Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Industry and Trade.
DECISION:
Clause 4 of Article 6Approves the Strategy for the Development of the Textile and Garment Industry of Vietnam until 2015, with a Vision to 2020, with the main contents as follows:
I. DEVELOPMENT VIEWS
1. Developing the Textile and Garment Industry towards specialization, modernization, aiming to achieve a significant leap in product quality and quantity. Creating conditions for the Textile and Garment Industry of Vietnam to grow rapidly, stably, sustainably, and effectively. Addressing the weaknesses of the Textile and Garment Industry, such as weak brand recognition of enterprises, insufficient attention to fashion designs, underdeveloped supporting industries, inadequate supply of raw materials and auxiliary materials, and untimely provision.
2. Taking exports as the target for development of the industry, expanding export markets, while maximizing domestic market development. Focusing on developing strong supporting industrial products, producing raw and auxiliary materials, reducing trade deficits, increasing added value of products within the industry.
3. Developing the Textile and Garment Industry must be linked with environmental protection and the trend of labor migration from rural agriculture. Relocating facilities causing environmental pollution to centralized Industrial Zones and Clusters to facilitate environmental treatment. Moving textile and garment enterprises that employ large numbers of workers to rural areas, while developing the textile and garment fashion market in major cities and urban centers.
4. Diversifying ownership and types of enterprises in the Textile and Garment Industry, mobilizing all domestic and foreign resources to invest in developing the Textile and Garment Industry of Vietnam. Among which, focusing on attracting foreign investors to participate in investment in fields where domestic investors are still weak and lack experience.
5. Developing human resources both in quantity and quality for the sustainable development of the Textile and Garment Industry of Vietnam; In particular, emphasizing training management staff, technical personnel, skilled workers to create a team of capable entrepreneurs, skilled and specialized staff.
II. OBJECTIVES
1. General Objective
Developing the Textile and Garment Industry into one of the key and leading industries in terms of exports; meeting increasingly high domestic consumption needs; creating many job opportunities for society; enhancing competitiveness and firmly integrating into regional and global economies.

III. DIRECTION FOR DEVELOPMENT
1. Products
a. Concentrating on developing and enhancing the competitiveness of the export-oriented garment industry to take advantage of market opportunities. Increasing the rate of localization to improve efficiency in production and export of clothing products. Emphasizing fashion design work to create textile and garment products with high distinctive characteristics, gradually building brand products for enterprises. Accelerating the application of appropriate quality management standards to meet integration requirements in the Textile and Garment Industry. Increasing the volume of textile and garment products to meet export and domestic consumption needs.
b. Calling for domestic and foreign investors to invest in the production of synthetic fibers, raw and auxiliary materials, replacement parts, and supporting products to supply to enterprises in the industry.
c. Building a Program for fabric production for export. The Vietnam Textile and Garment Corporation plays a core role in implementing this Program.
d. Building a Program for cotton cultivation development, focusing on establishing irrigated cotton growing regions to increase the yield and quality of cotton fiber for the textile industry.
2. Investment and Production Development
a. For garment enterprises:
Gradually relocating production facilities to localities with agricultural labor sources and convenient transportation. Establishing fashion centers, design research units, raw material and auxiliary material supply centers, and trading centers in Hanoi, Ho Chi Minh City, and other major cities.
b. For yarn, weaving, dyeing, and finishing enterprises:
Establishing specialized textile and garment industrial zones with infrastructure sufficient to provide electricity, water, and wastewater treatment systems meeting national environmental standards. Implementing relocation and new construction of dyeing and weaving facilities in centralized industrial zones to have conditions for wastewater treatment and properly address environmental pollution.
c. Establishing irrigated cotton cultivation regions in areas with suitable land, soil, and climate conditions to increase cotton fiber yield, productivity, and quality.
3. Environmental Protection
a. Preparing an Environmental Impact Assessment Report consistent with the Strategy for the Development of the Textile and Garment Industry and environmental laws.
b. Focusing on thoroughly addressing serious environmental pollution sources. Implementing the construction of textile and garment industrial zones with centralized wastewater treatment systems meeting environmental standards to relocate textile and garment facilities at risk of causing pollution to industrial zones.
c. Implementing the Cleaner Production Program in the Textile and Garment Industry, encouraging enterprises to adopt environmental management standards according to ISO 14000, creating good working environments for employees according to SA 8000 standards.
d. Building and implementing a roadmap for technological innovation in the Textile and Garment Industry towards environmental friendliness.
e. Strengthening scientific and technological research capabilities in environmental protection.
g. Meeting environmental requirements and technical barriers to integrate into the international economy.
IV. IMPLEMENTATION MEASURES FOR THE STRATEGY
1. Investment Measures
a. Encouraging all economic sectors, both domestic and foreign, to invest in developing the textile and garment industry to serve domestic demand and exports.
b. Develop investment projects in the textile, dyeing, production of cotton fiber and artificial fiber raw materials, and auxiliary material production sectors to attract domestic and foreign investors. Prioritize projects producing woven fabrics for export garment production.
c. Establish specialized textile industrial zones with adequate infrastructure for electricity supply, water provision, wastewater treatment, meeting environmental and labor training requirements.
d. Coordinate with localities to invest in developing cotton crops, focusing on building irrigated cotton areas to gradually meet the industry's cotton needs for textiles and yarns.
2. Human resource development solutions
Implement the human resource training program for the Vietnamese Textile and Garment Industry as follows:
a. Open courses to train economic and technical management staff, legal officers, specialized textile sales staff, technical staff, and skilled workers for key weaving and dyeing projects.
b. Offer courses on fabric design and analysis, production management skills, and sales skills (including design, sample making, sales, knowledge of environmental and labor standards).
c. Collaborate with international organizations to send cadres and students to participate in management cadre, legal officer, technical cadre, and sales cadre training programs, as well as high-skilled technical worker training at overseas training institutions.
d. Combine long-term training with short-term training, formal education with on-the-job training, and domestic training with overseas training for cadres.
e. Consolidate and expand the specialized textile training system, establish a Textile and Fashion University to provide facilities for training courses.
g. Regularly maintain higher vocational, intermediate vocational, and worker training classes through the professional school system of the textile and garment industry to ensure sufficient human resources for the industry. The Vietnam Textile and Garment Association and the Vietnam Textile and Garment Corporation serve as the coordinating and linking points with domestic and foreign training institutions to implement the human resource training program for the industry.
3. Science and technology solutions
a. Reorganize specialized textile research institutes towards autonomy and self-responsibility.
- Enhance advisory, research and implementation, technology transfer, design, and creation capabilities of research institutes.
- Support enterprises in the industry to intensify research and implementation activities of technological advancements, technology transfer, and improve the production capacity of Vietnamese textile enterprises.
b. Study and apply new technologies and materials to create differentiated textile products, implement cleaner production programs, energy savings, and software applications in design, production management, and product quality control.
c. Establish textile product technical standards and regulations that align with national laws on standards and international practices. Support upgrading quality inspection and testing centers, assist textile enterprises in quality management and overcoming technical barriers.
d. Establish an eco-textile laboratory and a fabric development center during the period from 2008 to 2010.
e. Build a database for the textile industry, enhance the quality of electronic information websites.
g. Research and develop policies to encourage technology transfer in the textile industry.
4. Market solutions
a. Concentrate all negotiation capabilities and opportunities to expand the textile market internationally.
b. Reform administrative procedures in tax, customs, and import-export sectors towards implementing a single-window mechanism, simplifying procedures.
c. Strengthen market inspection and control, combat smuggling, tax evasion, and trade fraud.
d. Enhance legal advice on international trade. Prepare thoroughly to counter new technical barriers imposed by importing countries for exporting enterprises.
e. Organize domestic retail networks, innovate export marketing methods, while paying attention to brand promotion and image building of the Vietnamese textile industry both domestically and internationally.
g. Adequately assign legal officers to enterprises in the industry to participate in drafting, negotiating, and resolving contract disputes, especially international trade contracts.
5. Raw material supply solutions
a. Establish raw material supply centers in Hanoi, Ho Chi Minh City, and other major cities to timely supply raw materials to enterprises in the industry.
b. Establish concentrated raw material trading enterprises to meet the high-quality raw material needs of enterprises with reasonable import prices.
6. Financial solutions
a. Investment Development Capital
To address investment development capital, the Vietnamese Textile and Garment Industry mobilizes capital from various economic sectors domestically and internationally through business cooperation, joint ventures, associated companies, corporate shareholding, and wholly foreign-owned enterprises. Encourage enterprises to raise capital through the securities market (issuing bonds, stocks, international bonds), commercial loans with or without government guarantees.
b. Capital for research, human resource training, and environmental management
The State supports part of the funding from the state budget for research institutes and training schools in the Vietnamese Textile and Garment Industry to strengthen facilities and carry out research and human resource training activities according to principles consistent with international commitments Vietnam has joined.
The State allows textile enterprises to borrow state credit, ODA funds, and environmental fund capital to implement environmental management projects.

1 ||| The Ministry of Industry and Trade takes the lead, coordinates with relevant ministries, sectors, and provincial people's committees to implement the Strategy as follows:
a. Establishing, reviewing, and approving the Textile Industry Development Plan until 2015, with a vision to 2020.
b. Coordinating with ministries, sectors, and localities to build and approve the Program for Fabric Production for Export, the Cotton Development Program, and the Human Resource Training Program for the Textile Industry.
c. Coordinating with relevant ministries, sectors, and localities to organize and implement the Strategy and Development Plan for the Textile Industry in Vietnam until 2015, with a vision to 2020.
2. The Ministry of Planning and Investment shall take the lead in coordinating with the Ministry of Industry and Trade to support foreign investment calls and guide investment procedures to implement the Strategy and Plan.
3. The Ministry of Finance shall take the lead in coordinating with the Ministry of Industry and Trade to develop financial mechanisms and policies to support the implementation of Programs for Fabric Production for Export, the Cotton Development Program, and the Human Resource Training Program for the Textile Industry.
4. The Ministry of Agriculture and Rural Development shall take the lead in coordinating with the Ministry of Industry and Trade in developing and implementing plans for cotton cultivation areas with irrigation, ensuring the supply of raw materials for the textile industry.
5. The Ministry of Labor, Invalids and Social Affairs shall take the lead in coordinating with the Ministry of Industry and Trade to develop mechanisms and policies to support training, development, and stabilization of human resources for the Textile Industry.
6. The Ministry of Justice shall coordinate with the Ministry of Industry and Trade and the Vietnam Textile Association to advise enterprises in the Textile Industry on resolving international trade contract disputes.
7. Provincial People's Committees under the central government shall create conditions to support land funds, resolve land-related procedures, and clear land for the rapid implementation of textile industry projects.
Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 4. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, Chairpersons of provincial People's Committees under the central government, and related organizations and individuals are responsible for implementing this Decision./.
