CIRCULAR

ISSUING REGULATIONS ON THE INSPECTION AND RECOGNITION OF PRIMARY EDUCATION UNIVERSALIZATION AND TIMELY PRIMARY EDUCATION UNIVERSALIZATIONAND TIMELY PRIMARY EDUCATION UNIVERSALIZATION

Pursuant to the Education Law dated June 14, 2005;

WHEREAS, the Primary Education Universalization Law dated August 12, 1991;

WHEREAS, Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry and agencies at the ministerial level;

On the basis of Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

WHEREAS, Decree No. 338/HĐBT dated October 26, 1991 of the Council of Ministers on the implementation of the Primary Education Universalization Law;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

AT THE REQUEST OF THE HEAD OF THE PRIMARY EDUCATION DEPARTMENT, THE MINISTER OF EDUCATION AND TRAINING DECIDES:

Article 1. ATTACHING HERETO THIS CIRCULAR ARE THE REGULATIONS ON THE INSPECTION AND RECOGNITION OF PRIMARY EDUCATION UNIVERSALIZATION AND TIMELY PRIMARY EDUCATION UNIVERSALIZATION.

Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 20, 2010. THIS CIRCULAR REPLACES Decision No. 28/1999/QĐ-BGDĐT dated June 23, 1999 of the Minister of Education and Training on the issuance of regulations on inspection, evaluation, and recognition of timely primary education universalization. ALL PRIOR PROVISIONS CONTRARY TO THIS CIRCULAR ARE ABROGATED.

Article 3. THE DIRECTOR OF THE OFFICE, HEADS OF THE PLANNING AND FINANCE DEPARTMENT, HEAD OF THE PRIMARY EDUCATION DEPARTMENT, HEADS OF THE UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING RELATED TO THIS MATTER, CHAIRMEN OF THE PEOPLE'S COMMITTEES OF THE PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, DIRECTORS OF THE EDUCATION AND TRAINING DEPARTMENTS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
