RESOLUTION

Regarding the establishment of the Legislative Work Committee

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

To serve the National Assembly Standing Committee, the National Ethnic Council, and the National Assembly Committees in performing their tasks and powers regarding legislative work as prescribed by law;

Based on the Law on the Organization of the National Assembly;

Pursuant to the Law on Enacting Legal Normative Documents of 1996, which has been amended and supplemented with certain articles according to the Law Amending and Supplementing Certain Articles of the Law on Enacting Legal Normative Documents dated December 16, 2002;

Considering the proposal of the Chairman of the National Assembly Office at Proposal No. 1452 VP/CN dated October 1, 2002, concerning the establishment of the Legislative Work Committee;

RESOLUTION:

Article 1.

Establish the Legislative Work Committee.

The Legislative Work Committee is a specialized agency under the National Assembly Standing Committee, responsible for assisting the National Assembly Standing Committee, the National Ethnic Council, and the National Assembly Committees in legislative work.

Article 2.

The Legislative Work Committee shall have the following tasks and powers:

1. Take the lead in coordinating with relevant agencies to assist the National Assembly Standing Committee in drafting the draft resolution of the National Assembly on the legislative program for the term and annually to submit to the National Assembly; serve the National Assembly Standing Committee in implementing the legislative program;

2. Take the lead in coordinating with the main reviewing agency, the submitting agency, the Committee for Legal Affairs, and the Ministry of Justice to perfect the technical aspects of the draft laws, draft ordinances, and draft resolutions after these documents have been reviewed by the National Assembly and the National Assembly Standing Committee;

3. Coordinate with the main reviewing agency, the drafting agency, and relevant agencies to assist the National Assembly Standing Committee in preparing the report on explanation, adoption, and revision of the draft laws and draft resolutions of the National Assembly for submission to the National Assembly for consideration and approval;

4. Coordinate with the main reviewing agency, the drafting agency, and relevant agencies to prepare the report on explanation, adoption, and revision of the draft ordinances and draft resolutions of the National Assembly Standing Committee for submission by the main reviewing agency to the National Assembly Standing Committee for consideration and approval;

5. Take the lead in reviewing and perfecting the technical aspects of the laws, ordinances, and resolutions that have been approved by the National Assembly and the National Assembly Standing Committee for submission to the National Assembly Chairman for certification;

6. Take the lead in coordinating with relevant agencies to assist the National Assembly Standing Committee in preparing reports and proposals on draft laws, draft ordinances, and draft resolutions for submission to the competent authority;

7. Serve the National Assembly Standing Committee in the work of interpreting the Constitution, laws, ordinances, and resolutions;

8. Perform other tasks assigned by the National Assembly Standing Committee.

Article 3.

The Legislative Work Committee consists of the Head, Deputy Heads, and the Legislative Work Department as the supporting unit.

The organization and tasks of the Legislative Work Department shall be stipulated by the Head of the Legislative Work Committee in coordination with the Chairman of the National Assembly Office.

Article 4.

The Head and Deputy Heads of the Legislative Work Committee shall be appointed, relieved, or dismissed by the National Assembly Standing Committee. The Head is responsible to the National Assembly Standing Committee for the work of the Committee.

The Head of the Legislative Work Committee shall have the following tasks and powers:

1. Organize and manage the activities of the Committee in accordance with its functions and assigned tasks;

2. Be subject to the direction of the National Assembly Standing Committee and the National Assembly Chairman; maintain contact with the Standing Committee of the National Ethnic Council, the Standing Committees of the National Assembly, the National Assembly Office, and other agencies in legislative work;

3. Represent the Committee in relations with relevant agencies and organizations;

4. Perform other tasks assigned by the National Assembly Standing Committee.

The Deputy Heads assist the Head in performing tasks as assigned by the Head. When the Head is absent, a Deputy Head designated by the Head shall perform the Head's duties and powers.

Article 5.

The Legislative Work Committee shall have a seal as prescribed by law.

The budget of the Committee is part of the National Assembly's operational budget; the material basis and operating conditions of the Committee shall be guaranteed by the National Assembly Office.

Article 6.

The Head of the Legislative Work Committee and the Chairman of the National Assembly Office are responsible for implementing this Resolution.
