Provisions on vehicle registration

BASED ON THE LAW ON TRAFFIC ON ROADS 2008;

Pursuant to Decree No. 77/2009/NĐ-CP dated September 15, 2009 stipulating the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of Public Security;

The Ministry of Public Security stipulates on vehicle registration as follows:

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular prescribes the issuance, replacement, revocation of vehicle registration certificates and license plates for various types of motor vehicles running on gasoline, diesel, electricity, gas, or other sources of fuel, including: automobiles; tractors; trailers or semi-trailers pulled by automobiles or tractors; two-wheeled motorcycles; three-wheeled motorcycles; motorbikes and similar types of vehicles; police specialized vehicles used for security purposes (referred to collectively as vehicle registration).

Article 2. Applicability

1. This Circular applies to units and local public security organs; organizations and individuals within the country; foreign organizations and individuals with legal offices or residences on the territory of the Socialist Republic of Vietnam.

2. This Circular does not apply to the registration of motor vehicles of the Military used for defense purposes.

Article 3. Authorities responsible for implementing vehicle registration

1. The Highway Police Traffic Management Department organizes the registration of automobiles of diplomatic missions, international organizations' representative offices, and foreigners working in those agencies and organizations; automobiles of agencies and organizations specified in Appendix No. 01 issued together with this Circular.

2. Provincial and centrally-administered city traffic police departments organize the registration of the following types of vehicles (excluding the subjects specified in Clause 1 of this Article):

a) Automobiles, tractors, trailers, semi-trailers; motorcycles with cylinder capacity of 175 cm3 or more, or vehicles decided to be confiscated and transferred to state funds and similar structured vehicles of domestic and foreign agencies, organizations, and individuals, including military vehicles engaged in economic activities located in the locality;

b) Motorcycles, motorbikes, electric bikes, and similar structured vehicles of foreign agencies, organizations, and individuals, joint ventures with foreign entities at the locality, and organizations and individuals with offices or residences in districts, cities, and towns where the traffic police registration office is located.

3. County, district, town, and provincial city police departments (collectively referred to as county-level police departments) organize the registration and issuance of license plates for motorcycles, motorbikes, electric bikes, and similar structured vehicles of domestic agencies, organizations, and individuals with offices or residences in their locality (excluding the subjects specified in Clauses 1 and 2 of this Article).

4. In cases where it is necessary due to practical requirements in border counties, remote areas, or localities facing difficulties in material infrastructure, the Director of the provincial or centrally-administered city police department may, after reporting and obtaining written approval from the Director General of the Administrative Management General Department for Social Order and Safety, decide to have the traffic police department organize vehicle registration in clusters to facilitate the needs of organizations and individuals seeking to register vehicles.

Article 4. Time limit for completing vehicle registration procedures

1. Issue license plates immediately upon receipt of valid vehicle registration applications.

2. For issuing, replacing vehicle registration certificates; transferring ownership and moving vehicle registration files; issuing certificates for the recovery of vehicle registration certificates and license plates, the time to complete the procedures shall not exceed 2 working days from the date of receiving all valid documents.

3. For replacing or reissuing license plates, the time to complete the procedures shall not exceed 7 working days from the date of receiving all valid documents.

4. For temporary registration, issue temporary vehicle registration certificates and license plates on the same day.

Article 5. Responsibilities of agencies and officials performing vehicle registration duties

1. Implement the provisions of this Circular and other relevant laws regarding vehicle registration work. Strictly prohibit the addition of procedures for vehicle registration contrary to the provisions of this Circular.

2. Officials receiving vehicle registration files must check and compare the file with the actual vehicle. If the file is complete and in compliance with regulations, they shall accept and process the registration.

In cases where the file does not meet the prescribed procedures, they must provide specific and comprehensive guidance once (record the content of the guidance on the back of the vehicle registration application form) and bear responsibility for such guidance.

Article 6. Responsibilities of vehicle owners

1. Strictly comply with legal regulations on vehicle registration; have vehicle files as prescribed and be responsible under the law for the legality of the vehicle and the vehicle registration file; bring the vehicle to the registration agency for inspection and payment of registration fees and license plates as prescribed.

2. Within ten days from the date of decision on transfer, change of address, or sale, gift, or transfer of the vehicle, organizations or individuals selling, giving, or transferring the vehicle must send notification according to Form No. 01 issued together with this Circular to the agency managing the vehicle file for monitoring; in cases of transferring ownership of motorcycles between different districts within the same province or centrally-administered city, they must go to the registration agency where the owner resides or has a headquarters to handle the transfer procedures.

3. Within thirty days from the date of completing the purchase, sale, gift, inheritance documents, the buyer or seller must go to the registration agency to handle the transfer, relocation, or change of registration procedures.

4. Strictly prohibit any acts of forging documents, tampering with engine numbers, or frame numbers for vehicle registration.

Chapter II

PROCEDURES FOR VEHICLE REGISTRATION, CHANGE, AND RECOVERY OF REGISTRATION CERTIFICATES AND LICENSE PLATES

Section A. VEHICLE REGISTRATION AND ISSUE OF LICENSE PLATES

Article 7. Vehicle Registration Files

1. Vehicle Registration Application Form: The vehicle owner is responsible for filling out all the required information in the vehicle registration application form; sign, write their full name clearly, and affix a stamp (if it is an organization or entity).

2. Owner's Documents:

2.1. For Vietnamese owners:

2.1.1. Identity Card. In cases where the Identity Card has not been issued or the place of permanent residence recorded in the Identity Card does not match the place of permanent residence recorded in the vehicle registration application form, present Household Register.

2.1.2. Introduction letter from the head of the working unit, accompanied by People's Public Security Identity Card; Military Identity Card (as stipulated by the Ministry of National Defense); if there is no People's Public Security Identity Card or Military Identity Card, then a confirmation letter from the head of the working unit is required.

2.1.3. Student card or learner card of students studying in centralized programs of at least two years at vocational schools, colleges, universities, or academies; introduction letter from the school.

2.1.4. Vietnamese owners who have returned to live and work in Vietnam after residing abroad, present Temporary Residence Booklet or Household Register and Passport (still valid) or other documents equivalent to a Passport.

2.2. Foreign owners:

2.2.1. Foreigners working in diplomatic missions, consular offices, or international organization representative offices, present Diplomatic Identity Card or Service Identity Card (still valid), submit an introduction letter from the State Protocol Agency or Provincial Department of Foreign Affairs.

2.2.2. Foreigners living or working in Vietnam, present Passport (still valid) or other documents equivalent to a Passport; Permanent Resident Card, Temporary Resident Card for one year or more, and work permit as prescribed, submit an introduction letter from a competent Vietnamese organization or agency.

2.3. Owners are organizations or entities:

2.3.1. Vietnamese organizations or entities, present Identity Card of the person registering the vehicle along with an introduction letter from the organization or entity.

2.3.2. Diplomatic missions, consular offices, and international organization representative offices in Vietnam, present Diplomatic Identity Card or Service Identity Card (still valid) of the person registering the vehicle; submit an introduction letter from the State Protocol Agency or Provincial Department of Foreign Affairs.

2.3.3. Joint ventures, wholly foreign-owned enterprises, Representative Offices, foreign enterprises winning bids in Vietnam, non-governmental organizations, present Identity Card of the person registering the vehicle and submit an introduction letter; if the organization does not have an introduction letter, it must have an introduction letter from a superior management agency.

2.4. Persons authorized to register the vehicle must present their Identity Card; submit a power of attorney certified by the People's Committee of the commune, ward, town or confirmed by the working unit.

3. Vehicle Documents:

3.1. Transfer documents include one of the following documents:

3.1.1. Decision to sell, give, or gift or purchase-sale contract as prescribed by law.

3.1.2. Legal inheritance document.

3.1.3. Sales invoice as prescribed by the Ministry of Finance.

3.1.4. Agreement to sell the vehicle from the General Logistics and Technical Department (for police vehicles) of the General Staff (for military vehicles) when sold to civilians, must have.

3.1.5. Agreement to sell the vehicle from the Minister or Chairman of the Provincial People's Committee or Chairman of the Board of Directors of state-owned enterprises, accompanied by a purchase-sale contract and asset handover declaration for state-owned enterprise vehicles when registering, transferring, or transferring ownership, must have.

3.1.6. Allocation or transfer decision of the Ministry of Public Security (for assigned vehicles) or purchase-sale document (for self-purchased vehicles) for specialized motor vehicles serving security purposes of the People's Public Security.

3.1.7. Sale, gift, or transfer document of a personal vehicle must be certified by the People's Committee of the commune, ward, town for the signature of the seller, giver, or transferrer or confirmed by the working unit.

3.2. Vehicle Stamp Duty Payment Receipt

3.2.1. Receipt or payment voucher for state budget payments made in cash or by check through the national treasury (with confirmation from the national treasury that the funds have been received) or a bank payment order to pay stamp duty according to the regulations of the Ministry of Finance; in cases where multiple vehicles share one stamp duty payment voucher, each vehicle must have a certified copy, notarized copy, or confirmed copy by the authority issuing the stamp duty payment voucher.

3.2.2. For vehicles exempted from stamp duty, only the stamp duty declaration form with confirmation from the tax authority (in lieu of the receipt or payment voucher for stamp duty) is required.

3.3. Vehicle origin documents

3.3.1. Vehicles imported under commercial contracts, tax-exempt vehicles, specialized vehicles with a zero tax rate, or project aid vehicles: Vehicle origin declaration forms (according to the model of the Ministry of Finance).

3.3.2. Vehicles imported under temporary importation and re-exportation regimes for individuals entitled to diplomatic privileges and immunities as provided by law or international treaties to which Vietnam is a party; vehicles of foreign experts implementing ODA programs in Vietnam, or overseas Vietnamese invited back to work: Import permit for vehicles issued by customs authorities.

3.3.3. Non-commercially imported vehicles, gifts, donations, or imported movable assets, non-reimbursable aid vehicles, humanitarian vehicles: Non-commercial import/export declaration forms as prescribed by the Ministry of Finance, accompanied by import tax receipts, special consumption tax receipts, and value-added tax receipts on imported goods (as required) or treasury deposit and withdrawal orders, bank payment orders, or bank transfer orders clearly stating that taxes have been paid. In cases where there is no import tax receipt, a decision on tax exemption or a tax exemption document from the competent authority or a certificate of aid goods according to the regulations of the Ministry of Finance (to replace the import tax receipt) is required.

For vehicles with a zero tax rate, only the non-commercial import/export declaration form as prescribed by the Ministry of Finance, which must include the vehicle brand name and engine and chassis numbers, is required.

3.3.4. For semi-trailers, tractor units, electric motorcycles, and electric cars imported: Certificate of technical quality and environmental safety for imported motor vehicles (for registration purposes) as prescribed by the Ministry of Transport. In cases where the certificate does not indicate the brand name, the vehicle registration form must include the country of manufacture in the type section.

3.3.5. Vehicles produced or assembled domestically: Quality inspection certificate for road motor vehicles upon factory release as prescribed by the Ministry of Transport.

3.3.6. Modified vehicles: Vehicle registration certificate (for registered vehicles) or import origin documents (for used vehicles) as stipulated in Point 3.3.1, Clause 3 of this Article, accompanied by the certificate of technical quality and environmental safety for modified motor vehicles as prescribed by the Ministry of Transport or the Ministry of Public Security (for vehicles of the People's Public Security force).

In cases where only the engine block or chassis assembly is replaced, the origin documents must also include an import/export declaration form with a detailed list of the engine block or chassis assembly (original or certified copy). If domestic-produced engine blocks or chassis assemblies are used, a quality inspection certificate upon factory release as prescribed by the Ministry of Transport is required.

In cases where engine blocks or chassis assemblies from registered vehicles are used, an additional certificate of vehicle registration cancellation and license plate recovery (clearly indicating the engine block or chassis assembly) is required.

In cases where confiscated engine blocks or chassis assemblies are used, an additional confiscation decision from the competent authority and a sales invoice for confiscated assets transferred to the state treasury as prescribed is required.

3.3.7. Vehicles processed for confiscation and transfer to the state treasury: Confiscation decision for transfer to the state treasury from the competent authority, accompanied by a sales invoice for confiscated assets transferred to the state treasury issued by the Ministry of Finance (if the asset is processed through liquidation); handover record (if the asset is processed through reallocation).

3.3.8. Vehicles with a decision on evidence disposal: Decision on evidence disposal from the Investigative Agency, Prosecutor's Office, or Court (original given to each vehicle), accompanied by a payment receipt or money receipt or handover record (if the person is a victim). In cases where the decision on evidence disposal involves confiscation and transfer to the state treasury, a sales invoice for confiscated assets transferred to the state treasury issued by the Ministry of Finance (if the asset is processed through liquidation) and a handover record (if the asset is processed through reallocation) is required.

3.3.9. Vehicles subject to surplus inventory processing at bonded warehouses: Import origin documents as prescribed from Points 3.3.1 to 3.3.4, Clause 3 of this Article, accompanied by a decision to sell surplus inventory at bonded warehouses issued by the Surplus Inventory Processing Council as prescribed by the Ministry of Finance.

For vehicles prohibited from importation as specified by the Government, a confiscation decision for transfer to the state treasury from the Customs Department (registration file as prescribed in Point 3.3.7, Clause 3 of this Article) is required.

3.3.10. Vehicles subject to surplus inventory processing at seaports

- Decision to sell surplus inventory at seaports issued by the Chairman of the Surplus Inventory Processing Council, who is a leader of the Department of Finance.

- In cases where surplus inventory vehicles are confiscated and transferred to the state treasury, the origin documents shall be implemented as prescribed in Point 3.3.7, Clause 3 of this Article.

3.3.11. Vehicles subject to additional import tax collection

- Registered vehicles found to have false origin documents: Import tax receipts, special consumption tax receipts, and value-added tax receipts on imported goods (if applicable);

- Vehicle registration certificate or decision on evidence disposal or a written conclusion from the investigative agency.

3.3.12. Vehicles requiring additional import tax collection:

- Decision to collect additional import tax from the General Department of Customs or the Provincial Tax Department.

- Payment receipt for import tax deposited into the state budget.

- Original documentation of the vehicle.

3.3.13. National reserve vehicles: The order for selling national reserve goods issued by the National Reserve Agency; in cases where multiple vehicles share one sales order, each vehicle must have its own order (a copy must be confirmed by the National Reserve Agency), accompanied by a Vehicle Import Origin Declaration form or a confirmation letter from the General Department of Customs (one original for each vehicle specifying the brand name, engine number, and chassis number).

4. In cases where ministries or sectors change import documentation forms, tax documents, and other related papers concerning vehicle registration as stipulated in Point 3.3 Clause 3 Article 3 of this Circular, they shall notify the Road Traffic Police Corps to inform the vehicle registration agencies specified in Article 3 of this Circular to implement such changes.

Section B. VEHICLE TRANSFER AND MOVEMENT REGISTRATION

Article 8. Vehicle transfer registration within the same province or centrally governed city (referred to collectively as province in this Circular)

1. The vehicle owner must present the documents specified in Clause 2 Article 7 of this Circular.

2. Vehicle registration application form.

3. Vehicle registration certificate.

4. Vehicle transfer document as prescribed in Point 3.1 Clause 3 Article 7 of this Circular.

5. Vehicle stamp duty payment receipt as prescribed in Point 3.2 Clause 3 Article 7 of this Circular.

6. When transferring ownership, retain the old license plate (except for plates with three or four digits which will be replaced with five-digit plates according to regulations) and issue a new vehicle registration certificate to the new owner.

Article 9. Vehicle transfer registration from another province

1. The vehicle owner must present the documents specified in Clause 2 Article 7 of this Circular.

2. Vehicle registration application form.

3. Vehicle stamp duty payment receipt as prescribed in Point 3.2 Clause 3 Article 7 of this Circular.

4. Vehicle transfer application form and movement transfer form, accompanied by the vehicle transfer document as prescribed in Point 3.1 Clause 3 Article 7 of this Circular and the original vehicle file as required.

Article 10. Procedures and documents for transferring ownership and moving vehicles between provinces

1. The buyer or seller must present the documents specified in Clause 2 Article 7 of this Circular (no need to bring the vehicle for inspection).

2. Vehicle registration certificate and license plate.

3. Two vehicle transfer application forms.

4. Vehicle transfer document as prescribed in Point 3.1 Clause 3 Article 7 of this Circular. In cases of moving the same owner to another province, a job transfer decision or household registration book must be provided instead of the vehicle transfer document.

Section C. REPLACEMENT AND ISSUANCE OF NEW VEHICLE REGISTRATION CERTIFICATES AND LICENSE PLATES

Article 11. Replacement of vehicle registration certificates and license plates

1. Situations requiring replacement of vehicle registration certificates: Vehicle modifications, color changes; extension of registration certificates with expiration dates; registration certificates that are faded, torn, or damaged; or vehicles registered under one person's name but now require joint registration as marital property.

2. Situations requiring replacement of license plates: Plates that are faded, broken, or damaged.

3. Procedures for replacing vehicle registration certificates and license plates

3.1. Vehicle registration application form.

3.2. Documents as specified in Clause 2 Article 7 of this Circular.

3.3. Return the vehicle registration certificate (in case of replacing the registration certificate) or license plate (in case of replacing the license plate).

For extensions of diplomatic mission, consular office, international organization representative office, or foreign employee vehicle registration certificates, additional letters of introduction from the State Reception Office or Provincial Department of Foreign Affairs are required.

For vehicle owners who are People's Public Security officers, People's Army officers, or students and graduates who registered their vehicles at their workplaces or schools and are now discharged, transferred, or graduated, they may apply for replacement or issuance of new vehicle registration certificates based on their new permanent or temporary residence addresses.

When applying for replacement of vehicle registration certificates and license plates, there is no need to bring the vehicle for inspection (except for modified vehicles or those with changed paint colors), but the owner must submit the stamped engine and chassis numbers as required.

Article 12. Reissuing Vehicle Registration Certificates and License Plates Lost

1. Documents for reissuing lost vehicle registration certificates and license plates include:

1.1. Documents as prescribed in Clause 2, Article 7 of this Circular.

1.2. Vehicle registration application form.

2. In case a vehicle loses its license plate, it shall be reissued with the old number; if the vehicle currently uses a three-digit or four-digit plate, it shall be changed to a five-digit plate according to regulations.

In case a vehicle has been registered and issued a license plate and then proceeds with transfer of ownership or relocation procedures to another locality, and now the owner requests to re-register under the original owner's name, the registration will be processed again and the old license plate number will be retained; if the old license plate is a three-digit or four-digit plate, it shall be changed to a five-digit plate according to regulations.

Section D. TEMPORARY VEHICLE REGISTRATION

Article 13. Types of Vehicles Required to Register Temporarily

1. Cars; chassis cars with driver’s cabin; cargo trucks without body; trailers, semi-trailers; imported or domestically assembled motorcycles running from warehouses, ports, factories, dealerships to registration places or back to other dealerships, warehouses.

2. Vehicles bearing foreign license plates that have been permitted by authorized agencies for temporary import and re-export within a specified period (excluding vehicles operating in border areas with checkpoints): vehicles for conferences, exhibitions, sports events, exhibitions, tourism; transit vehicles; right-hand drive cars (reverse steering) allowed to operate on public roads according to law.

3. Newly assembled vehicles in Vietnam undergoing trial runs on public roads.

4. Cars with transfer-of-ownership forms relocating to another locality.

5. Cars processing procedures to recover vehicle registration certificates and license plates for re-exporting out of the country or transferring within Vietnam.

6. Vehicles permitted by authorized agencies to enter Vietnam to serve conferences, exhibitions, sports events, exhibitions.

7. Driving test cars; cars operating within limited areas (when moving outside the restricted area).

Article 14. Documents and Papers for Temporary Vehicle Registration

1. Vehicles produced and assembled in Vietnam

1.1. Vehicle registration application form.

1.2. Quality inspection report of motor vehicles at the production facility as prescribed.

1.3. Sales invoice or warehouse release note.

For newly assembled vehicles in Vietnam undergoing trial runs on public roads, approval documentation for the vehicle design model from the Vietnam Motor Vehicle Inspection Center must be provided.

2. Imported vehicles; temporarily imported for re-export within a specified period, transit

2.1. Vehicle registration application form.

2.2. Customs declaration form for export/import goods or detailed import vehicle declaration form.

If the vehicle has completed import procedures, the temporary registration and license plate issuance process includes the types of documents as prescribed in Clause 3, Article 7 of this Circular (excluding tax clearance certificate).

3. Vehicles permitted by authorized agencies to enter Vietnam to serve conferences, exhibitions, trade fairs, sports events, foreign vehicles entering Vietnam for tourism only require vehicle registration papers or a list of vehicles approved by authorized agencies.

4. For vehicles with transfer-of-ownership forms relocating to another locality, or processing procedures to recover vehicle registration certificates and license plates, the temporary registration and license plate issuance documents include the transfer-of-ownership form or the vehicle registration recovery certificate.

5. Foreigner-owned cars registered abroad with right-hand drive (reverse steering) permitted to operate according to law

5.1. Vehicle registration application form.

5.2. Permit document for operation in Vietnam issued by the Prime Minister or authorized ministries and sectors by the Prime Minister.

6. Cars operating within limited areas as prescribed by authorized agencies.

6.1. Vehicle registration application form.

6.2. Copy of the vehicle registration certificate.

7. When applying for temporary license plate issuance, the owner does not need to bring the vehicle for inspection but must submit a copy of the vehicle's documents (bring the original documents for verification).

Article 15. Validity period of temporary vehicle registration certificate and temporary registration place

Clause 1. The temporary vehicle registration certificate is valid for a period of fifteen days.

Clause 2. Vehicles serving conference, advertising, trade fair, exhibition, sports activities, and other lawful activities shall have their temporary vehicle registration certificates valid for the duration permitted by the competent authority to enter Vietnam for such purposes.

Clause 3. Temporary registered vehicles are allowed to participate in traffic according to the time limit, route, and scope of operation recorded on the temporary vehicle registration certificate.

Clause 4. For convenience in temporary registration, the vehicle owner may register at the nearest registration authority.

Section E. RECOVERY OF VEHICLE REGISTRATION CERTIFICATE AND LICENSE PLATE

Article 16. Circumstances requiring recovery of vehicle registration certificate and license plate

Clause 1. Vehicles that are unusable due to damage or destroyed due to external causes.

Clause 2. Vehicles dismantled for parts to replace another vehicle.

Clause 3. Temporarily imported vehicles of foreign organizations, individuals re-exported or transferred in Vietnam.

Clause 4. Imported tax-exempt project vehicles now transferred to other purposes.

Clause 5. Vehicles registered in special economic zones or international border economic zones, as provided by the Government, when re-exported or transferred in Vietnam.

Clause 6. Stolen or forcibly taken vehicles not found, the vehicle owner requests recovery of the vehicle registration certificate.

Clause 7. Vehicles past their service life; vehicles not permitted to circulate according to the law.

Article 17. Responsibilities of functional agencies in recovering vehicle registration certificates and license plates

Clause 1. Responsibilities of the vehicle registration and management agency

Point 1.1. To process the issuance of the certificate of recovery of the vehicle registration certificate and license plate for cases stipulated in Article 16 of this Circular.

Point 1.2. Based on the list of vehicles past their service life and vehicles not permitted to circulate according to the law provided by the inspection agency, the license plate recovery agency must review and process the recovery of the vehicle registration certificate and license plate.

Point 1.3. Coordinate with the police station where the vehicle owner resides to notify and request organizations and individuals with vehicles past their service life, agricultural vehicles, self-made three-wheeled and four-wheeled vehicles to go to the traffic police department to process the recovery of registration and license plate. Within fifteen days from the date of notification, if the vehicle owner does not voluntarily come to process, coordinate with the police station to recover the registration certificate and license plate.

Point 1.4. Notify the list of vehicles past their service life to local public security units responsible for ensuring traffic order and safety for them to detect and handle according to the law.

Clause 2. Responsibilities of local public security units and functional forces responsible for ensuring traffic order and safety

Point 2.1. Through traffic order and safety work, if discovering vehicles past their service life, agricultural vehicles, self-made three-wheeled and four-wheeled vehicles participating in traffic within their jurisdiction, local public security units and other forces responsible for ensuring traffic order and safety must prepare records, stop circulation of the vehicles, temporarily hold the vehicle registration certificate and license plate, and handle according to the law; simultaneously, notify in writing to the traffic police department where the vehicle was registered to process the recovery of the vehicle registration certificate and license plate.

Point 2.2. In cases where vehicles involved in traffic accidents are unusable due to destruction, the agency handling the accident temporarily holds the vehicle registration certificate and license plate and notifies in writing to the registration agency to process the recovery of the vehicle registration certificate and license plate.

Article 18. Procedures for Revoking Vehicle Registration Certificates and License Plates

1. The vehicle owner shall declare the application for revoking the vehicle registration certificate and license plate; it is not necessary to bring the vehicle, but the vehicle registration certificate and license plate must be returned; in cases where the vehicle has been stolen, only the declaration for revoking the vehicle registration certificate and license plate and the vehicle registration certificate (if still available) are required.

2. In cases where authorized agencies temporarily detain vehicles that have exceeded their service life or usage period, or vehicles involved in accidents that cannot be used due to damage, or vehicles whose registration certificates and license plates have been revoked by authorized agencies for administrative violations, the procedures for revoking the vehicle registration certificate and license plate require only a notification letter from the agency temporarily detaining the vehicle and an administrative violation record or decision on temporary detention of the vehicle registration certificate and license plate (accompanied by the vehicle registration certificate and license plate).

After receiving all the documents for revoking the vehicle registration certificate and license plate, the agency responsible for revoking the vehicle registration certificate shall issue a certificate of revocation of the vehicle registration certificate and license plate to the vehicle owner.

Chapter III

IN PATROL AND SUPERVISION WORK

Article 19. Cases Related to Vehicle Frame Numbers and Engine Numbers

1. Imported Vehicles

1.1. Vehicles without engine numbers or frame numbers: if the customs declaration form indicates that there are no engine numbers or frame numbers or they have not been found, then the numbers will be stamped according to the license plate number; if the engine numbers or frame numbers are found, the owner must go to the customs authority for confirmation.

1.2. Vehicles with engine numbers or frame numbers marked on the Etekét, written in paint, or faded and rusted, can be re-stamped according to the numbers confirmed by the customs authority in the import origin declaration form.

1.3. If the customs authority confirms that the vehicle has a frame number but no engine number, only the VIN (located on the front windshield), the VIN will replace the engine number; if the customs authority confirms only the VIN without the frame number or engine number, the vehicle registration authority will photograph the VIN to keep in the file and use the VIN to replace the frame number and engine number.

1.4. Imported vehicles that have had their engine numbers and frame numbers re-stamped will not be registered (except in cases where there is a resolution from the Government or the Prime Minister).

2. Domestic Production and Assembly Vehicles

2.1. Vehicles with engine numbers or frame numbers stamped with pins (lade) or numbers that are faded and unclear can be re-stamped according to the numbers recorded in the quality inspection certificate at the time of factory release.

2.2. Vehicles with overlapping engine numbers or frame numbers must undergo appraisal. If the appraisal agency concludes that the engine numbers or frame numbers have been tampered with, registration will not be accepted; if the appraisal concludes that the original engine numbers or frame numbers are intact, they can be re-stamped according to the numbers recorded in the quality inspection certificate at the time of factory release.

2.3. Vehicles with engine numbers or frame numbers that have technical defects and were subsequently re-stamped will not be registered.

3. Registered vehicles, if a new engine is installed or the engine block is replaced without an engine number, the number will be stamped according to the license plate number of the registered vehicle.

4. Vehicles with confiscation decisions or decisions on handling evidence where the appraisal agency concludes that the engine numbers or frame numbers have been tampered with or erased or cannot be determined, the numbers will be re-stamped according to the license plate number.

5. Vehicles with confiscation decisions or decisions on handling evidence that indicate engine numbers or frame numbers, but during long-term storage, the engine numbers or frame numbers become corroded, faded, or rusted, the numbers will be re-stamped according to the license plate number.

6. Vehicles where both the engine number and frame number have been cut and welded or only one of them has been cut and welded will not be registered.

7. In all cases, re-stamping of engine numbers and frame numbers must be carried out by the vehicle registration authority.

Article 20. Resolution of certain issues when transferring ownership and moving vehicles

1. When transferring ownership and moving, if the vehicle registration file from December 31, 2005 or earlier lacks a sales invoice or has an incomplete chain of transfers, the file shall be considered valid according to the regulations of the Ministry of Finance.

2. In cases where a vehicle has completed the transfer procedures to move to another locality but the owner has not registered it and then sells it again to a new owner, provided that the purchase and sale procedures and stamp duty comply with the regulations, the registration will be accepted and processed, and a notification will be sent to the original locality for adjustment of the vehicle registration book.

3. For vehicles sold, given, or gifted through multiple owners within the same province without completing the transfer procedures, if the final buyer subsequently sells the vehicle to another province, the person named on the vehicle registration certificate or the last seller in that province must prepare a declaration for the transfer and movement; however, the sales, gift, or donation documents must be complete and valid according to the regulations.

4. Temporarily imported vehicles; vehicles of projects still within their validity period transferred in Vietnam; vehicles as gifts, donations, or gifts

4.1. The vehicle owner must first process the recovery of the vehicle registration certificate and license plates at the registration authority, then proceed to the customs office to handle import procedures according to regulations, and submit the import documents back to the registration authority to process the transfer and movement.

4.2. If the vehicle has not yet processed the recovery of the vehicle registration certificate and license plates, but has been subject to import tax collection by the customs office or received a written response from a competent agency of the Ministry of Finance stating that there is no need for additional tax collection, the transfer and movement can be processed and the written response will be filed in the vehicle's file.

5. Imported vehicles exempted from import tax and used for over ten years with an import tax rate of 0%; vehicles exempted from tax for overseas Vietnamese returning home according to the regulations of the Ministry of Finance may be transferred and moved according to the provisions of this Circular.

6. Vehicles registered (under both spouses' names or only one person's name), where the owner named on the vehicle registration certificate has died or disappeared (with a death certificate or a court declaration of disappearance), now wish to transfer the vehicle to their spouse or another person, if there is no dispute, the registration will be processed.

7. Motorcycles illegally imported, allowed to pay business and trade taxes by provincial authorities, and registered before December 31, 1995, can be processed for transfer, movement, or license plate change.

8. If a registered vehicle is later found to have a forged or tampered vehicle registration certificate (customs certificate), the file must be transferred to the investigation agency for investigation and handling according to the law. If the investigation agency concludes that the vehicle was not stolen or illegally obtained, the registration authority will transfer the case to the local Customs or Tax Department for tax collection. After obtaining the tax payment receipt, the registration will be processed.

9. In cases where a forged or tampered vehicle registration certificate is discovered during the transfer and movement procedure, verification and clarification must be conducted, and the owner named on the certificate must be notified. If the vehicle owner does not respond within thirty days of receiving the notification, administrative penalties will be imposed according to regulations, followed by processing the transfer and movement. If fraud or complaints arise, the case will be referred to the investigation agency for handling according to the law.

10. Vehicles registered before December 31, 1995, which have had their engine and chassis numbers repainted but still match the original records in the file, the owner must provide a written assurance and can be processed for transfer, movement, or license plate change.

11. Motorcycles registered before December 31, 1995, bearing the stamp "not for sale, exchange, gift" on the vehicle registration certificate, if there are no disputes or complaints, can be processed for transfer, movement, or license plate change.

For motorcycles illegally imported but whose taxes have been collected by the customs office and registered, they can be processed for transfer, movement, or license plate change.

12. Vehicles modified and registered before June 4, 1996, lacking technical inspection reports as required by Joint Circular No. 223/TT/LB dated December 7, 1979 issued by the Ministry of Transport and the Ministry of Home Affairs, can be processed for transfer, movement, or license plate change.

13. Vehicles assembled in Vietnam and registered before February 19, 1998, if they have a copy of the first product certification or a copy of the acceptance report by the acceptance committee as stipulated by the Ministry of Transport, can be processed for transfer, movement, or license plate change.

14. Vehicle files registered in accordance with regulations but missing signatures of department, team leaders, or registration officers, or lacking stamps on the registration application form, transfer application form, or vehicle registration certificate, or having errors in addresses, mismatches between actual and recorded engine and chassis numbers, or missing copies of special consumption tax invoices (if required), or lacking connection invoices, copies of driver's license receipts, registration fee receipts, or modification procedures for cargo boxes but having received a safety and environmental protection certificate from the transportation sector, should be submitted to the Head of the Registration Guidance Office (for vehicles registered with the Highway Traffic Police Corps) or the Head of the Traffic Police Department or County Public Security Bureau (for vehicles registered locally) for acceptance and processing of registration.

15. For electric motorcycles used before July 1, 2009, without origin documents or sales invoices that do not meet the requirements, if the owner provides a commitment confirmed by local authorities, they can be processed for registration and issuance of license plates.

16. For vehicles originally registered as semi-trailer trucks that are now being transferred or separated into: truck tractor; trailer; semi-trailer, the original registration file and license plates of the semi-trailer truck will be used for the truck tractor registration; a certified copy of the original registration file of the semi-trailer truck will be used for the trailer and semi-trailer registration.

Article 21. Resolution of Certain Specific Cases When Registering and Issuing Vehicle Number Plates

1. Vehicles with a decision on public auction issued by an authorized agency

In cases where the vehicle has a valid original registration certificate and proof of lawful ownership of the vehicle by the person whose property was processed, registration shall be resolved. If the origin of the vehicle is unclear or there is no proof of lawful ownership of the person whose property was processed, the application for registration will not be accepted but the vehicle owner must be guided to the place that issued the public auction decision for resolution.

1.1. Vehicles auctioned by the Enforcement Agency to ensure enforcement of judgments

Documents as prescribed in Article 7 of this Circular and attached:

a) Certificate of vehicle registration (for vehicles already registered). In case the vehicle registration cannot be recovered, a confirmation letter from the Enforcement Agency is required.

b) A copy of the court's decision or extract of the judgment.

c) Decision on enforcement of judgment by the competent Civil Enforcement Agency.

d) Payment receipt or asset handover record.

1.2. Collateral vehicles auctioned by banks to recover debts

Documents as prescribed in Article 7 of this Circular. In cases of disputes, lawsuits, or if the vehicle is enforcement assets, additional documents such as extracts of judgments or copies of court decisions, enforcement decisions by enforcement agencies, and attached:

a) Certificate of vehicle registration (for vehicles already registered). In case the vehicle registration cannot be recovered, a confirmation letter from the bank selling the asset is required (in lieu of the certificate of vehicle registration).

b) Copy of the credit agreement or guarantee contract (signed by the financial institution).

c) Purchase and sale contract or asset transfer contract or asset receipt record or auction sale document (depending on specific handling cases).

d) Payment receipt as prescribed by the Ministry of Finance.

đ) In case the vehicle is registered in another locality, an additional transfer registration form must be attached along with the original vehicle documents.

1.3. Vehicles with a compulsory seizure decision issued by an authorized agency to ensure the execution of debt and late payment notifications according to laws in the Customs field: Documents as prescribed in Clauses 1, 2, and 3.2 of Article 7 of this Circular, attached:

a) Proof of purchase, sale, or gift of the vehicle; copy of the administrative compulsory measure decision to seize assets for public auction, auction record of the county-level Financial Department or Provincial Auction Service Center, and sales invoice as prescribed by the Ministry of Finance.

b) Declaration of the origin of imported cars (copy of Form 1 retained at the Customs Office).

2. Vehicles of Financial Leasing Companies registered at the address of the lessee's business premises

2.1. Vehicle documents as prescribed in Article 7 of this Circular.

2.2. Letter from the Financial Leasing Company requesting vehicle registration at the lessee's residence or business premises.

3. Vehicles with similar structures

3.1. Vehicle documents comply with the provisions of Article 7 of this Circular.

3.2. For vehicles produced or self-modified before December 31, 2008, which have incomplete origin documents, the vehicle owner must provide a commitment about the lawful origin of the vehicle confirmed by local authorities, accompanied by a Transportation Industry inspection report certifying the vehicle meets safety and environmental protection conditions (for tractors), and a Safety and Environmental Protection Inspection Certificate (for disabled people's vehicles).

4. Foreign-owned special purpose vehicles leased

4.1. Documents as prescribed in Clause 1, Clause 2, and Point 3.2 Clause 3 of Article 7 of this Circular.

4.2. Lease contract.

4.3. Import/export declaration forms as prescribed by the Ministry of Finance.

5. Vehicles of foreign aid projects handed over to Vietnam upon expiration

5.1. Documents as prescribed in Clause 1, Clause 2, and Point 3.2 Clause 3 of Article 7 of this Circular, and attached: Vehicle registration certificate; document establishing state ownership of the vehicle (for central agencies, it is the document of the head of the ministry, for localities, it is the document of the provincial People's Committee Chairman); Asset handover record from the donor.

5.2. In cases where aid vehicles from projects want to sell upon expiration, a decision on asset disposal by the competent authority is required.

6. Vehicles registered under one project transferred to another project for continued use

6.1. Documents as prescribed in Clause 1, Clause 2, and Point 3.2 Clause 3 of Article 7 of this Circular, and attached: Vehicle registration certificate.

6.2. Handover document of the foreign project owner.

6.3. Confirmation letter of aid goods from the Department of Debt Management and External Finance - Ministry of Finance.

7. For non-reimbursable aid and humanitarian aid vehicles, normal transfer procedures apply as stipulated in this Circular.

8. Vehicles registered now subject to asset disposal decisions by competent authorities recovering from terminated projects and other state assets

8.1. Documents as prescribed in Clause 1, Clause 2, and Point 3.2 Clause 3 of Article 7 of this Circular, and attached: Vehicle registration certificate.

8.2. Decision on asset disposal by the competent authority.

8.3. Sales invoice for state assets issued by the Ministry of Finance in the case of asset disposal through sale or liquidation; handover record in the case of asset disposal through reallocation.

9. Vehicles registered by enterprises that have been dissolved now being liquidated

9.1. Documents as prescribed in Clause 1, Clause 2, and Point 3.2 Clause 3 of Article 7 of this Circular, and attached: Vehicle registration certificate.

9.2. Dissolution decision by the competent authority.

9.3. Transfer document from the authorized agency responsible for disposing of the assets or the agency issuing the dissolution decision.

10. Registered vehicles now involved in accidents, reclaimed and compensated at 100% by insurance companies.

10.1. Documents as prescribed in Clause 1, Clause 2, and Point 3.2 Clause 3 of Article 7 of this Circular, and attached: Vehicle registration certificate.

10.2. Handover document of the vehicle owner and vehicle registration certificate.

10.3. Compensation document.

10.4. Invoice from the Insurance company sold to the customer.

11. Registration and management of vehicles of military enterprises engaged in economic activities and military vehicles performing national defense tasks that require civilian license plates shall be carried out in accordance with the provisions of Circular Joint Circular No. 16/2004/TTLT-BCA-BQP dated November 1, 2004 issued by the Ministry of Public Security and the Ministry of National Defense.

12. Vehicles lacking original documentation

12.1. Present the documents as prescribed in Clause 2, Article 7 of this Circular.

12.2. A certified copy of the original documentation for imported vehicles (as prescribed in Point 3.3, Clause 3, Article 7 of this Circular) must be provided, confirmed by the issuing authority. For domestically produced vehicles, the manufacturing entity must issue a new Quality Inspection Certificate upon request (the registration file must comply with the requirements set forth in Article 7 of this Circular). After thirty days, if no violations or disputes are found, vehicle registration will be processed.

13. Vehicles owned jointly by spouses

13.1. If the vehicle owner voluntarily declares the vehicle as jointly owned property, both the husband's and wife's full names and signatures must be recorded on the application form for vehicle registration; if the vehicle was previously registered under one spouse's name but now requires joint ownership registration, both spouses must sign the application form. The registration authority will collect the old certificate of vehicle registration and issue a new one.

13.2. When selling, giving, or transferring a jointly owned vehicle, all owners' signatures or a power of attorney signed by each owner must be present.

14. In cases of vehicle modification

14.1. Vehicle registration for converting passenger cars or specialized vehicles to different functions will not be processed within five years from the date of importation for passenger cars, and within three years for refrigerated vehicles.

14.2. Total engine or chassis assemblies may not be used to replace parts for vehicles that have exceeded their service life as stipulated by law, tax-exempt vehicles, or temporarily imported and re-exported vehicles of diplomatic missions, consular offices, or international organization representative offices enjoying diplomatic or consular privileges and immunities.

15. For vehicles seized and transferred to state funds, there is no need for original documentation, but a decision on seizure and transfer to state funds or a decision on the disposal of seized evidence (a copy for each vehicle) must be provided, clearly stating the vehicle's characteristics such as brand, type, model number, frame number, and engine number; if these details are not fully provided, the registration will not be accepted.

16. Regarding invoices

16.1. For vehicles sold through multiple organizations, agencies, or businesses, only the original invoice issued by the final selling organization, agency, or business as per the regulations of the Ministry of Finance is required at the time of registration; if multiple vehicles share one invoice, each vehicle must have its own invoice, which must be notarized, authenticated, or certified.

16.2. Vehicles of enterprises or business establishments must have value-added tax invoices, sales invoices, or self-printed invoices as prescribed by law; when purchasing surplus vehicles from administrative or public institutions, a sales invoice for state assets must be provided; when purchasing national reserve vehicles, a sales invoice for national reserve goods must be provided; for seized and transferred state fund vehicles, a sales invoice for seized and transferred state fund goods (original or certified copy) must be provided.

16.3. In cases where an organization or individual contributes a motor vehicle to a business as capital, and the contribution documentation is a certificate of capital contribution or a receipt of asset transfer, when withdrawing capital, an invoice is not required, but sufficient documentation proving the vehicle is capital withdrawn from the business must be provided, such as a certificate of capital withdrawal by motor vehicle, a receipt of asset transfer; if the contribution includes a value-added tax invoice and the company has declared tax deductions, the business must issue a value-added tax invoice when withdrawing capital.

Article 22. Issuing control insignia for automobiles bearing special economic zone-commercial license plates and international border economic zone license plates to operate domestically in accordance with the Government's regulations.

1. Procedures and documents

1.1. Identity card or passport (still valid) or other documents that can substitute for a passport.

1.2. Vehicle registration certificate.

1.3. Declaration form for temporary import and re-export of road transport vehicles according to the model prescribed by the Ministry of Finance issued by the provincial or centrally-administered municipal customs authority.

2. The authority issuing the control insignia (Traffic Police Department under the provincial or centrally-administered municipal Public Security Department) shall be responsible for checking and cross-referencing against the list of vehicles under management, recording in the tracking book, and issuing the control insignia on the same day.

3. Control stickers shall not exceed a validity period of 30 days from the date of issuance. The sticker shall be affixed in the upper right corner inside the front windshield of the vehicle.

4. The control sticker issuance certificate and the tracking book for automobiles operating domestically in Vietnam must be numbered sequentially from 01 to the end, bound into volumes, and managed according to the file system of the Ministry of Public Security.

Chapter IV

MANAGEMENT OF FILES, FORMS, LICENSE PLATES AND AUTHORITY TO SIGN DOCUMENTS

Article 23. Regulations on forms

This Circular promulgates the following forms: Notification of sale, gift, transfer, or authorization to use a vehicle (Form No. 01); vehicle registration declaration form (Form No. 02); vehicle name change and relocation declaration form (Form No. 03); vehicle control insignia issuance form (Form No. 04); tracking book for special economic zone commercial temporary import and re-export vehicles (Form No. 05); declaration form for vehicle registration and license plate recovery (Form No. 06); certificate of vehicle registration and license plate recovery (Form No. 07); motorcycle, motorbike, and electric scooter registration certificate (Form No. 08); automobile and electric automobile registration certificate (Form No. 09); trailer and semi-trailer registration certificate (Form No. 10); temporary vehicle registration certificate (Form No. 11); tractor registration certificate (Form No. 12); motorcycle, motorbike, automobile, trailer, and semi-trailer registration certificates for use in special economic zones or international border economic zones as prescribed by the Government (Forms No. 13, 14, 15).

Vehicles with a similar structure to a certain type of vehicle shall use the registration certificate form of that type of vehicle.

Article 24. Management of vehicle registration files

Vehicle registration files are managed according to the file system of the Ministry of Public Security. Vehicle information data is uniformly managed on computer systems. Monthly, the registration authority is responsible for reporting registration and management data on vehicles to the Highway and Railway Traffic Police Corps for monitoring and management.

Article 25. Validity period of the vehicle registration certificate

1. For the vehicle registration certificate of diplomatic missions, consular offices, international organization representative offices, and foreign employees working in these offices, the validity period is recorded according to the validity period of the diplomatic identity card, service identity card, or the introduction letter from the State Reception Office.

2. For the vehicle registration certificate (including domestically produced and assembled vehicles with similar structures, pilot vehicles) of domestic organizations and individuals, the validity period is recorded according to the usage life of the vehicle as stipulated by law.

Article 26. Determination of the year of manufacture of the vehicle

For imported vehicles and those manufactured or assembled from chassis or complete imported automobiles, the vehicle owner must present the quality certification (or notification of exemption from quality inspection) for safety and environmental protection of imported motor vehicles issued by the Vietnam Vehicle Inspection Center to determine the year of manufacture of the vehicle; in other cases, the year of manufacture is determined according to the tenth character of the vehicle frame number in accordance with current standards. The Highway and Railway Traffic Police Corps is responsible for coordinating with the Vietnam Vehicle Inspection Center to copy and send current standard regulations to the registration authority for implementation to determine the year of manufacture.

Article 27. Provisions on Vehicle Registration Plates

1. Regarding the material of vehicle registration plates: Vehicle registration plates shall be made of metal, coated with reflective paint, and have security symbols; for temporary vehicle registration plates, they shall be printed on paper.

2. The symbols, size of letters and numbers on various types of vehicle registration plates shall comply with the provisions set out in Appendices No. 02, 03, and 04 issued together with this Circular.

3. Passenger car registration plates consist of two plates, one mounted at the front and one at the rear of the vehicle, in accordance with the design location for mounting the plates; there are two types of plates, with the following dimensions: The long plate has a height of 110 mm and a length of 470 mm; the short plate has a height of 200 mm and a length of 280 mm.

3.1. Layout of letters and numbers on domestic vehicle registration plates: The first two digits are the registration area code, followed by the registration series (letters); the second group of numbers consists of five natural numbers from 000.01 to 999.99.

3.2 Foreign passenger car registration plates have the first group as the registration area code; the second group is the series indicating the category of foreign organizations or individuals: The symbol "NG" is used for diplomatic vehicle owners, "NN" for non-diplomatic foreign vehicle owners, and "QT" for international organization vehicles and foreign diplomatic staff working for such organizations; the third group is the name of the country, international organization, and the fourth group consists of two natural numbers from 01 to 99.

3.3. Trailers and semi-trailers have one plate mounted at the rear of the vehicle, with dimensions: Height of 200 mm and length of 280 mm; the layout of letters and numbers on the plate follows the domestic passenger car registration plate format.

4. Motorcycle registration plates consist of one plate mounted at the rear of the vehicle; dimensions: Height of 140 mm and length of 190 mm. The first group of numbers includes the registration area code and series; the second group consists of five natural numbers from 000.01 to 999.99. For foreign motorcycles owned by organizations or individuals, the first group is the registration area code, the second group is the name of the country of the owner, the third group is the series, and the fourth group consists of three natural numbers from 001 to 999.

5. Tractor and electric motorcycle registration plates consist of one plate mounted at the rear of the vehicle; dimensions: Height of 140 mm and length of 190 mm. The first group includes the registration area code and series; the second group consists of four natural numbers from 000.01 to 999.99.

6. Domestic organization and individual vehicle registration plates

6.1. Vehicles of state power agencies, state management agencies, Party agencies, People's Courts, People's Procuratorates, Public Security Forces, political-social organizations, project management boards with state management functions: Registration plates have a blue background, white letters and numbers; the series uses ten letters: A, B, C, D, E, F, G, H, K, L. Vehicles of administrative-service units and public service units with revenue: Registration plates have a blue background, white letters and numbers; the series uses ten letters: M, N, P, S, T, U, V, X, Y, Z.

6.2. Vehicles of enterprises, enterprise project management boards, social organizations, social-professional organizations, and individual vehicles: Registration plates have a white background, black letters and numbers; the series uses twenty letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z.

6.3. Vehicles of special economic zones or international border economic zones according to government regulations have the registration area code and two-letter abbreviations of the special economic zone; the color of the registration plate is yellow background, red letters and numbers.

6.4. Special-purpose vehicles of the Public Security Forces used for security purposes: Registration plates have a blue background, white letters and numbers, and the symbol "CD".

6.5. Some cases have their own series symbols:

a) Military vehicles engaged in business have the symbol "KT";

b) Vehicles of foreign-invested enterprises, foreign-rented vehicles, and foreign companies winning bids have the symbol "LD";

c) Project management boards funded by foreign investment have the symbol "DA";

d) Trailers and semi-trailers have the symbol "R";

đ) Temporary registration plates have the symbol "T";

e) Tractors have the symbol "MK";

g) Electric motorcycles have the symbol "MD";

h) Domestic-produced or assembled motor vehicles, approved by the Prime Minister for pilot implementation, have the symbol "TD";

i) Passenger cars with limited operating range have the symbol "HC".

k) If a vehicle has a structure similar to another type of vehicle, it shall be registered with the corresponding type of vehicle's registration plate.

7. Registration plates for foreign organizations and individuals' vehicles

7.1. Vehicles of diplomatic missions, consular offices, and foreign nationals enjoying diplomatic immunity and consular privileges working for these offices: Registration plates have a white background, black numbers; the series uses the red symbol "NG". For the registration plates of Ambassadors and Consuls General, the registration number is 01, with a red line across the nationality and registration number.

7.2. Vehicles of international organization representative offices and foreign nationals enjoying diplomatic and consular privileges working for these organizations: Registration plates have a white background, black numbers; the series uses the red symbol "QT". For the registration plates of heads of United Nations organization representative offices, there is an additional red line across the international organization symbol and registration number.

7.3. Vehicles of organizations, representative offices, and foreign individuals (including exchange students): Registration plates have a white background, black letters and numbers, and the symbol "NN".

8. The production and supply of vehicle registration plates shall be carried out upon request of the registration authority. Production facilities for registration plates and local police forces that invest in production lines and are inspected and accepted by the Administrative Management Department of Social Order and Safety under the Ministry of Public Security as meeting the prescribed standards may produce registration plates. Registration plates must be strictly managed in accordance with the prescribed system.

Article 28. Regulations on marking license plates and characters on the body and doors of automobiles

For automobile types (excluding automobile types with nine seats or fewer), vehicle owners must comply with the following regulations:

1. Mark the vehicle registration plate on the rear panel and both sides of the vehicle body.

2. Mark the name of the organization/unit and the load capacity, tare weight on both sides of the car door (except for personal vehicles).

Article 29. Competent authority to sign various documents

1. The Director of the Highway Police Traffic Management Department signs the vehicle registration certificate and related documents concerning registration and management of vehicles registered at the Highway Police Traffic Management Department.

2. The Head of the Provincial Public Security Traffic Police Department signs the vehicle registration certificate and related documents concerning registration and management of vehicles directly registered by their own department.

3. The Head of the County Public Security Bureau signs the vehicle registration certificate and related documents concerning registration and management of vehicles directly registered by the County Public Security Bureau.

Chapter V

IMPLEMENTATION

Article 30. Effective Date

This Circular takes effect from December 6, 2010, and replaces the following Circulars of the Ministry of Public Security: Circular No. 06/2009/TT-BCA(C11) dated March 11, 2009, regarding the issuance and revocation of registration certificates and license plates for motor vehicles; Circular No. 12/2009/TT-BCA(C11) dated March 31, 2009, regarding the organization of issuance and revocation of registration certificates and license plates for special-purpose motorcycles of the People's Public Security forces; Circular No. 17/2010/TT-BCA dated May 31, 2010, regarding license plates, registration forms, issuance of license plates, issuance and revocation of registration certificates and license plates, and management of four-wheeled cargo vehicles with engines for pilot domestic production and assembly.

Article 31. Responsibility for Implementation

1. The Director General of the General Administration of Administrative Police for Public Order and Social Safety is responsible for organizing the implementation and directing, guiding, and inspecting the implementation of this Circular.

2. Heads of General Departments, Heads of units under the Ministry of Public Security, Directors of provincial-level public security departments, Directors of Fire Prevention, Firefighting, and Rescue Services bear responsibility for implementing this Circular.

3. In case of any difficulties arising during implementation, local public security units shall report to the Ministry of Public Security (through the General Department of Administrative Police for Social Order and Safety) for timely guidance./.
