Article 1. Technical Regulations for Tissue Paper and Sanitary Paper Products
Accompanying this Circular is the "National Technical Regulations for Napkin and Toilet Paper Products." Designation: QCVN 09:2015/BCT.
This Circular takes effect from January 1, 2017.
Article 3. Responsibility for Implementation
1. Organizations and individuals related to this matter shall be responsible for implementing this Circular.
2. In case of difficulties or obstacles, organizations and individuals shall promptly reflect them to the Ministry of Industry and Trade (Department of Science and Technology) for consideration and resolution./.

Foreword
QCVN 09:2015/BCT was drafted by the National Technical Regulation Drafting Board for Napkin and Toilet Paper Products, reviewed by the Ministry of Science and Technology, and issued by the Ministry of Industry and Trade pursuant to Circular No. 36/2015/TT-BCT dated October 28, 2015.
NATIONAL TECHNICAL REGULATIONS FOR NAPKIN AND TOILET PAPER PRODUCTS
National technical regulation for napkin and toilet tissue paper
Chapter 1. GENERAL PROVISIONS
1.1. Scope of application
1.1.1. These regulations specify the limits of mechanical, chemical, microbiological indicators, testing methods, labeling requirements, and quality management requirements for napkin, toilet paper, tissue paper, and large roll tissue paper products sold in the Vietnamese market.
1.1.2. Napkin and tissue paper products that come into contact with food for packaging, containing, and preserving purposes; and domestic-produced napkin, toilet paper, and tissue paper products intended for export are not within the scope of these regulations.
1.2. Applicability
These regulations apply to organizations and individuals producing, processing, importing, and distributing napkin, toilet paper, and tissue paper products sold in the Vietnamese market; and other related organizations and individuals.
1.3. Definitions
In these regulations, the following terms shall be understood as follows:
1.3.1. Tissue paper: It is crumpled paper consisting of one or more layers of low-weight paper. Tissue paper and large roll tissue paper used for processing napkins and toilet paper will be referred to as tissue paper hereinafter.
1.3.2. Napkin: It is a product made from tissue paper of various sizes used for cleaning and absorbing purposes. Napkins may have embossed patterns, be white or colored, or have decorative prints.
1.3.3. Toilet paper: It is a product made from tissue paper in roll or sheet form, which can be white or colored or have decorative prints. Toilet paper has absorbent properties and is used for hygiene purposes.
2. TECHNICAL PROVISIONS
2.1. Requirements for raw materials
2.1.1. Paper pulp
Paper pulp used in the production of napkins and toilet paper includes virgin paper pulp, recycled paper pulp, and mixtures of virgin and recycled paper pulp.
Recycled paper pulp used in the production of napkins and toilet paper must be produced from office paper types conforming to National Standard TCVN 5946:2007 - Paper Types.
Paper pulp shall not be used to produce napkins and toilet paper from the following types of paper:
- Used paper and cardboard that have contained oil, grease, chemicals, or food;
- Used paper and cardboard containing flame-retardant compounds (Polybrominated diphenyl ethers - PBDE, Polybrominated biphenyls - PBB, phthalate-based compounds);
- Partially burned paper and cardboard;
- Medical waste-derived paper and cardboard.
2.1.2. Chemicals
Chemicals used in the production of napkins and toilet paper must comply with the provisions of the Chemicals Law No. 06/2007/QH12 promulgated on November 21, 2007. In case of hazardous chemicals, Material Safety Data Sheets (MSDS) must be prepared according to regulations.
2.2. Product requirements
2.2.1. Mechanical indicators
Napkin, toilet paper, and tissue paper products must meet the requirements of mechanical indicators specified in Table 1.

2.3.1. - Name and address of the manufacturer;
2.3.2. - Name and address of the importer (for imported products);
- Product trademark;
- Standard number published by the manufacturer and applied;
- Conformity mark (CR mark);
- Weight of one layer of paper;
- Type of paper pulp used;
- Number of layers of the product;
- Date of manufacture - expiration date.
3. REQUIREMENTS FOR QUALITY MANAGEMENT

3. YÊU CẦU VỀ QUẢN LÝ
3.1. Công bố hợp quy, chứng nhận hợp quy
3.1.1. Products of paper towels, toilet paper, and tissues consumed on the Vietnamese market must be certified for compliance with technical regulations (Conformity Assessment Certificate), bear the conformity mark (CR mark) in accordance with the provisions of this Technical Regulation, and be subject to quality product inspection by the competent authority.
3.1.2. Products of paper towels, toilet paper, and tissues produced and processed at facilities with conditions ensuring stable production quality shall be assessed and certified for conformity according to Method 5 as stipulated in Article 5 of Circular No. 28/2012/TT-BKHCN dated December 12, 2012, of the Ministry of Science and Technology on the issuance of conformity declarations and methods for assessing conformity with standards and technical regulations (hereinafter referred to as Circular No. 28). After being certified for conformity according to Method 5, these products must be declared for conformity.
The Conformity Assessment Certificate issued under Method 5 has validity not exceeding three (3) years from the date of issuance.
3.1.3. Products of paper towels, toilet paper, and tissues that do not meet the conditions for assessment under Method 5 as provided in Section 3.1.2 of this Article (including imported products in batches; domestically produced and processed products not yet assessed under Method 5) must be certified for conformity according to Method 7 as stipulated in Article 5 of Circular No. 28. After being certified for conformity according to Method 7, these products must be declared for conformity. Imported products in batches are exempted from declaration for conformity.
The Conformity Assessment Certificate issued under Method 7 is only valid for the batch of products that have been assessed and certified.
3.1.4. The procedures and formalities for declaring conformity and issuing conformity certificates shall be carried out in accordance with the provisions of Section II Chapter II of Circular No. 48/2011/TT-BCT dated December 30, 2011, of the Minister of Industry and Trade on the management of product quality in Group 2 under the responsibility of the Ministry of Industry and Trade (hereinafter referred to as Circular No. 48).
3.2. Conformity assessment
3.2.1. The Ministry of Industry and Trade designates organizations to assess conformity for products of paper towels, toilet paper, and tissues. The procedures and formalities for registering the designation to conduct conformity assessments shall be carried out in accordance with the provisions of Section II Chapter II of Circular No. 48.
3.2.2. The method for assessing certification of compliance with technical regulations for products of paper towels, toilet paper, and tissues must be conducted according to Method 5 or Method 7 as stipulated in Article 5 of Circular No. 28.
3.3. Quality Inspection
3.3.1. Imported, produced, processed, and marketed products of paper towels, toilet paper, and tissues must undergo quality inspections in accordance with the provisions of Chapter III of Circular No. 48 and current laws on product quality. In addition, these products must also undergo periodic and spot quality inspections in accordance with other relevant laws.
3.3.2. Testing of quality indicators of products of paper towels, toilet paper, and tissues for state quality control must be conducted at laboratories designated by the Ministry of Industry and Trade.
4. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
4.1. Organizations and individuals importing, producing, and processing products of paper towels, toilet paper, and tissues must comply with the requirements for issuing conformity certificates and declaring conformity as stipulated in this Technical Regulation.
4.2. Organizations and individuals responsible for registering conformity declarations with competent authorities in accordance with the provisions of the Ministry of Industry and Trade must ensure compliance with the contents declared.
4.3. Organizations and individuals distributing products of paper towels, toilet paper, and tissues must ensure product quality, bear the conformity mark, and label in accordance with the provisions of this Technical Regulation.
4.4. Organizations designated by the Ministry of Industry and Trade to assess conformity for products of paper towels, toilet paper, and tissues must ensure compliance with the requirements of this Technical Regulation.
Chapter 5. ORGANIZATION OF IMPLEMENTATION
5.1. The Department of Science and Technology of the Ministry of Industry and Trade is responsible for leading, guiding, and coordinating with related state agencies to implement this Technical Regulation.
5.2. Based on management requirements, the Department of Science and Technology is responsible for proposing the Ministry of Industry and Trade to amend and supplement the content of this Technical Regulation in line with practical needs.
5.3. In cases where standards and legal provisions cited in this Regulation are amended, supplemented, or replaced, they shall be applied in accordance with the new provisions.
