 PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Directive No. 37/CT-TW dated March 18, 2004 of the Central Committee of the Communist Party of Vietnam (Term IX);

Pursuant to Decree No. 88/2003/NĐ-CP dated July 30, 2003 of the Government on organization, operation, and management of Associations;

Considering the proposal of the Chairman of the Vietnam Journalists' Association and the Minister of Culture and Information,

DECISION:

Article 1. Approves the National Press Award Program with the following main contents:

1. Purpose and Requirements:

a) To select works of high quality in terms of ideology, politics, culture; having attractive content and form, achieving significant social impact, and contributing positively to the construction and defense of the country for awarding prizes;

b) Through the National Press Award, to encourage and inspire the labor creativity movement among journalists nationwide; to discover and nurture journalistic talents in society.

2. Name: National Press Award.

3. Scale and Timeframe: The National Press Award will be organized annually starting from 2006 and implemented nationwide. Each year, works from the previous year will be selected, reviewed, evaluated, and awarded prizes.

4. Participants: All Vietnamese citizens who have press works published in legally operating domestic media outlets.

5. Topics and Criteria for the Award:

a) Topics: all areas of social life;

b) Criteria: press works selected to participate in the National Press Award must ensure political correctness, ideological depth, cultural value, and high quality in both content and form, as well as significant social impact.

6. Structure of the National Press Award:

a) The annual National Press Award has three types of awards corresponding to the following types of press:

- Print press award (newspapers, magazines, photojournalism);

- Audiovisual press award (television);

- Broadcast press award (radio).

b) For online press on the Internet - a multimedia format (including text, audio, dynamic and static images), the National Press Award Council will study and consider to determine the evaluation method and award according to the corresponding formats of the three types of press mentioned above;

c) Annually, based on the development of the press and available funds, the National Press Award Council will review and decide on the structure of the awards and the amount of prize money for each type of award and make it public.

7. Selection, Review, and Evaluation Organization: The National Press Award will be conducted through three rounds:

a) Preliminary selection round: carried out at local branches of the Vietnam Journalists' Association and provincial associations;

b) Preliminary review round: carried out centrally by the Preliminary Review Council;

c) Final review round: carried out centrally by the Final Review Council.

8. Funding Implementation:

a) The financial source:

- Annual state budget support is 1,810 million VND/year from cultural and information programs and allocated in the annual budget of the Vietnam Journalists' Association;

- Legal sponsorship from domestic and foreign organizations and individuals.

b) In 2007, 1,077 million VND allocated in the central government's budget for 2007 of the Vietnam Journalists' Association will be used to organize the 2006 National Press Award.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentImplementation organization:

1. Directing the Implementation of the National Press Award:

a) Main agency: Vietnam Journalists' Association;

b) Coordinating agencies: Ministry of Culture and Information; inviting the Central Propaganda and Culture Commission to participate.

2. Vietnam Journalists' Association:

a) To take the lead and coordinate with the Ministry of Culture and Information, the Central Propaganda and Culture Commission, and related agencies:

- Propose the composition, tasks, and powers of the National Press Award Council, submit to the Prime Minister for consideration and decision;

- Develop and promulgate the operational regulations of the National Press Award Council; establish criteria and regulations for work selection, review, and evaluation to ensure fairness, objectivity, and transparency; guide and supervise the implementation of the National Press Award;

- Direct and organize the implementation of the National Press Award; summarize and evaluate the results of implementation, promptly identify difficulties and issues during the organization of the National Press Award, and report to the Prime Minister.

b) Annually, implement financial settlement reports according to current financial management regulations.

3. Ministry of Culture and Information:

a) To take the lead and coordinate with the Central Propaganda and Culture Commission to direct media outlets to widely publicize the purpose, significance, and social impact of the National Press Award;

b) Coordinate with the Vietnam Journalists' Association to develop criteria and regulations for work selection, review, and evaluation, and guide and supervise the implementation of the National Press Award;

c) Perform state management functions over the activities of the National Press Award in accordance with laws on press.

4. The Ministry of Finance:

a) To take the lead and coordinate with the Vietnam Journalists' Association, the Ministries of Planning and Investment, and Culture and Information to allocate funding for the National Press Award in the annual budget for cultural and information development programs as stipulated by the State Budget Law; guide the management and use of National Press Award funds according to current financial regulations.

b) Annually, take the lead and coordinate with the Ministry of Culture and Information to inspect and report to the Prime Minister on the use of funds from the state budget supporting the National Press Award.

Article 3. This Decision shall take effect 15 days from the date of signature.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, and the Vietnam Journalists' Association are responsible for implementing this Decision./.
