Regarding the issuance of the code number for the list of key science and technology programs at the national level
On the basis of the State Budget Law No. 01/2002/QH 11 dated December 16, 2002;

THE MINISTER OF FINANCE
On the basis of Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
On the basis of Decision No. 67/2006/QD-TTg dated March 21, 2006 of the Prime Minister approving the orientation, goals, tasks, and main scientific and technological programs for the period 2006-2010;
On the basis of Decision No. 1870/2006/QD-BKHCN dated August 22, 2006 of the Ministry of Science and Technology regarding the approval of the list of key science and technology programs at the national level for the period 2006-2010.
At the proposal of the Director of the State Budget Department.
Issuing the code number for key science and technology programs at the national level according to Appendix No. 01 attached to this Decision and to be applied from 2007. All revenues and expenditures from the state budget belonging to key science and technology programs at the national level (including development investment expenses and regular expenses), in addition to being accounted for according to the program's code number, must also be accurately accounted for according to the provisions of the State Budget Manual; specifically, the accounting according to Type and Item shall follow the guidelines set out in Appendix No. 02 attached to this Decision.
DECISION:
Article 1. This Decision takes effect fifteen days after its publication in the Official Gazette. Ministries, ministerial-level agencies, government agencies, central-level social organizations, and provincial People's Committees under the direct jurisdiction of the Central Government have the responsibility to guide, implement, and instruct subordinate units to comply with this Decision.
