JOINT CIRCULAR
Guidelines for Implementing Decision No. 924/TTg dated December 13, 1996 of the Prime Minister on Supplementing Special Allowances for Certain Occupations in the Health Sector for Civil Servants and Employees
Implementing Decision No. 924/TTg dated December 13, 1996 of the Prime Minister on Supplementing Special Allowances for Certain Occupations in the Health Sector for Civil Servants and Employees. After receiving comments from the Ministry of Labor, Invalids and Social Affairs in Circular No. 2329/LDTBXH-TL dated July 7, 1997; Jointly: The Government’s Organizational and Cadre Board - Ministry of Finance - Ministry of Health provide guidance for implementation as follows:
I. OBJECTS AND ALLOWANCE LEVELS:
1. A 20% allowance based on the salary grade shall be applied to civil servants and employees (including contractual labor within the quota) directly performing specific tasks as follows:
a. Specialties in Anatomy, Pathological Anatomy, Forensic Anatomy:
- Directly performing autopsies, dissecting organs.
- Preserving and soaking corpses, organs, and organ samples.
- Collecting organ samples and specimens for anatomical examination.
- Conducting microscopic forensic anatomical examinations and toxicological tests.
- Maintaining, cleaning, and supervising bodies and mortuaries.
- Cleaning up and disposing of pathological specimens and body parts after testing.
b. Psychiatry Specialty:
- Diagnosing and treating mental patients (including home visits).
- Conducting psychological assessments of mental patients.
- Guiding practical exercises on the bodies of mental patients.
- Performing tests and recording electroencephalograms to evaluate diagnostic and treatment outcomes.
- Serving mental patients (supervising, transporting, feeding, administering medication, and providing personal hygiene services such as bathing and laundry).
- Directly diagnosing and treating mental patients at facilities for war invalids, veterans, and social groups.
c. Leprosy Specialty:
- Diagnosing and treating leprosy patients.
- Directly treating and identifying leprosy patients at home.
- Conducting leprosy bacteriological tests.
- Guiding practical exercises on the bodies of leprosy patients.
- Serving leprosy patients (supervising, transporting, feeding, administering medication, and providing personal hygiene services such as bathing and laundry).
d. Tuberculosis Specialty:
- Diagnosing and treating tuberculosis patients.
- Directly conducting tuberculosis detection work, collecting sputum samples, and delivering them to laboratories.
- Maintaining and servicing medical equipment used for diagnosing and treating tuberculosis patients.
- Testing sputum for tuberculosis bacteria and detecting tuberculosis.
- Serving tuberculosis patients (supervising, transporting, bathing, feeding, administering medication, and other direct patient-related services).
- Sanitation: areas where tuberculosis samples are processed, patient rooms, tuberculosis environments, toilets, containers, incinerating sputum containers, sterilizing laboratory equipment.
- Guiding practical exercises on the bodies of tuberculosis patients.
- Directly diagnosing and treating tuberculosis patients at social care facilities.
2. A 10% allowance based on the salary grade shall be applied to civil servants and employees (including contractual labor within the quota) directly performing specific tasks as follows:
- Working in research laboratories for disease testing.
- Conducting microbiological, parasitological, biochemical, hematological, nutritional hygiene, food safety tests, and serving epidemic prevention.
- Responsible for epidemic prevention work.
- Conducting health inspections at border crossings.
- Researching and producing vaccines and therapeutic products.
- Maintaining strains of pathogenic microorganisms and parasites.
- Sampling and analyzing environmental pollutants and occupational hygiene factors.
- Producing culture media for pathogens.
- Washing, drying, and sterilizing experimental equipment, and disposing of samples.
- Raising animals and insects for medical experiments and vaccine production.
- Distributing vaccines, hazardous chemicals for experiments, and chemicals for epidemic prevention.
- Diagnosing and treating malaria patients in endemic areas.
3. For grassroots health workers within the quota defined in Circular No. 08/TT-LB dated April 20, 1995 of the Inter-Ministerial Joint Office guiding the implementation of Decisions No. 58/TTg dated February 3, 1994 and No. 131/TTg dated March 4, 1995 of the Prime Minister who are currently working at grassroots health stations and regularly perform the tasks listed in points 1 and 2 above shall also be entitled to corresponding allowances under these points.
II. SOURCE OF FUNDS AND FORM OF PAYMENT FOR ALLOWANCES:
1. The source of funds for the aforementioned allowances shall be implemented according to the current budget management hierarchy. Specifically, for grassroots health workers eligible for these allowances, the entity paying their salaries will also pay their allowances.
2. Form of payment: paid monthly with each salary period.
III. IMPLEMENTATION:
1. Each year, healthcare facilities must include plans for the budget allocation for the aforementioned allowances in their annual regular budget estimates for the health sector.
2. The Government's Organizational and Cadre Board, Provincial Departments of Finance and Prices, and Provincial Health Departments are responsible for guiding the implementation of this Circular and reporting results to the Inter-Ministerial Joint Office.
In 1997, healthcare facilities should arrange to implement this system within their allocated budget; if a facility finds it difficult to manage, it should prepare a detailed budget proposal for the financial authority at the same level to consider and resolve within its jurisdiction, or submit it to the People's Committee of the province or centrally-administered city (for local healthcare facilities) or the Government (for central healthcare facilities) for decision.
This Circular takes effect from January 1, 1997. Any provisions contrary to this Circular are hereby abolished.
During implementation, any difficulties should be reported to the Inter-Ministerial Joint Office for study and resolution.
