DECISION
Regarding the approval of the supplementary overall plan for restructuring and modernizing state-owned enterprises under the Ministry of Industry

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and independent accounting subsidiaries under state-owned corporations;
Considering the proposal of the Minister of Industry,
DECISION:
Article 1. Approves the supplementary overall plan for restructuring and modernizing state-owned enterprises under the Ministry of Industry in 2005 as attached.
Article 2. The Minister of Industry shall be responsible for:
- Directing the implementation of the restructuring and modernization of state-owned enterprises under the Ministry according to the approved content.
- Deciding the proportion of shares held by the State when implementing shareholding or selling off part of the State's equity in joint-stock companies based on the criteria and classification lists for state-owned enterprises and independent accounting subsidiaries under state-owned corporations. The sale of part of the State's equity in joint-stock companies must comply with current regulations.
- Taking the lead and coordinating with the Steering Committee for Enterprise Reform and Development, the Ministry of Planning and Investment, and relevant agencies to organize a mid-term review and evaluation of the results of piloting the parent company-subcompany model by enterprises under the Ministry that have piloted this model recently, and report to the Prime Minister in the first quarter of 2005.
Article 3. The Ministries of Finance, Planning and Investment, Home Affairs, Labor, War Invalids and Social Affairs, and other relevant agencies shall be responsible for coordinating with the Ministry of Industry in carrying out the tasks set forth in Article 2 of this Decision.
The Steering Committee for Enterprise Reform and Development shall be responsible for urging, guiding, and monitoring the implementation.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Minister of Industry and heads of relevant agencies are responsible for enforcing this Decision./.
