APPROVING THE LIST OF SCIENTIFIC AND TECHNOLOGICAL PROGRAMS AND KEY SCIENTIFIC AND TECHNOLOGICAL TASKS FOR THE 1996-2000 FIVE-YEAR PERIOD
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Minister of Science, Technology and Environment at the Report No. 744/KHTC dated April 12, 1996,
DECISION:
Article 1. Approves the List of Scientific and Technological Programs and Key Scientific and Technological Tasks for the 1996-2000 Five-Year Period, including:
1. The Electronics - Informatics - Telecommunications Program; including the following key scientific and technological tasks:
a. Establishing and operating a national integrated multi-service digital information network (Internet) and preparing plans for launching Vietnam's communication satellites.
b. Implementing information systems to serve state management and geographic information systems (GIS) for state management.
c. Studying information protection; ensuring information security on networks.
d. Issues related to the Vietnamese language in the application and development of Information Technology.
2. The Biotechnology Program serving sustainable development of agriculture, forestry, fisheries, environmental protection, and human health, including the following key scientific and technological tasks:
a. Plant cell technology, rapid propagation and rejuvenation of crop varieties.
b. Developing new vaccine production technology, diagnostic products and methods.
c. Producing microbial fertilizers that fix nitrogen and dissolve phosphorus.
d. Producing biological pest control products for crops.
3. The Materials Technology Program; including the following key scientific and technological tasks:
a. Manufacturing composite polymer materials reinforced with basalt fibers, carbon fibers, various inorganic powders, plant fibers... with high performance to replace traditional materials.
b. Anti-corrosion technology for marine structures and materials used in aggressive environments.
c. Modern metallurgical technologies.
4. The Automation Technology Program; including the following key scientific and technological tasks:
a. Designing and manufacturing synchronized, cross-sectoral, multi-objective, flexible automation systems suitable for Vietnam's conditions, applying modern technology (Biological simulation, Robotics, Micro-control).
b. Designing and manufacturing automated equipment and systems for environmental monitoring and protection, disaster prevention.
c. Designing and manufacturing automatic control systems for mobile objects.
5. The Machine Manufacturing Technology Program; including the following key scientific and technological tasks:
a. Advanced forming technologies: Casting technology, Deformation processing technology; Welding and welding material technology.
b. Computer numerical control (CNC) techniques, computer-aided design (CAD), and computer-aided manufacturing (CAM) in machine manufacturing industry.
6. The Marine Research and Investigation Program; including the following key scientific and technological tasks:
a. Building a marine data bank to serve the development strategy and plan for marine economy and national sovereignty protection.
b. Building a scientific basis for marine management (historical, legal grounds for maritime sovereignty, island groups, islands, delimitation of the outer continental shelf...).
c. Scientific bases for building marine works.
7. The Rational Use of Resources and Environmental Protection Program; including the following key scientific and technological tasks:
a. Causes and solutions to prevent and stop desertification processes in central and southern central provinces.
b. Studying environmental changes related to socio-economic development planning in some key areas:
- Mekong Delta;
- Red River Delta;
- Ha Long - Quang Ninh area;
- Central Highlands.
c. Forecasting the environmental evolution of the Son La hydropower region.
8. The Comprehensive Agricultural Development Program towards Diversity and Gradual Modernization; including the following key scientific and technological tasks:
a. High-tech research for creating high-yield varieties (pure rice and hybrid rice with potential yield of 10-14 tons/hectare per season) with good quality.
b. Useful technological procedures in land exploitation, protection, and development for agricultural purposes.
c. Scientific bases for technological solutions to exploit, protect, and ensure safe agricultural production water resources for key regions.
d. Research and application of advanced technologies and appropriate equipment for agricultural product preservation and processing.
9. The Strategy and Policy Development Program for Sustainable Energy; including the following key scientific and technological tasks:
a. Updating and re-evaluating energy resources according to new economic and environmental standards.
b. Linking and exchanging energy with neighboring countries.
c. Determining scientific, economic, and social bases for nuclear energy development.
10. The Industrialization and Modernization of Transportation Technology Program; including the following key scientific and technological tasks:
a. Overall planning for transportation development until 2020, researching scientific bases for unifying standards, procedures, and regulations in the transportation sector in line with international practices to serve industrialization and modernization.
b. Urban transportation development.
c. Researching design and manufacturing of container ships, river vessels with a capacity of 10,000-30,000 DWt, and high-speed vessels over 30 nautical miles/hour.
11. The Community Health Protection and Improvement Program; including the following key scientific and technological tasks:
a. Strategic measures to improve people's health based on controlling and eradicating certain urgent infectious diseases and social diseases, preventing new diseases emerging during industrialization and societal development.
b. Studying the impact of harmful chemicals used in agriculture and industry on humans and the environment, and ensuring food safety.
Article 2. The Ministry of Science, Technology and Environment shall be responsible for:
- Directing, guiding, and mobilizing scientific and technological personnel to implement the above key scientific and technological tasks. - Assigning specific research tasks to Ministries, General Departments, provinces, and centrally governed cities.
- Regularly inspect and report to the Prime Minister on the implementation of key science and technology tasks carried out by Ministries, General Departments, provinces, and cities in accordance with the spirit of Decision No. 419/TTg dated July 21, 1995 of the Prime Minister regarding the management mechanism for research, development, and technological activities.
Article 3. Ministries, General Departments, provincial People's Committees under the central government shall allocate the aforementioned science and technology tasks into their respective plans; organize the mobilization and assignment of forces to participate in implementing the tasks assigned by the State in accordance with the guidance of the Ministry of Science, Technology, and Environment.
Article 4. This Decision takes effect from the date of signing.
Article 5. Ministers, heads of ministerial-level agencies, heads of governmental agencies, Chairmen of provincial People's Committees under the central government, Directors of National Scientific Centers, Directors of National Universities, and related agencies are responsible for enforcing this Decision.
