THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Law on Legislative Documents 2008;

BASED ON THE DECREE NO. 199/2013/NĐ-CP OF NOVEMBER 26, 2013 OF THE GOVERNMENT PROVIDING FOR THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;

Pursuant to Circular No. 50/2013/TT-BNNPTNT dated November 19, 2013 of the Ministry of Agriculture and Rural Development on the procedures and formalities for drafting and promulgating legal regulatory documents of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 130/QD-BNN-PC dated January 22, 2014 approving the plan for drafting legal regulatory documents of the Ministry of Agriculture and Rural Development in 2013;

Considering the proposal of the Forestry General Department,

DECISION:

Article 1. Establish the Drafting Team for the Prime Minister's Decision on the organization, authority, responsibilities, equipment, and specialized vocational training for grassroots forest protection forces, consisting of the following members:

1. Mr. Nguyen Ba Ngai, Deputy Director General of the Forest Protection Department - Team Leader;

2. Mr. Do Trong Kim, Deputy Director of the Forest Inspection Department - Deputy Team Leader;

3. Ms. Nguyen Thi Huong Giang, Deputy Head of the Propaganda and Force Building Division, Forest Inspection Department - Secretary and Permanent Member of the Drafting Team;

4. Nguyen Xuan Thang, Head of the Legal Inspection Division, Forest Inspection Department - Member;

5. Mr. Nguyen Ngoc Than, Forest Ranger, Forest Protection Management Division, Forest Inspection Department - Member;

6. Mr. Tong Anh Tuan, Head of the Organization and Staffing Division, Cadre and Civil Servant Affairs Department, Ministry of Agriculture and Rural Development - Member.

7. Mr. Tran Tien Hung, Legal Affairs Department Officer, Ministry of Agriculture and Rural Development - Member;

8. Ms. Phan Thi Thanh Hang, Deputy Head of the Legal Affairs Department, Inspectorate of the Forest Protection Department - Member;

9. Mr. Tran Ngoc Binh, Senior Officer of the Planning and Finance Department, Forest Protection Department - Member;

10. Mr. Nguyen The Anh, Policy Section Officer, Forest Protection Department - Member.

Article 2. Tasks and Authorities of the Drafting Team

1. The Drafting Team shall perform the contents stipulated in Circular No. 50/2013/TT-BNNPTNT dated November 19, 2013 of the Ministry of Agriculture and Rural Development on the procedures and formalities for drafting and promulgating legal regulatory documents of the Ministry of Agriculture and Rural Development; assist the Minister of Agriculture and Rural Development in researching and drafting the Decision and submitting it to the Prime Minister for issuance in accordance with the schedule and current regulations.

2. Members of the Drafting Team shall be directly guided by the Team Leader and shall assist the Drafting Team in researching and perfecting the draft Decision of The Prime Minister.

3. Members of the Drafting Team shall work on a part-time basis and dissolve themselves upon completion of their tasks.

Article 3. Effectiveness and Responsibility for Implementation

1. This Decision takes effect from the date of signing.

2. The Director of the Ministry's Office, the Director General of the Forest Protection Department, Heads of relevant units, and members named in Article 1 are responsible for implementing this Decision./.
