Article 1. Hereby extends the period for retaining regional allowances until the reform of the salary policy, revision of the salary scale system, and other salary allowances for communes, wards, towns, and units subject to a reduction in regional allowances as stipulated in Point 2, Section B, Part III (Appendix No. 2) of Circular No. 03/2001/TTLT-BLĐTBXH-BTC-UBDTMN dated January 18, 2001 of the Joint Circular of the Ministry of Labor, Invalids and Social Affairs - Ministry of Finance - Committee for Ethnic Minorities and Mountainous Areas guiding the implementation of regional allowances.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
The regional allowance regime applicable to communes, wards, towns, and units specified in this Decision shall be implemented from January 1, 2003. The method of paying regional allowances is regulated as provided in Circular No. 03/2001/TTLT-BLĐTBXH-BTC-UBDTMN dated January 18, 2001 mentioned above.
Article 3. Request the People's Committees of provinces and centrally-administered cities to guide relevant units under their jurisdiction to implement this Decision.
