Pursuant to Decrees No. 19-CP dated January 29, 1966 and No. 6-CP dated January 7, 1981 of the Council of Ministers on the tasks, powers, and organizational structure of the Ministry of Education;
Pursuant to Circular No. 380-V10 dated February 3, 1983 of the Chairman of the Council of Ministers agreeing to the launch by the Ministry of Education, General Department of Physical Culture and Sports, and the Central Committee of the Communist Youth Union Ho Chi Minh of a large-scale campaign for physical training, moral education, and the establishment of new lifestyles through the organization of the Phú Đổng Health Association from local levels to nationwide in 1982-1983;
Based on the proposal of the Heads of Departments I, Primary and Secondary Education, and Secondary Education of the Ministry of Education, and after consultation with the Head of the General Department of Physical Culture and Sports and the Secretary of the Central Committee of the Communist Youth Union Ho Chi Minh,
DECISION:
Article 1
NOW ISSUES THE REGULATIONS ON THE ORGANIZATION OF THE PHÚ ĐỔNG HEALTH ASSOCIATION FOR STUDENTS IN PRIMARY AND SECONDARY SCHOOLS ATTACHED TO THIS DECISION.
Article 2
These regulations shall apply to all primary and secondary schools throughout the country from the date of issuance.
Any provisions contrary to these regulations shall be abolished.
Article 3
The Chairmen of the People's Committees of provinces, cities, and special administrative regions directly under the central government, the Heads of the Offices, the Heads of units directly under the Ministry of Education, and the Directors of Departments of Education shall be responsible for implementing this Decision.

CHARTER
REGULATIONS ON THE ORGANIZATION OF THE PHÚ ĐỔNG HEALTH ASSOCIATION FOR STUDENTS IN PRIMARY AND SECONDARY SCHOOLS
(Attached to Decision No. 361-QĐ dated April 2, 1984 of the Ministry of Education)
Physical education activities of students in primary and secondary schools over many years have been enthusiastically organized in almost all localities across the country, contributing positively to the education and training of young generations towards comprehensive development, building a fresh and healthy cultural lifestyle in schools, and initially demonstrating positive effects on social life.
To improve the quality of the physical education movement among the youth, contributing to the implementation of the Resolution of the Fifth National Congress of the Communist Party of Vietnam and the Resolution of the Political Bureau on educational reform, the Ministry of Education, the General Department of Physical Culture and Sports, and the Central Committee of the Communist Youth Union Ho Chi Minh have agreed to issue the Regulations on the Phú Đổng Health Association for students in primary and secondary schools throughout the country.
Article 1
The Phú Đổng Health Associations at all levels must reflect the following objectives and requirements:
1- Closely integrate with the political ideological education movement, the moral education movement for students in the education sector, the "Marching in the Footsteps of Heroes" campaign of the Communist Youth Union Ho Chi Minh, and the "Thousand Good Deeds" campaign of the Pioneer Youth Ho Chi Minh, to educate the younger generation about the heroic traditions of the nation, patriotic spirit, love for socialism, determination to defend the independence and freedom of the country, sense of organizational discipline, team spirit, unity, honesty, and resolve to strive for comprehensive achievements.
2- Summarize and encourage the physical education movement among students.
Article 2
3- Select promising talents with athletic abilities to nurture and build a core team of outstanding athletes at the local and national levels.
Participants:
Article 3
All young people aged 18 and below who are currently enrolled in primary and secondary schools are eligible to participate in competitions from the grassroots level to the central level if they meet the health and professional standards.
a) Content:
Ceremonies and organizational content of Phú Đổng Health Associations at all levels shall be uniformly applied as follows:
1- Physical education activities:
- Marching in formation,
- Group gymnastics,
- Track and field competition for primary school students (4 events),
- Popular sports and track and field competition for secondary school students,
- Swimming, international weightlifting, table tennis for children and teenagers,
- Artistic gymnastics,
- Traditional sports in the locality such as wrestling, shuttlecock kicking, etc.
2- Military:
- Basic military techniques,
- Field camping,
- Military games.
(According to the content already specified in the general education military program).
3- Mass cultural activities and social activities:
- Group dancing and singing,
- Theme-based activities.
b) Ceremonies:
- There must be flags and emblems of the Phú Đổng Health Association.
- The national flag and President Ho Chi Minh's portrait must be displayed at the highest point where the association is held.
- There must be slogans (displayed at the competition venue). Healthy to study well, ready to build and defend the country.
- There must be a parade showcasing strength.
- There must be a cultural and sports program.
- Summarize and commend the movement.
- Transfer the Phú Đổng Health Association flag to the unit responsible for organizing the next event (at the central level).
c) Cycle and timing of organization:
- The Phú Đổng Health Association at the central level is organized every three years.
- The Phú Đổng Health Association at the provincial, city, and special administrative region level is organized every two years.
- The Phú Đổng Health Association at the district and town level is organized annually.
Article 4
- The Phú Đổng Health Association at schools is organized once a year during the second semester of the academic year.
Organization and guidance:
The guidance system from the central to the district level is the Guidance Committee at each level:
a) Central Guidance Committee:
- Deputy Minister of Education, Chairperson;
- Deputy Director-General of the General Department of Physical Culture and Sports, Vice-Chairperson;
Deputy Chairperson;
- Secretary of the Central Committee of the Communist Youth Union Ho Chi Minh,
- Deputy Chairman of the People's Committee of the province, city, or special administrative region hosting the national Phú Đổng Health Association, Vice-Chairperson.
The Guidance Committee designates the Secretariat as the assisting body consisting of management-level officials from the three sectors of education, physical culture and sports, and the Communist Youth Union Ho Chi Minh.
b) Provincial, City, and Special Administrative Region Guidance Committee:
- Deputy Chairman of the People's Committee, Chairperson;
- Director of the Department of Education, Vice-Chairperson in charge;
- Director of the Department of Physical Culture and Sports, Member;
- Secretary of the Communist Youth Union Ho Chi Minh in the province, city, or special administrative region, Member.
The Guidance Committee designates the assisting staff.
c) District and Town Guidance Committee:
- Deputy Chairman of the People's Committee of the district or town, Chairperson;
- The Comrade Director of Education, Deputy Head in charge;
- The Comrade Director of Physical Education and Sports, Member;
- The Comrade Secretary of the Ho Chi Minh Communist Youth Union at the district, county, town level, Member.
Each time the Phu Dong Health Festival is organized at any level, the Steering Committee at that level shall designate the Organizing Board and the Arbitration Board to manage the daily operations of the festival.
The Phu Dong Health Festival at the school level is under the responsibility of the Principal, one Deputy Principal in charge, with the participation of the Secretary of the Ho Chi Minh Communist Youth Union, the General Leader of the Pioneer Youth Team, and the Physical Education teacher or兼任体育教师的代课教师。
During the organization and direction of the Phu Dong Health Festival, it must be very frugal, avoiding ostentation and chasing after achievements, ensuring the implementation of the objectives and requirements set forth in Article 1, guaranteeing absolute safety during competitions, and absolutely not allowing any negative impact on students' ideological education and morals, academic performance, and other activities of the school.
Article 5
Awards and Disciplinary Measures:
At the central and provincial levels, awards are considered based on two categories:
a) Units (sports teams):
- At the provincial, municipal, and centrally-administered city level, the unit for scoring is the district, county, town, and general secondary schools.
- At the central level, the unit for scoring is the province, municipality, and centrally-administered city.
Certificates of Merit and flags for outstanding units will be awarded to units with a rate of schools conducting the Phu Dong Health Festival from 80% to 100%, and sports competition results ranked first overall.
Flags will be given to units with relatively developed movements, with a rate of schools conducting the Phu Dong Health Festival from 60% to 80%, and sports competition results ranked second and third.
b) Individual:
Gold, silver, and bronze medals will be awarded to athletes ranked first, second, and third respectively.
Each gold medal counts as 4 points, each silver medal as 2 points, and each bronze medal as 1 point, serving as the basis for calculating the total team score.
Any athlete, coach, or referee who violates the regulations and adversely affects the purpose and significance of the Phu Dong Health Festival will be disqualified from participating in the festival, and if serious, may face disciplinary action.
Article 6
Implementation organization:
Prior to each national Phu Dong Health Festival, the Central Steering Committee convenes the highest-level meeting of the three sectors of education, physical education and sports, and the Ho Chi Minh Communist Youth Union to unify issues related to the content and methods of conducting the festival, and select the province or city responsible for organizing the next Phu Dong Health Festival.
