Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to Resolution No. 35-NQ/TW dated February 9, 2004 of the Politburo on organizing commemorative events for major holidays in the two years 2004-2005;
Pursuant to Directive No. 31/2004/CT-TTg dated September 8, 2004 of the Prime Minister on launching a special campaign of competition from now until the end of 2005 to achieve the five-year socio-economic development plan (2001-2005), and to make practical contributions to celebrating major holidays in the two years 2004-2005 and the Seventh National Competition Congress;
Considering the proposal of the Heads of the Personnel and Organization Department and the Director of the Office of the Ministry of Health.

Article 1. The Ministry of Health hereby establishes the Steering Committee to organize commemorative events for major holidays in 2005, consisting of the following individuals:
1. Mr. Tran Chi Lien, Deputy Minister, Secretary of the Party Committee of the Ministry of Health - Chairman
2. Mr. Tran Cong Ky, Head of the Legal Department - Vice Chairman in charge
3. Mr. Duong Quoc Trong, Director of the Office - Vice Chairman
4. Mr. Duong Huy Lieu, Head of the Planning and Finance Department - Member
5. Mr. Trinh Dinh Can, Head of the Personnel and Organization Department - Member
6. Mr. Ly Ngoc Kinh, Head of the Treatment Department - Member
7. Mr. Trinh Quan Huan, Director of the Department of Preventive Medicine & HIV/AIDS Control - Member
8. Mr. Cao Minh Quang, Director of the Vietnam National Drug Administration - Member
9. Ms. Vu Thi Phuong, Chairwoman of the Vietnam Medical Workers' Union - Member
10. Mr. Nguyen Huy Thin, Chair of the Party Committee of the Ministry of Health's Office - Member
Article 2.
a) The Steering Committee shall have the responsibility to advise the Minister in directing, guiding the preparation, implementation, inspection, urging, summarizing, and reporting on the situation and results of the implementation of Plan No. 7846/KH-BYT dated October 19, 2004 of the Minister of Health regarding the organization of major holidays in 2005.
b) The Chairman shall consider establishing sub-committees to assist the Steering Committee according to the needs of various fields of work.
Article 3. This Decision takes effect from the date of issuance. The Steering Committee for organizing commemorative events for major holidays in 2005 will dissolve itself upon completion of its assigned tasks.
Article 4. The Director of the Office, the Inspector General, Heads of Departments, Directors of Bureaus under the Ministry, Heads of units directly under the Ministry of Health, and individuals named in Article 1 are responsible for implementing this Decision./.
