Pursuant to Decree No. 170/2003/NĐ-CP dated December 25, 2003 of the Government detailing the implementation of certain provisions of the Price Ordinance; Decree No. 75/2008/NĐ-CP dated June 9, 2008 of the Government amending and supplementing certain provisions of Decree No. 170/2003/NĐ-CP dated December 25, 2003 of the Government detailing the implementation of certain provisions of the Price Ordinance;
Pursuant to Decree No. 157/2004/NĐ-CP dated August 18, 2004 of the Government detailing the implementation of certain provisions of the Posts and Telecommunications Ordinance on postal services;
Pursuant to Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on production and supply of public goods and services;
Considering the proposal of the Minister of Information and Communications,
DECISION:
Article 1. Approves the plan to adjust the tariff for basic mail service (ordinary mail) up to 20 grams domestically according to the following schedule:
1. From 2009 to the end of 2010: the tariff for one ordinary domestic letter up to 20 grams is 2,000 VND.
2. From 2011 to the end of 2012: the tariff for one ordinary domestic letter up to 20 grams will be 80% of the cost of the service.
3. After 2012: the tariff for one ordinary domestic letter up to 20 grams will be equal to the cost of the service.
Article 2. The tariff specified in Article 1 of this Decision does not include value-added tax.
Article 3. The Minister of Information and Communications shall be responsible for:
1. Specifying in detail the tariffs at Clause 2 and Clause 3 of Article 1 of this Decision.
2. Taking the lead and coordinating with the Ministry of Finance to guide postal enterprises on reasonable methods for determining the cost of the service as the basis for considering the decision on the tariff for basic mail service (ordinary mail) up to 20 grams domestically according to the plan stipulated in Article 1 of this Decision.
Article 4. This Decision takes effect from May 1, 2009. Decree No. 810/2000/QĐ-TCBĐ dated September 15, 2000 of the General Post Office on the issuance of tariffs for some domestic postal services and other regulations contrary to this Decision are hereby abolished.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of People's Committees of provinces and centrally governed cities, Chairmen of the Board of Directors of Vietnam Post and Telecommunications Group, General Directors of Vietnam Post Corporation, and Heads of relevant agencies are responsible for implementing this Decision./.
