Regulations on the importation of goods subject to quota tariff management for the year 2010

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and related agency purchasing, selling, processing, and transshipment activities with foreign countries;
Pursuant to Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding certain provisions detailed in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and related agency purchasing, selling, processing, and transshipment activities with foreign countries;
The Minister of Industry and Trade hereby stipulates the regulations on the importation of goods subject to quota tariff management for the year 2010 as follows:

Article 2. Principles for issuing import permits under quota tariffs
1. Trading enterprises shall be allocated quota tariffs and the procedures for issuing permits under quota tariffs shall comply with the provisions of Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding certain provisions detailed in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and related agency purchasing, selling, processing, and transshipment activities with foreign countries.
2. The Ministry of Industry and Trade shall issue import permits under quota tariffs for refined sugar and raw sugar to trading enterprises using sugar as raw material for direct production purposes.
Article 3. Effectiveness
This Circular takes effect from January 29, 2010 and ceases to be effective on December 31, 2010./.
