Circular No. 37/TTg Regarding the Assignment of Tasks Among Ministries and Committees in Directing the Implementation of the Repatriation Policy

CIRCULAR

OF THE PRIME MINISTER NUMBER 037/TTG DATED FEBRUARY 4, 1959 ON THE ASSIGNMENT OF RESPONSIBILITIES BETWEEN MINISTRIES AND COMMISSIONS IN THE GUIDANCE OF IMPLEMENTATION OF THE REINTEGRATION POLICY
The Central Reintegration Council was established in August 1957, Circular No. 358/TTg dated August 7, 1957 defined the tasks and powers of the Central Reintegration Council and the Reintegration Councils of Autonomous Regions, cities, and provinces.

At its first meeting on November 18, 1957, the Central Reintegration Council outlined the tasks of ministries and commissions regarding the implementation of the reintegration policy.

Based on the work process and the proposal of the Central Reintegration Council, the division of responsibilities between ministries and commissions in guiding the implementation of the reintegration policy from now on needs to be defined as follows:

The Ministry of National Defense is responsible for:

- Proposing plans for reintegration, educating ideology, and resolving benefits for military personnel before reintegration; coordinating with relevant sectors (Ministry of Interior, Ministry of Labor) and localities in preparing for sectoral transfer or returning to communes;

- Leading the registration of reserve military personnel;

- Jointly with the Ministry of Interior to study proposals to supplement the reintegration policy.

The Ministry of Interior is responsible for:

- Supervising, guiding, and inspecting the implementation of policies towards reintegration military personnel returning to communes and transferring to administrative agencies and public services. Summarizing the situation of implementing the reintegration policy in various sectors and localities, including industrial, agricultural, forestry farms, factories, production groups;

- Jointly with the Ministry of National Defense to study plans for transferring to administrative agencies and public services;

- Jointly with the Ministry of National Defense to study proposals to supplement the reintegration policy.

The Ministry of Labor is responsible for:

- Monitoring and summarizing the implementation of the reintegration policy for military personnel reintegration in industrial, agricultural, forestry farms, and factories; reporting to the Ministry of Interior;

- Jointly with the Ministry of National Defense to study plans for transferring to industrial, agricultural, forestry farms, and factories;

- Jointly with the Ministry of Interior, the Ministry of National Defense to study proposals to supplement the reintegration policy for military personnel in industrial, agricultural, forestry farms, and factories.

The Central Unification Board is responsible for:

- Supervising, guiding, and inspecting the implementation of the reintegration policy for southern military personnel reintegration in production groups; reporting to the Ministry of Interior;

- Jointly with the Ministry of Interior, the Ministry of National Defense to study proposals to supplement the reintegration policy for southern military personnel reintegration.

Other Ministries and Commissions are responsible for:

- Implementing the reintegration policy for military personnel transferring to their own sectors, reporting to the Ministry of Interior or the Ministry of Labor as appropriate;

- Identifying issues and proposing the Ministry of Interior and the Ministry of National Defense to study and supplement the policy.

The Ministry of Veterans Affairs is responsible for:

- Jointly with the Ministry of Interior and the Ministry of National Defense to study proposals to supplement the reintegration policy for veterans who have returned to their localities or transferred to other sectors and monitoring the implementation of such policies.

Trade unions, Agricultural Associations, Youth Associations, Women's Associations need to:

- Educate their members to fully understand the reintegration policy;

- Mobilize and guide their members to implement the reintegration policy.

We hope that all Ministries and Commissions will study this Circular and fulfill their tasks thoroughly to ensure the effective implementation of the reintegration policy.
