CIRCULAR

Regulations on the suspension of temporary import for re-export of round logs and sawn timber from natural forests in Laos and Cambodia

Pursuant to Decree number 95/2012/NĐ-CP dated November 12, 2012 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency buying, selling, processing, and transiting goods with foreign countries;

Implementing the guidance of Deputy Prime Minister Hoang Trung Hai in Official Letter No. 4505/VPCP-KTN dated June 18, 2014 of the Government Office on the management mechanism for importing raw wood from Cambodia and Official Letter No. 7294/VPCP-KTN dated September 19, 2014 of the Government Office on suspending the temporary import for re-export of round logs and sawn timber from natural forests;

At the proposal of the Director of the Import-Export Department,

The Minister of Industry and Trade promulgates this Circular regulating the suspension of temporary import for re-export of round logs and sawn timber from natural forests in Laos and Cambodia.

Article 1. Suspension of temporary import for re-export of wood

1. Suspend the business activity of temporarily importing from Laos and Cambodia for re-export to a third country for round logs and sawn timber from natural forests under HS Code 44.03 and 44.07 according to the List of Exported and Imported Goods of Vietnam.

2. For contracts signed before the Circular takes effect, traders may continue to process temporary imports until December 31, 2014.

Article 2. Effective Date

1. This Circular takes effect from December 8, 2014.

2. Ministries, ministerial-level agencies, and related traders, organizations, and individuals shall be responsible for implementing the provisions of this Circular and other relevant laws.

3. During the implementation period, if there are difficulties or obstacles, they are requested to promptly report to the Ministry of Industry and Trade for consideration and resolution./.
