Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;

Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to the Education Law dated December 2, 1998

At the proposal of the Director of the University Department;

 

DECISION:

Article 1. Now hereby promulgates with this Decision the Regulation on "Selection, organization of training and admission to universities and colleges for preparatory high school students."

Article 2. This Decision shall take effect fifteen days from the date of signature and shall replace Decision No. 410/ĐH dated April 6, 1982 of the Minister of Higher Education and Secondary Vocational Training on the issuance of the "Regulation on study, examination, testing and admission of preparatory high school students to universities.".

Article 3. The Permanent Secretaries, Heads of University Departments, and Heads of related Departments, Principals of universities and colleges, and Principals of preparatory high schools are responsible for implementing this Decision./.

 

REGULATIONS

Selection, organization of training and admission to universities and colleges for preparatory high school students

(Issued pursuant to Decision No. 37/1999/QD-BGD&ĐT dated September 30, 1999

of the Minister of Education and Trainingo)

 

PART I

OBJECTS, CONDITIONS AND SELECTION PROCEDURES

Article 1. Objects and conditions for selection

1.Objects and conditions for selecting preparatory university students (PUS) at universities.

Candidates belonging to Group 1 as stipulated in Clause 1 of Article 7 of the Regulation on Selection of Students for Universities, Colleges, and Regular Programs of Secondary Vocational Schools issued by Decision No. 05/1999/QD-BGD&ĐT dated February 23, 1999 of the Minister of Education and Training, who have graduated from high school (HS), supplementary HS, vocational HS (VHS), or vocational training HS (VT-HS), and who have taken the entrance examination for universities but did not meet the admission requirements for universities, if they meet the admission requirements for PUS set by universities with PUS enrollment quotas for that year, will be selected to enroll in PUS.

2.Objects and conditions for selecting preparatory university students for ethnic minorities (PUS-EM) at PUS institutions or PUS-EM institutions.

Candidates whose father or mother is a member of an ethnic minority group in Vietnam, who have a permanent residence registration for three years or more (as of the date of application for admission to PUS-EM) in areas with particularly difficult economic and social conditions and in communes, towns, and districts in mountainous regions (Zone 1-Mountainous Areas), deep regions (Zone 1-Deep Regions), mountainous regions (Zone 1-Mountains), and islands, who have taken the entrance examination for universities (excluding arts and sports schools, military schools under the Ministry of National Defense, and police schools under the Ministry of Public Security) but were not admitted to universities, did not meet the admission requirements for PUS set by universities with PUS enrollment quotas, did not fail any subject in the university entrance examination, but met the admission requirements announced publicly by PUS institutions or PUS-EM institutions, will be considered for admission to PUS-EM.

If the number of candidates meeting the specified requirements exceeds the quota, those with higher scores will be selected until the quota is filled.

Article 2.Registration for PUS and application forms for PUS registration

1.Candidates belonging to the objects and meeting the conditions stipulated in Clause 1 of Article 1 of this Regulation, after receiving the notification of successful admission to the preparatory program, must submit their admission files to the university they applied to within the time limit prescribed by the university.

2.Candidates belonging to the objects and meeting the conditions stipulated in Clause 2 of Article 1 of this Regulation must submit an application form for admission to PUS-EM (according to the prescribed format) to the PUS institution or PUS-EM institution in the designated recruitment area no later than September 5 of the year of the university entrance examination. (Candidates from provinces north of Quang Binh should submit applications to the Viet Tri PUS-EM College; candidates from provinces including Thua Thien Hue, Quang Nam, Quang Ngai, Kon Tum, Binh Dinh, Gia Lai, Phu Yen, Dak Lak, Khanh Hoa should submit applications to the Nha Trang PUS-EM College; candidates from provinces south of Lam Dong should submit applications to the Ho Chi Minh City PUS College).

3.When receiving the notification of successful admission from the university, PUS institution, or PUS-EM institution, candidates belonging to the categories mentioned in Clauses 1 and 2 of Article 1 of this Regulation must submit to the institution their admission files, which include:

a)High school transcript (or supplementary HS, VHS, VT-HS).

b)Temporary graduation certificate (HS, supplementary HS, VHS, or VT-HS) issued by the principal of the school for those registering immediately upon graduation, or a graduation certificate for those who have graduated in previous years. Those submitting a temporary graduation certificate must present the original graduation certificate for verification by the institution at the beginning of the second semester.

c)Birth certificate.

d)Documents confirming the candidate's status and preferential zones such as certificates of war veterans' children, disabled veteran cards, or certificates of eligibility for benefits equivalent to disabled veterans for themselves or their parents, and the student's permanent residence registration. (Copies of these documents mentioned in items a, b, c, and d will be submitted to the institution after verification against the originals).

đ)University entrance examination score report issued by the university.

Article 3. Procedures and selection process for admission to PUS.

1.For universities.

a)Each year, the Ministry of Education and Training assigns and publicly announces the quotas for PUS admissions to universities.

b)The university admission committees with PUS quotas, based on the objects and conditions stipulated in Clause 1 of Article 1 of this Regulation and the results of the university entrance examinations, propose admission scores for PUS to fill the quotas. Along with the proposed admission scores for universities, the university admission committee reports to the Ministry of Education and Training the proposed admission scores for PUS, and after agreement by the Ministry, publicly announces the admission scores through mass media and proceeds to accept the admission files of candidates meeting the specified conditions.

c)Universities with PUS departments organize PUS training for eligible candidates directly at the university.

Universities with PUS quotas but without PUS departments, after completing the selection process, transfer the files of eligible candidates for PUS admission to PUS institutions assigned by the Ministry of Education and Training to train PUS.

2.For PUS institutions and PUS-EM institutions.

a)Each year, the Ministry of Education and Training assigns and publicly announces the following quotas for PUS institutions and PUS-EM institutions:

Quota for accepting PUS training for candidates selected by provinces.

Quota for accepting PUS training for candidates eligible for PUS admission from universities with PUS quotas but without PUS training at the university.

The admission criteria and training quota for students admitted to DBĐHDT shall be determined by the university or the DBĐHDT school.

b) Annually, universities and DBĐHDT schools publicly announce their admission quotas for DBĐHDT, the minimum required points for admission consideration, and proceed to collect application forms from candidates who meet the conditions stipulated in Clause 2, Article 1 of this Regulation.

Based on the application form for admission, the examination results of the candidates, the school will propose admission points for the Natural Sciences and Social Sciences blocks according to the priority regions, then report to the Ministry of Education and Training no later than October 5 of the admission year. After obtaining the Ministry's approval, the school will convene the admitted candidates to study alongside other candidates mentioned in point a of Clause 2 of this Article.

 

Chapter II

ORGANIZATION OF STUDY, EXAMINATION AND TESTING

Article 4. Organization of study.

1. Universities, DBĐHDT schools, and faculties of universities organize teaching and learning, examinations, and testing in accordance with the training objectives, training plans, and course programs prescribed by the Ministry of Education and Training for the DBĐH system pursuant to Decision No. 2464/GD-ĐT dated August 1, 1997 of the Minister of Education and Training.

2. Each DBĐH cohort is divided into two blocks: natural sciences and social sciences, and organized within one year, with the opening ceremony not later than October 30. Each year consists of two semesters, each semester having 14 weeks of actual classes (excluding examination and testing periods). The number of class hours per week is 30 hours. DBĐH cohorts do not have a retention system except in cases where a student misses more than 30 but not more than 45 days due to illness or accidents confirmed by a county-level hospital or higher.

Holidays and New Year breaks follow the general regulations applicable to high school students of universities.

Article 5. Examination and Testing.

1. For each subject, there must be two written tests during each semester. The duration of each test is 60 minutes.

At the end of each semester, students in the Natural Sciences block must take exams in Mathematics, Physics, Chemistry or Mathematics, Biology, Chemistry (depending on the student's preference); students in the Social Sciences block must take exams in Literature, History, Geography. The duration of each exam is 120 minutes. The review period before the first semester final exam is one week, and two weeks for the second semester final exam.

Grading for written tests and exams is based on a scale of 10 points. The score for written tests is calculated at a coefficient of 1, while the exam score is calculated at a coefficient of 2.

2. The responsibility for preparing test questions and organizing grading of written tests lies with the Head of the Department.

The preparation of exam questions, invigilation, and grading are carried out in accordance with the corresponding provisions of the Regulations on Admissions to Universities, Colleges, and Secondary Vocational Schools, issued by Decision No. 05/1999/QĐ-BGD&ĐT dated February 23, 1999 of the Minister of Education and Training.

3. All students have the right to sit for the second semester final exam, except those falling under any of the following categories:

Disciplined with suspension of studies or higher.

The total number of days off, both justified and unjustified, exceeds 45 days throughout the academic year.

If the average score of four tests (for all subjects) and the first semester final exam (for subjects with mid-term exams) of a subject is below 4, students who did not attend the required number of tests and the first semester final exam will be individually considered by the school for supplementary tests and exams; if they still fail to attend the required number of tests and the first semester final exam, the scores for the missed tests and exams will be recorded as zero.

The second semester final exam is held only once.

Article 6. Annual summary score.

At the end of the academic year, each subject has a final score. For subjects without mid-term exams, the final score is the average of four tests; for subjects with mid-term exams, it is the average of four tests, the first semester final exam, and the second semester final exam.

 

Chapter III

ADMISSION TO UNIVERSITIES AND COLLEGES

Article 7. Conditions for admission to universities and colleges after completing the DBĐH year.

1. Students who complete DBĐH and meet the following conditions will be admitted to universities:

Annual conduct evaluation is good or better.

The annual final score of all subjects is 5.0 or higher.

2. Students who do not meet the conditions for university admission but have an annual conduct evaluation of good or better and no subject score below 4.0, if they submit a request, may be admitted to college.

3. Students who do not meet the conditions for university or college admission will be reviewed by the school to transfer to vocational schools (if the student wishes) or return to their place of origin.

Article 8.Allocation of students to universities and colleges and arrangement of majors.

Based on the conditions stipulated in Article 7 of this Regulation, taking into account the knowledge block studied in DBĐH, the major and university that the student applied for, and the student's preferences, universities and DBĐHDT schools allocate students to various majors in universities and colleges.

For schools (or majors) where the number of applicants exceeds the quota, the students will be selected based on their DBĐH academic performance, starting from the highest down to the required quota, and the remaining students will be transferred to other schools (or majors) in the same block (or group of majors).

Article 9.Acceptance of students who have completed DBĐH into universities and colleges.

1. Annually, the Ministry of Education and Training assigns and publicly announces the quota for accepting and training students who have completed DBĐH to universities and colleges.

2. Universities and DBĐHDT schools submit applications along with the academic records of eligible students for university and college admission to the admissions committees of universities and colleges with the quota to accept students who have completed DBĐH. Faculties of universities submit applications along with the academic records of eligible students for university and college admission to their own admissions committee.

3. The admissions committees of universities and colleges will review the applications of students who have completed DBĐH, and if they meet the conditions stipulated in Articles 1 and 7 of this Regulation, they will convene the students for admission.

 

Chapter IV

REWARD AND VIOLATION HANDLING

Article 10.Rewards and disciplinary actions.

Matters concerning rewards and penalties for staff involved in admissions work, teachers, and DBĐH students shall be implemented in accordance with the provisions set forth in:

The Admissions Regulations for universities, colleges, and vocational high schools on regular basis, issued pursuant to Decision No. 05/1999/QĐ-BGD&ĐT dated February 23, 1999 of the Minister of Education and Training.

The Student Affairs Regulations in educational institutions, issued pursuant to Decision No. 1584/GD-ĐT dated July 27, 1993 of the Minister of Education and Training.

The Boarding Student Affairs Regulations in universities, colleges, vocational high schools, and vocational training centers, issued pursuant to Decision No. 2137/GD-ĐT dated June 28, 1997 of the Minister of Education and Training./.
