Issuing the List of vocational training fields and occupations at intermediate level and higher education level that are difficult to recruit students but are in social demand

Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to Decree No. 86/2015/NĐ-CP dated October 2, 2015 of the Government Chairman on mechanisms for collecting and managing tuition fees for educational institutions under the national education system and policies for exempting and reducing tuition fees and supporting learning expenses from the 2015-2016 academic year to the 2020-2021 academic year;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Based on the proposal of the Director General of the General Department of Vocational Education;
The Minister of Labor, Invalids and Social Affairs issues the List of vocational training fields and occupations at intermediate level and higher education level that are difficult to recruit students but are in social demand.
Article 1. This Circular issues the List of vocational training fields and occupations at intermediate level and higher education level that are difficult to recruit students but are in social demand.
Article 2. This Circular takes effect from February 12, 2018, serving as a basis for ministries, sectors, localities to formulate policies for investment and support for vocational education and training establishments that train fields and occupations that are difficult to recruit students but are in social demand.
Article 3. Ministries, ministerial-level agencies, government agencies, political-social organizations, and provincial/municipal People's Committees directly under the central government, and vocational education and training establishments registered for operation shall be responsible for implementing this Circular.
During implementation, if there are difficulties or new fields and occupations that are difficult to recruit students but have high social demand for labor arise, relevant agencies, organizations, and individuals shall propose to the Ministry of Labor, Invalids and Social Affairs for timely supplementation and adjustment as appropriate./.
