CIRCULAR

 Based on the Vietnam Maritime Code dated July 25, 2017;June 2024;energy 11 2015;

At the proposal of the Department,Deputy ministers of ministerial-level agencies,ng Nghe Province within its jurisdiction includes the following maritime areas:||| 1. The scope of the maritime area of the coastal port located within the jurisdiction of Qu

ng Nghe Province is defined according to the highest tidal level as follows:

1. The scope of the maritime area of the coastal port of Qu

ng Nghe at the Dung Quat area:

a) The boundary towards the sea: delimited by straight lines connecting points DQ1, DQ2, DQ3, DQ4, DQ5, and DQ6, with the following coordinates:

DQ1: 15°23'50.0"N, 108°144'30.0"E;

DQ2: 15°27'00.0"N, 108°43'30.0"E;

DQ3: 15°29'56.3"N, 108°43'30.0"E;

DQ4: 15°29'56.3"N, 108°55'06.5"E;

DQ5: 15°21'02.6"N, 108°55'06.5"E;

DQ6: 15°21'02.6"N, 108°55'13.5"E;

SK1: 15°12'37.0"N, 108°55'41.0"E;

SK2: 15°12'32.0"N, 108°56'13.0"E;

SK3: 15°11'33.0"N, 108°56'13.0"E;

SK4: 15°12'04.5"N, 108°55'08.0"E.

b) The boundary towards the mainland: from points SK1 and SK4 running along the coast to the Sa Ky River mouth, then connecting points SK5 and SK6, with the following coordinates:

SK5: 15°13'00.0"N, 108°54'42.0"E;

SK6: 15°13'03.0"N, 108°54'47.0"E.

3. The scope of the maritime area of the coastal port of Qu

ng Nghe at the Ly Son Island area:

a) The boundary towards the sea: delimited by straight lines connecting points LS1, LS2, LS3, and LS4, with the following coordinates:

LS1: 15°22'29"N, 109°06'07"E;

LS2: 15°20'32"N, 109°05'35"E.

LS3: 15°20'10"N, 109°07'06"E;

LS4: 15°22'24"N, 109°07'43"E;

b) The boundary towards the mainland: from point LS1 running along the coast to point LS4.

4. The boundaries of the maritime areas of the coastal ports specified in this Circular are determined on Hydrographic Charts VN50023, VN50024, VN30014 published by the Northern Marine Safety Survey Enterprise under the Northern Marine Safety Corporation in 2015. The coordinates of the points specified in this Circular are based on the WGS-84 coordinate system and are converted to the VN-2000 coordinate system in the Appendix attached to this Circular.

4. Article 3. Pilot reception and delivery zones, quarantine zones, anchorage areas, cargo transfer areas, storm shelters, water areas, and other related water zones

The Director of the Vietnam Maritime Administration shall organize the announcement of pilot reception and delivery zones, quarantine zones, anchorage areas, cargo transfer areas, and storm shelters for vessels entering and leaving the Quang Ngai seaport and other water areas in accordance with regulations.

Article 4. Responsibilities of the Quang Ngai Marine Port Supervision Authority

1. Implement tasks and authorities as prescribed by the Vietnam Maritime Code and relevant laws concerning maritime activities at seaports and port water areas within the jurisdiction of Quang Ngai Province.

2. Based on actual conditions regarding weather, waves, wind, draft, tonnage of vessels, and nature of cargo, designate specific positions for vessels to receive and deliver pilots, undergo quarantine, anchor, transfer cargo, and avoid storms in accordance with regulations, ensuring maritime safety, maritime security, and prevention of environmental pollution.

Article 5. State management responsibilities for maritime affairs in the sea area within the jurisdiction of Quang Ngai Province

Outside the water areas specified in Article 2 of this Circular, the Quang Ngai Marine Port Supervision Authority is responsible for state management of maritime safety, maritime security, and prevention of environmental pollution in the sea area within the jurisdiction of Quang Ngai Province.

Article 6. Effectiveness

This Circular takes effect from December 1, 2019. Decree No. 03/2007/QĐ-BGTVT dated January 22, 2007 of the Minister of Transport on announcing the water areas of seaports within the jurisdiction of Quang Ngai Province and the management area of the Quang Ngai Marine Port Supervision Authority is hereby abolished.

Article 7. Implementation Organization

The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Maritime Administration, Directors of the Vietnam Inland Waterway Administration, Directors of the Quang Ngai Department of Transport, Directors of the Quang Ngai Marine Port Supervision Authority, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular.
