Article 3: The following officials and staff: Head of the Office, Director of the Personnel Organization Department - Ministry of Health, Directors of Provincial Health Departments under central cities and heads of related units are responsible for implementing this Decision.

REGULATIONS
Functions and tasks of village health workers
(Annexed to the Minister of Health's Decision No. 3653/1999/QĐ-BYT dated November 15, 1999)
I. POSITION, FUNCTIONS:
Village health workers (hereinafter referred to as village health workers) are health workers operating at the village level, with the function of providing healthcare services to the people in the village.
1. Medical treatment.
Village health workers have the following specific tasks:
1- Health education and promotion:
- Implementing the dissemination of knowledge on health protection and community safety.
- Guiding basic health care measures.
2- Guidance on disease prevention hygiene:
- Guiding food hygiene and balanced nutrition.
- Guiding the three clean practices (clean eating, clean living, clean drinking) and the four eradication campaigns (eradication of flies, mosquitoes, rats, and fleas), using clean water sources and sanitary latrines.
- Conducting vaccination activities and disease prevention.
3- Maternal and child health care and family planning:
- Promoting antenatal check-ups, pregnancy registration, and supporting normal delivery when unable to reach the health station.
- Guiding simple methods for monitoring children's health.
- Guiding family planning, providing condoms and contraceptive pills.
4- Initial first aid and care for common illnesses:
- Providing initial first aid for emergencies and accidents.
- Caring for some common illnesses.
- Caring for patients with social diseases at home.
5- Implementation of health programs:
- Carrying out health program activities in the village.
- Recording and reporting population, births, deaths, and epidemics in the village in accordance with regulations.
- Managing and using the village health kit effectively.
III. WORK RELATIONSHIPS:
1- Village health workers are directly managed and directed by the Health Station of the commune.
2- Village health workers are managed by the Village Chief.
3- Village health workers cooperate with mass organizations and associations in the village.
