PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Pursuant to Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Prime Minister on further accelerating the restructuring, modernization, and enhancing the efficiency of state-owned enterprises;
Considering the proposal of the People's Committee of Bac Kan Province, the opinions of the Ministries of Planning and Investment, Finance, Labor, Invalids and Social Affairs, Home Affairs, and the Central Economic Commission;
DECISION:
Article 1. Approves the Overall Plan for the Restructuring and Modernization of State-Owned Enterprises of the People's Committee of Bac Kan Province for the Period 2003-2005 as attached as an appendix.
Article 2. The Chairman of the People's Committee of Bac Kan Province shall be responsible for directing the implementation of the restructuring and modernization of subordinate state-owned enterprises in accordance with the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related ministries and localities shall be responsible for coordinating with the People's Committee of Bac Kan Province in implementing this Plan according to current procedures and regulations.
The Steering Committee for Enterprise Renewal and Development shall be responsible for directing, urging, guiding, and monitoring the implementation of this Plan, and at the same time recommending to
Article 4. This Decision takes effect from the date of signature.
The Chairman of the People's Committee of Bac Kan Province and the Heads of relevant agencies are responsible for enforcing this Decision./.
