Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Considering the proposal of the Minister of Transport and the Minister of Home Affairs,

Article 1. The Cooperative Department under the Ministry of Transport is hereby established.
Article 2. The Minister of Transport shall specify in detail the functions, tasks, powers, and organizational structure of the Cooperative Department.
Article 3. This Decision takes effect fifteen days after the date of signature.
The Minister of Transport, the Minister of Home Affairs, and the heads of relevant agencies are responsible for implementing this Decision./.
