Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
At the proposal of the Director of the Cadre and Civil Servant Organization Department and the Director of the Radio, Television, and Electronic Information Management Department.
DECISION:
Article 1. Position and Functions
The Radio, Television, and Electronic Information Management Department is a subordinate agency under the Ministry of Information and Communications, assisting the Minister in performing state management functions over the content and technology of radio broadcasting, television, and electronic information according to the provisions of the law; directing and guiding activities for the development of radio broadcasting, television, and electronic information throughout the country in accordance with the Party's guidelines and State laws.
The Radio, Television, and Electronic Information Management Department has legal personality, possesses a seal and bank account for transactions in accordance with the law, and its main office is located in Hanoi City.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. To take the lead or participate in drafting normative legal documents, state management mechanisms and policies, orientations, strategies, planning, and development plans for radio broadcasting, television, and electronic information;
2. To guide, organize the implementation, and inspect the implementation of normative legal documents, orientations, strategies, and development plans for radio broadcasting, television, and electronic information for radio stations, television stations, organizations engaged in radio broadcasting and television, online newspapers, and providers of electronic information nationwide. Organize the implementation and inspection of the implementation of broadcasting signal transmission planning and the digitalization roadmap for radio broadcasting and television;
3. To take the lead in reviewing applications for permits and submit to the Minister for issuance, extension, temporary suspension, amendment, supplementation, revocation of licenses for radio broadcasting, television, online newspapers, cable television, pay television, and other types of electronic information in accordance with the law;
4. To submit to the Minister for decision-making on issuing and revoking press cards for individuals working in the field of radio broadcasting, television, and electronic information; to agree on the appointment, dismissal of heads, deputy heads, and equivalent positions at radio stations, television stations, online newspapers, and news websites in accordance with the law;
5. To issue and revoke permits for establishing news websites; To issue and revoke decisions approving content and scripts for online games; To grant permission for the publication and broadcast of speeches and press conferences on radio, television, and Vietnamese electronic media platforms by foreign agencies, organizations, and individuals in Vietnam in accordance with the law;
6. To manage advertising on radio, television, and online newspapers; To manage the viewing of foreign television programs in Vietnam in accordance with the law;
7. To propose research plans for applying scientific and technological progress, economic and technical norms, and cooperate in developing standards and technical regulations related to production and broadcasting technology for radio broadcasting and television applicable to radio stations, television stations, and organizations engaged in radio broadcasting and television nationwide. To organize the implementation and inspection of the implementation of standards and technical regulations, as well as specialized procedures and norms that have been issued;
8. To participate in technical and engineering reviews and consultations for investment projects for radio stations, television stations, and organizations engaged in radio broadcasting and television nationwide. To measure and inspect the quality of equipment and systems for specialized radio broadcasting and television technology;
9. To participate in training and professional development for positions in radio, television, and internet media organizations;
10. To take the lead in researching, drafting, or reviewing for submission to the Minister frameworks or rates for service charges for radio broadcasting, television, and electronic information services in accordance with the law;
11. To carry out tasks assigned by the Minister regarding commendation and reward work in the operational activities of radio stations, television stations, and online newspapers nationwide; To propose regulations for radio and television competitions and national-level events organized by radio stations, television stations, and online newspapers; To implement according to the Minister's assignment;
12. To provide information to radio stations, television stations, online newspapers, and organizations providing electronic information; To manage information from radio stations, television stations, online newspapers, and organizations providing electronic information;
13. To propose, participate in building, and implement financial support policies, procurement orders, and subsidies aimed at developing radio broadcasting, television, and electronic information in accordance with approved planning, plans, and timelines;
14. To participate in international cooperation activities in the fields of radio broadcasting, television, and electronic information;
15. To coordinate and participate in inspections and checks on the implementation of systems, policies, and legal provisions by agencies, organizations, and individuals operating in the fields of radio broadcasting, television, and electronic information;
16. To collect, manage, and utilize fees and charges from activities within the scope of the Department's management in accordance with the law;
17. To manage organizational structures, staffing; to implement policies and systems for employees of the Department;
18. To manage finances, assets, and other resources allocated; to organize implementation in accordance with the law;
19. To perform other tasks assigned by the Minister.
Article 3. Organizational Structure and Staffing
1. Leadership of the Bureau:
The Broadcasting, Television, and Electronic Information Management Bureau has a Director and Deputy Directors.
The Director is responsible to the Minister of Information and Communications for the results of performing the assigned functions, tasks, and authorities.
Deputy Directors assist the Director in directing and managing all aspects of the Bureau's work and are responsible to the Director for the tasks assigned to them.

3. Staffing of officials, civil servants, and employees of the Bureau shall be established by the Director and submitted to the Minister for decision.
Article 4. Effective date
This Decision takes effect fifteen (15) days from the date of publication in the Official Gazette.
Article 5. Responsibilities for Implementation
The Head of the Office, Heads of the Cadre and Civil Servant Organization Department, Director of the Broadcasting, Television, and Electronic Information Management Bureau, and Heads of agencies and units under the Ministry are responsible for implementing this Decision./.
