PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
Considering the proposal of the Minister of Information and Communications,

DECIDES:

Article 1. Public service units under the decision-making authority of the Prime Minister

1. Current units:

a) Vietnam Institute for Software Industry and Digital Content;

b) Vietnam National Cybersecurity Center;

c) Vietnam Universal Service Fund (established, organized, and operated according to Decision No. 191/2004/QĐ-TTg dated November 8, 2004 of the Prime Minister).

2. Transfer the Posts and Telecommunications Academy from the Posts and Telecommunications Group to be directly under the Ministry of Information and Communications.

The Posts and Telecommunications Group shall be responsible for transferring the organization, staff, personnel establishment, material assets, premises, and related equipment of the Posts and Telecommunications Academy to the Ministry of Information and Communications in its original state before July 1, 2008.

Article 2. Units under the decision-making authority of the Minister of Education and Training pursuant to point d, Clause 1, Article 51 of the Education Law 2005

1. The College of Printing Industry transferred from the Ministry of Culture, Sports and Tourism to the Ministry of Information and Communications according to Article 2 of Decision No. 149/QĐ-TTg dated February 4, 2008 of the Prime Minister on public service units under the Ministry of Culture, Sports and Tourism.

2. The Vietnam-Korea Friendship College of Information Technology.

Article 3. Unit under the decision-making authority of the Minister of Information and Communications

1. Posts Publishing House.

Article 4. Regarding the authority over public service units under the Ministry of Information and Communications

The Minister of Information and Communications:

1. Proposes the Prime Minister to decide on establishing new units, changing names, merging, dissolving, and converting forms of operation for public service units under the Ministry that fall within the Prime Minister's authority;

2. Proposes the Minister of Education and Training to decide on establishing new units, changing names, merging, and dissolving colleges under the Ministry of Information and Communications;

3. Proposes the Minister of Labor, Invalids and Social Affairs to decide on establishing new units, changing names, merging, and dissolving vocational colleges under the Ministry of Information and Communications;

4. Decides on establishing new units, changing names, merging, dissolving, and converting forms of operation for public service units directly under the Ministry that fall within his authority; stipulates the functions, tasks, powers, and organizational structure of public service units under the Ministry.

Article 5. Effectiveness and Responsibility for Implementation

This Decision takes effect from the date of issuance.

2. Abolish previous provisions that are contrary to this Decision.

The Ministry of Information and Communications, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees, centrally-administered city People's Committees, relevant agencies, organizations, units, and individuals are responsible for implementing this Decision./.
