WHEREAS, Law Torganized by the Government on November 25June 2024;th year 2001;

Pursuant to the Law N |||PURSUANT TO THE MINISTER OF TRANSPORTATION’S DECREE NO. 16/2002/ND-CP ON THE BUDGET MANAGEMENT OF GOVERNMENT ORGANIZATIONS DATED DECEMBER 16, 2002;

Pursuant to the Law ofiJune 2024;According to the Education Law dated June 14, 2005, Provincial People's Committees set specific prices1. Article 1. Scope of Regulation and Applicability

This Decision stipulates the policy of rice support for:

1. Elementary and lower secondary school students studying at boarding schools for ethnic minorities; and half-day elementary and lower secondary school students studying at public schools in areas with particularly difficult socio-economic conditions. trStudents who are members of ethnic minority groups whose parents or legal guardians have permanent residence registration in communes or villages with particularly difficult socio-economic conditions, not benefiting from residential support, living far from

2. the school or in remote areas where they cannot travel to and return home on the same day while studying at public high schools and multi-grade public schools. For coal-fired thermal power plants where the enterprise holds 100% of the registered capital and uses 100% of its own capital to invest in the project approved by the competent authority, E is determined as 100%;Students falling within the scope defined in Article 1 shall be entitled to receive 15 kg of rice per month per student and may benefit for no more than 9 months per academic year. trThe source of the rice support is from the national rice reserve.

b) To take the lead and coordinate with relevant ministries and sectors to inspect the use of funds for implementing the support policy.

The competent authority ensures funding to purchase the amount of rice that has been allocated and to supply sufficient rice to localities implementing the policy as prescribed in this Decision;

Article 3. Implementation Organization

1. The Ministry of Finance:

a) TRìthe Ministry of Education and Training and relevant ministries and agencies to guide on the method, time, procedure, and transportation costs for distributing rice to localities;

b) To take the lead and coordinate with relevant ministries and agencies to inspect the management and use of funds for purchasing and transporting, distributing rice to localities.nationalThe Ministry of Education and Training:

a) To inspect, evaluate, and compile the implementation situation of this Decision, annually reporting to the Prime Minister. DECREES:3. Provincial People's Committees and municipal people's committees directly under the central government:

b) To review, approve, and be responsible for the data on the number of students eligible for rice support under this Decision, to be submitted to the Ministry of Finance before, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPJune 30 each year as the basis for budget preparation and policy implementation;

To direct competent agencies to regularly inspect to ensure correct implementation of the policy, prevent waste and corruption, and annually report results to the Ministry of Finance and the Ministry of Education and Training for compilation and reporting to the Prime Minister.Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen

a) of provincial people's committees directly under the central government are responsible for enforcing this Decision./.on June 30 of each year to serve as the basis for the preparation of the budget and the implementation of the policy;o Direct relevant agencies to regularly inspect to ensure that the policy is implemented correctly for the intended beneficiaries, prevent any loss or corruption, and report annually on the implementation results to the Ministry of Finance and the Ministry of Education and Training for consolidation and reporting to the Prime Minister.

b) Ministers, Heads of ministerial-level agencies, Heads of central-affiliated agencies are responsible for implementing this Decision./.

Article 4. Effectiveness and Responsibility for Implementation

1. Ministers, Heads of ministerial-level agencies, Heads of central government agencies, Chairpersons of provincial and municipal People's Committees directly under the Central Government, Heads of related agencies and organizations, the Chairman and members of the Committee on Foreign Non-Governmental Organizations, and the Chairman of the Vietnam Association of Friendship Organizations are responsible for implementing this Decision./.

2.
