APPROVING THE URBAN DEVELOPMENT PLAN FOR THE NEW THỦ THIÊM URBAN AREA, THỦ ĐỨC DISTRICT, HCM CITY

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Urban Planning Management Charter issued together with Decree 91/CP dated August 17, 1994 of the Government;
Considering the proposal of the People's Committee of Ho Chi Minh City at Circular No. 1861/TT-UB-QLĐT, dated May 27, 1996, and that of the Ministry of Construction at Document No. 621/BXD-KTQH, dated May 15, 1996,
DECISION:
Article 1. Approves the Master Plan for the New Thao Dien Urban Area, Thu Duc District, Ho Chi Minh City, with the main contents as follows: 1. Nature: The New Thao Dien Urban Area is a development area within the overall urban planning of Ho Chi Minh City approved by Decision No. 20/TTg dated January 16, 1993 of the Prime Minister, which is a modern urban area serving as a commercial, financial, and service center.
2. Scale:
- Area: 930 hectares, including
+ New urban area: 770 hectares,
+ Resettlement area: 160 hectares.
- Population:
+ New urban area: approximately 200,000 people.
+ Resettlement area: 45,000 people.
3. Functional zoning plan for the New Thao Dien Urban Area:
- Commercial, Financial, and Service Center: 92 hectares.
- International Trade Fair and Exhibition Center: 100 hectares.
- High-end Residential Area: 55 hectares.
- Cultural, Tourism, and Entertainment Center: 100 hectares.
- Central Park: 95 hectares.
- Administrative Center: 18 hectares.
- Land for Transportation: 177 hectares.
Article 2. Entrusts the Chairman of the People's Committee of Ho Chi Minh City and the Minister of Construction to implement the master plan for the New Thao Dien Urban Area, including the following tasks:
- Prepare investment projects in priority order and submit them for approval according to regulations.
- Guide the implementation in accordance with the approved master plan.
- Issue the Charter for Managing Construction in the New Thao Dien Urban Area.
- Coordinate with relevant ministries and agencies to concentrate and mobilize domestic capital sources, while maximizing foreign capital sources to construct the New Thao Dien Urban Area to meet modern standards.
Article 3. The Chairman of the People's Committee of Ho Chi Minh City, the Minister of Construction, and other responsible ministers and heads of related agencies shall be responsible for implementing this Decision.
