Based on Decree No. 171/2004/NĐ-CP dated September 29, 2004 of the Government stipulating the organization of specialized agencies under provincial People's Committees and centrally governed city People's Committees;

Based on Circular Joint Circular No. 11/2005/TTLT-BYT-BNV dated April 12, 2005 of the Ministry of Health and the Ministry of Home Affairs guiding the functions, tasks, powers, and organizational structure of specialized agencies assisting People's Committees in managing health affairs at the local level;

Pursuant to the proposal of the Director of the Personnel Department and the Director of the Vietnam Preventive Medicine Department.

Attached to this Decision are the "Regulations on the functions, tasks, powers, and organizational structure of the Malaria - Parasitic Diseases - Vector Control Centers of provinces and centrally governed cities."

DECISION:

Article 1. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Decision No. 684/2000/QĐ-BYT dated March 7, 2000 of the Minister of Health regarding the issuance of the "Regulations on the functions, tasks, and organizational structure of the Malaria Prevention Centers under Provincial Health Departments" is hereby repealed.

Article 2. The Directors of the Office, the Heads of the Personnel Department, the Director of the Vietnam Preventive Medicine Department, the Directors of Health Departments of provinces and centrally governed cities, and the Heads of related units are responsible for implementing this Decision./.

Article 1. Position and role)

PART I

GENERAL PROVISIONS

The Malaria - Parasitic Diseases - Vector Control Center of provinces and centrally governed cities (hereinafter referred to as the Malaria - Parasitic Diseases - Vector Control Center of provinces) is a public service unit directly under the Provincial Health Department, subject to comprehensive management by the Director of the Provincial Health Department, and technical guidance by the Ministry of Health.

Legal personality

Article 2. The Malaria - Parasitic Diseases - Vector Control Center of provinces has legal personality, has its own headquarters, seal, and can open accounts at the State Treasury.

FUNCTIONS, TASKS AND POWERS

Chapter II

Function

Article 3. The Malaria - Parasitic Diseases - Vector Control Center of provinces has the function of advising the Director of the Provincial Health Department and organizing the implementation of professional and technical activities related to malaria prevention, parasitic diseases, and vector-borne diseases within the province based on the national health program objectives and the actual situation of the province.

1. Developing plans for the implementation of professional and technical activities related to malaria prevention, parasitic diseases, and vector-borne diseases based on the national health program objectives and the actual situation of the province, to be submitted to the Director of the Provincial Health Department for approval.

Article 4. Tasks and Authorities

2. Implementing the following activities:

a) Implementing professional and technical activities related to malaria prevention, parasitic diseases, and vector-borne diseases within the province;

b) Directing, guiding, and supervising professional and technical activities related to malaria prevention, parasitic diseases, and vector-borne diseases for healthcare facilities within the province;

c) Cooperating with the Provincial Health Education and Communication Center and mass media organizations within the province to organize and implement information, education, and communication activities related to malaria prevention, parasitic diseases, and vector-borne diseases;

d) Participating in training and retraining in professional and technical fields related to malaria prevention, parasitic diseases, and vector-borne diseases according to the provincial and central plans for medical specialists and other staff;

đ) Conducting research and participating in scientific research and applying technological advancements in the field of malaria prevention, parasitic diseases, and vector-borne diseases;

e) Managing and organizing the implementation of projects under the national health program targets and other projects in the field of malaria prevention, parasitic diseases, and vector-borne diseases assigned by the Provincial Health Department;

g) Organizing the provision of services related to the prevention of parasitic diseases and vector-borne diseases in accordance with the law; based on local conditions, capacity, and actual needs, the Director of the Provincial Health Department shall define the scope of examination, treatment, follow-up, and clinical laboratory tests for cases of parasitic diseases at the Center in accordance with the law;

h) Cooperating with relevant agencies to carry out inspection, supervision, and evaluation of activities within their jurisdiction;

i) Implementing personnel management, policy benefits, rewards, and disciplinary measures for civil servants and officials, and financial and asset management of the unit in accordance with the law;

k) Implementing statistical and reporting systems in accordance with the law;

l) Performing other tasks and powers assigned by the Director of the Provincial Health Department.

ORGANIZATIONAL STRUCTURE

Chapter III

ORGANIZATIONAL STRUCTURE

Article 5. Organizational Structure

1. The leadership of the Provincial Malaria - Parasitic Diseases - Vector Control Center consists of a Director and Deputy Directors.

2. Functional Departments include:

a) Planning and Finance Department;

b) Organization and Administration Department;

3. Specialized Departments include:

a) Malaria Epidemiology Department;

b) Parasitology Department;

c) Entomology Department;

d) Laboratory Department.

Article 6. Staffing and Labor Standards

The staffing and labor standards of the Provincial Malaria - Parasitic Diseases - Vector Control Center shall be implemented in accordance with the provisions of the law.

Article 7. Operating expenses

1. Health Service Budget.

2. National Health Target Program Budget.

3. Fees collected in accordance with the law.

4. Aid and other lawful sources of income.

Article 8. Tasks of the Departments and Divisions

1. Planning and Finance Division:

a) Develop monthly, quarterly, and annual plans for the Center; organize mid-term and final reviews of plan implementation;

b) Compile forecasts for drugs, materials, chemicals, and necessary equipment to support the Center's activities;

c) Manage and distribute funds, drugs, chemicals, and materials according to approved plans, and be responsible for settlement and final accounting in accordance with the law;

d) Participate in organizing training, retraining, and professional development programs for Center staff and healthcare facilities in the area;

đ) Summarize the Center's activities, collect information, analyze data, and implement statistical reporting systems as prescribed;

e) Serve as the focal point for compiling domestic and international projects of the Center.

2. Organization and Administration Division:

a) Manage organizational and personnel work; implement legal policies, rewards, and disciplinary measures;

b) Implement administrative and management tasks to serve the Center's operations;

c) Manage the Center's assets;

d) Serve as the focal point for organizing seminars, conferences, training sessions, and health education activities related to malaria prevention and control, parasitic diseases, and vector-borne diseases.

3. Malaria Epidemiology Department:

a) Develop and implement plans for malaria prevention and control activities in the province;

b) Guide, inspect, and supervise healthcare facilities in the province on professional and technical activities related to malaria epidemiology, diagnosis, and treatment;

c) Manage information and data; create maps and charts on malaria epidemiological situations in the province;

d) Serve as the focal point for implementing malaria-related programs and projects.

4. Parasitology Department:

a) Develop and implement plans for parasitic disease prevention and control activities in the province;

b) Guide, inspect, and supervise healthcare facilities in the province on professional and technical activities related to parasitic disease diagnosis, treatment, monitoring, and factors causing parasitic infections;

c) Provide services related to parasitic disease diagnosis, treatment, and monitoring (excluding malaria parasites) in accordance with the law;

d) Manage information and data; create maps and charts on parasitic disease epidemiological situations (excluding malaria parasites) in the province;

đ) Serve as the focal point for implementing parasitic disease-related programs and projects.

5. Entomology Department:

a) Develop and implement plans for vector-borne disease prevention and control activities in the province;

b) Guide, inspect, and supervise healthcare facilities in the province on professional and technical activities related to vector surveillance and analysis of vector-borne disease trends;

c) Implement vector-borne disease control services (outside the scope of assigned program and project targets) in accordance with the law;

d) Serve as the focal point for implementing vector-borne disease prevention and control programs and projects.

6. Laboratory Department:

a) Develop and implement laboratory testing plans to support malaria and parasitic disease prevention and control efforts;

b) Guide and inspect the regular application of laboratory techniques within the specified field at healthcare facilities in the province;

c) Collect and preserve samples for testing and send them up the chain according to regulations;

d) Implement parasitic disease laboratory services (excluding malaria parasites) in accordance with the law./.
