the lead or participate in drafting the Strategy for Developing Foreign Information, comprehensive programs and plans, and proposals for foreign information work;

4. To take the lead or coordinate with relevant ministries, central agencies, localities, and units in organizing the implementation of foreign information activity plans and programs;

5. To take the lead or participate in directing the content of foreign propaganda in mass media outlets;

6. To manage foreign-language print press information;

7. To take the lead or participate in international cooperation activities related to foreign information, including bilateral and multilateral forums;

8. To propose, commission, and organize the production of products serving foreign information;

9. To take the lead or participate in drafting and organizing the implementation of the network planning for permanent offices abroad of Vietnamese news agencies;

10. To take the lead or coordinate with the Ministry of Foreign Affairs in appointing press attachés and information officers at Vietnamese representative offices abroad;

11. To participate in managing the activities of foreign information and press of foreign representative offices, foreign agencies: publishing and circulating newsletters, press conferences; displaying photo cabinets; screening films, exhibitions, seminars, and organizing clusters of information at border gates and other activities related to press activities;

12. To coordinate with relevant agencies in managing Vietnamese press activities related to foreign countries and the activities of foreign journalists, foreign press representative offices in Vietnam;

13. To organize the provision of information about Vietnam to overseas Vietnamese communities, foreigners in Vietnam, foreign journalists, foreign representative offices, and international organizations in Vietnam;

14. To propose, build, and participate in evaluating programs, research topics, proposals, and investment projects in the field of foreign information;

15. To take the lead or coordinate with the International Cooperation Department of the Ministry in proposing, building, and organizing the implementation of international cooperation plans, programs, and projects in the fields of information and press;

16. To compile, analyze, and evaluate foreign press opinions related to Vietnam periodically, thematically, or when there are important domestic and international events; request corrections from the press when false information about Vietnam is discovered;

17. To assist the Minister in inspecting, supervising, and urging the implementation of foreign information activities by localities and ministries, central agencies, and units. To resolve complaints and denunciations; to recommend handling violations of laws on foreign information;

18. To organize the evaluation of the effectiveness of foreign information work by ministries, central agencies, localities, and units, and the quality and effectiveness of foreign propaganda in the press;

19. To make public statements on all information released abroad pursuant to the division of responsibilities and authorization by the Minister;

20. To collect, manage, and use fees and charges from activities under the jurisdiction of the Department in accordance with the provisions of the law;

21. To develop training and professional development plans for staff working in foreign information and spokespersons, and to implement them after approval;

22. To coordinate with relevant units in developing professional standards for staff working in foreign information;

23. To manage the organizational structure and staffing; to implement policies and systems for staff under the Department's jurisdiction;

24. To manage finances, assets, and other resources allocated;

25. To perform other tasks assigned by the Minister.

Article 3. Organizational Structure and Staffing

1. Leadership of the Bureau:

The Bureau of External Information has a Director and Deputy Directors.

The Director of the Bureau of External Information is responsible to the Minister of Information and Communications and to the law for organizing and performing the functions, tasks, and authorities assigned.

Deputy Directors assist the Director in directing and managing the Bureau's operations and are responsible to the Director for the tasks delegated to them.

2. Organizational Structure and Staffing:

Departments:

Reviewing the notification of compliance and declaration of conformity with food safety regulations for fortified foods; health foods

- General Operations Department

- Coordination Department

- Information and Press Department

- Training and International Cooperation Department

Affiliated Units:

- Electronic Information Portal "External Information"

- Communication Skills Training Center

The functions, tasks, authorities, and organizational structure of affiliated units shall be established by the Director and submitted to the Minister for decision.

The functions, tasks, authorities of departments and the working relationships between affiliated units under the Bureau shall be stipulated by the Director.

The staffing of officials, civil servants, and employees of the Bureau shall be established by the Director and submitted to the Minister for decision.

Article 4. Effective date

This Decision takes effect fifteen (15) days from the date of publication in the Official Gazette.

Article 5. Responsibility for Implementation.

The Head of the Office, the Heads of the Cadre and Civil Servant Organization Department, the Director of the Bureau of External Information, and the Heads of affiliated agencies and units under the Ministry are responsible for implementing this Decision./.
