Pursuant to the Government Organization Law dated September 30, 1992;
The policy to support the development of key industrial products is hereby issued together with this Decision.
The policy to support the development of key industrial products applies to three products: ships of 11,500 tons (Annex 1), small internal combustion engines under 30 horsepower (Annex 2), and color television receivers (Annex 3). In addition to enterprises assigned the main responsibility for implementing the key industrial product projects, other enterprises assigned to participate in the production of these products (with confirmation from the Ministry of Industry) also enjoy the incentives and support stipulated in this Decision.

Article 1. The Ministry of Planning and Investment, the Ministry of Industry, the Ministry of Science, Technology, and Environment, in coordination with relevant agencies, shall study and continue to supplement the list of other key industrial products.
Article 2. The Government assigns responsibilities as follows:
Article 3. a) The Ministry of Industry, in collaboration with the Ministry of Science, Technology, and Environment, shall coordinate with relevant agencies to research and issue guidelines on the necessary content and procedures for enterprises to develop plans to meet national standards for the products.
Article 4. b) The Ministry of Finance and the General Department of Customs shall direct subordinate units to work with enterprises to compile a list of goods eligible for duty-free imports in accordance with the support policies outlined in Annexes 1, 2, and 3 of this Decision.
c) The State Bank of Vietnam and the Investment and Development Fund shall issue guidelines on the content and procedures for reviewing loan proposals and debt repayment plans for approved key industrial product manufacturing projects. The tasks mentioned in points a, b, and c above must be completed before April 30, 2000.
The Ministers of Industry, Planning and Investment, Finance, Transport, Trade, Defense, Agriculture and Rural Development, Construction, Fisheries, the Governor of the State Bank of Vietnam, the Directors of the Land Administration General Department, the Customs General Department, the Posts and Telecommunications General Department, the Head of the Government Price Control Board, the Chairman of the People's Committee of Hanoi City, the Chairman of the Management Council of the Investment and Development Fund, the General Directors of the Vietnam Shipbuilding Corporation, the Vietnam Engine and Agricultural Machinery Corporation, the Director of the Hanoi Electronics Company, and the Heads of relevant agencies are responsible for enforcing this Decision.

Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
