CIRCULAR

Issuing regulations on the geographical business of petroleum products

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Law on Trade dated June 14, 2005;

Pursuant to Decree No. 84/2009/NĐ-CP dated October 15, 2009 of the Government on gasoline and oil business;

Implementing the guidance provided in Circular No. 7484/VPCP-KTTH dated October 26, 2009, of the Government Office regarding the guidance on the Decree on petroleum product trading,

The Minister of Industry and Trade hereby promulgates the following:

Article 1. This Circular issues the Regulations on Petroleum Product Trading Agents.

Article 2. This Circular takes effect from December 15, 2009, the date on which Decree No. 84/2009/NĐ-CP of the Government on petroleum product trading comes into force.

This Circular replaces Decision No. 1505/2003/QĐ-BTM dated November 17, 2003, of the Minister of Trade on issuing the Regulations on Petroleum Product Trading Agents; and Decision No. 11/2007/QĐ-BTM dated May 22, 2007, of the Minister of Trade on amending and supplementing certain articles of the Regulations on Petroleum Product Trading Agents issued together with Decision No. 1505/2003/QĐ-BTM dated November 17, 2003, of the Minister of Trade.

Article 3. Relevant units under the Ministry of Industry and Trade; Departments of Industry and Trade of provinces and centrally governed cities; related organizations and individuals; petroleum product traders shall be responsible for implementing this Circular. Units shall regularly report to the Ministry of Industry and Trade on the results of implementation and promptly reflect difficulties and obstacles for the Ministry of Industry and Trade to supplement and adjust./.
