Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 110/2004/NĐ-CP dated April 8, 2004 of the Government on archival work;

The Minister of Industry and Trade promulgates the Circular amending and supplementing certain provisions on the delegation of administrative procedures in fields under the management of the Ministry of Industry and Trade."

DECISION:

Article 1. Attached herewith are the Meeting Procedures for the Ministry of Agriculture and Rural Development

Article 2. These Regulations shall take effect from the date of signature. The Decision No. 996/QĐ-BNN-VP dated April 9, 2007 of the Minister of Agriculture and Rural Development promulgating the Meeting Procedures for the Ministry of Agriculture and Rural Development is hereby repealed.

Article 3. The Director of the Office, Heads of Departments, Bureaus, Inspectorate, Board for Enterprise Reform and Management; Centers; Project Management Boards under the Ministry shall be responsible for implementing this Decision./.

REGULATIONS

Meeting Procedures for the Ministry of Agriculture and Rural Development

(Attached herewith: Decision No.: 373/QĐ-BNN-VP dated January 28, 2008)

Chapter I.

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

These provisions regulate the organization of conferences and meetings (hereinafter referred to collectively as "meetings") in the management and operational activities of the Ministry of Agriculture and Rural Development.

International meetings; scientific seminars and discussions do not fall within the scope of these provisions.

a) Minister, Deputy Ministers;

b) Units and heads of units under the Ministry, including:

- Bureaus, Departments, Inspectorate, Office, Board for Enterprise Reform and Management;

- Project Management Boards: Agriculture, Forestry, Water Resources (CPO);

- Centers: National Clean Water and Rural Sanitation Center; Information Technology and Statistics Center; National Extension Service Center for Agriculture and Fisheries.

1. Training institutions base their determination and implementation of annual enrollment quotas on the conditions ensuring quality of training and socio-economic development requirements, exercising autonomy and accountability.

To reduce the number of meetings, improve their quality in the operations of the Ministry and its subordinate units; practice thrift, combat waste in organizing meetings, contributing positively to continue reforming and enhancing the effectiveness of leadership and management by administrative state officials, meeting the requirements of administrative reform.

Article 3. Types of Meetings of the Ministry and Units under the Ministry

1. Meetings of the Ministry are meetings chaired by the Minister, Deputy Ministers, or by heads of units authorized by the leadership of the Ministry, including:

a) Departmental briefing meetings chaired by the Minister with Deputy Ministers and heads of subordinate units;

b) Advisory meetings;

c) Work meetings;

d) Training and task deployment meetings (conferences);

đ) Mid-term and annual review meetings (conferences) on specific topics;

e) Mid-year and annual review meetings (conferences) on the work of the Ministry;

g) Annual review meetings (conferences) on the work of the sector.

2. Meetings of units are meetings chaired by the head of the unit, including:

a) Briefing meetings chaired by the head of the unit with deputy heads and heads of subordinate units;

b) Advisory meetings;

c) Work meetings;

d) Professional meetings;

đ) Training and task deployment meetings (conferences);

e) Mid-term and annual review meetings (conferences) on specific topics;

g) Mid-year and annual review meetings (conferences) on the work of the unit;

h) Annual review meetings (conferences) on the work of the specialized field under the unit's management function.

Article 4. Definitions

In these provisions, the following terms are understood as follows:

1. Meeting is a form of state administration activity, a method of handling matters, through which the leadership of the Ministry and the heads of subordinate units directly implement leadership, guidance, and management activities in resolving matters within the functions and authorities of the Ministry and the unit as prescribed by law.

2. Briefing Meeting is a meeting of unit leaders to grasp the situation of implementing tasks; exchange opinions and direct the resolution of regular matters.

3. Advisory Meeting is a meeting for the leadership of the Ministry and the head of the unit to hear suggestions and recommendations from the heads of subordinate units, experts, and scientists, thereby obtaining sufficient information and additional bases before making decisions within their functions and authorities.

4. Work Meeting is a meeting between the head of the upper-level unit and the head of the lower-level unit to resolve important matters exceeding the authority of the lower level or to directly inspect the implementation of tasks by the lower level.

5. Professional Meeting is a meeting to exchange and discuss technical and professional issues to build and perfect projects and proposals.

6. Training and Deployment Meeting is a meeting to unify understanding and action regarding the content and spirit of major policies of the Party and State on economic and social management and operation within the assigned sector.

7. Mid-term and Annual Review Meeting on Specific Topics is a meeting to assess the implementation and results of an important policy in the sector and to discuss future directions.

8. Mid-Year and Annual Review Meeting of the Ministry and Unit is a meeting to review the implementation of tasks for six months and the year, and to plan future tasks for the next six months and year.

9. Annual Review Meeting of the Sector and Specialized Field is a meeting to review the implementation of tasks for the year and to plan future tasks for the next year in the entire sector and specialized field.

10. Emergency Meeting is a meeting not included in the schedule, organized to address urgent and critical matters.

11. The Host Unit of the Meeting (hereinafter referred to as the host unit) is the unit tasked with preparing and organizing the meeting.

12. Chairperson of the Meeting is the person authorized to manage the meeting and conclude with a decision.

13. Attendees of the Meeting are those summoned, invited, or representatives of invited units, or those authorized to attend.

Article 5. Principles for organizing meetings

1. Ensuring that work is handled within the assigned authority and scope of responsibility, superiors do not intervene in matters within the jurisdiction of subordinates, and subordinates do not shift work within their jurisdiction to superiors for resolution.

2. Meetings shall only be convened when truly necessary to serve the leadership and management tasks of the Ministry's leaders and unit heads in implementing important tasks. Meetings shall not be used as a substitute for issuing management and operational decisions.

3. Clearly defining the purpose, requirements, content, and participants to ensure that the meeting is of high quality, effective, practical, economical, and not formalistic or ostentatious.

4. In accordance with the program and plan; improving and simplifying procedures, reasonably arranged;

MEETING MANAGEMENT REGIME

Article 6. Implement measures to reduce the number of meetings and improve their quality and effectiveness

1. Enhancing the effectiveness and efficiency of leadership, increasing the personal responsibility of agency and unit heads through the system of directive and management documents of the managing agencies and units.

2. Promoting the application of science and technology, particularly information technology, in leadership, guidance, and management tasks: exchanging information online, holding online meetings, video conferences.

3. Building annual, quarterly, and monthly work programs ensuring scientific, rational, and suitability with management and operational requirements and the capacity of the unit. Strengthening administrative discipline in the management and implementation of work programs.

4. Implementing regular inspection systems and resolving work on-site by unit heads for subordinates:

a) Heads of upper-level units shall not use meetings to hear reports on the implementation of tasks from subordinates as a substitute for direct inspections of lower-level units and bases.

b) Unit heads must allocate appropriate time and have specific plans to implement regular inspection activities of lower-level units in complying with laws and higher-level documents, directly directing on-site handling of emerging issues within their jurisdiction.

5. Integrating issues and tasks that need to be resolved; combining meetings to organize them reasonably.

Article 7. Cases where meetings shall not be organized

1. Disseminating, implementing, and enforcing legal normative documents and directives from superiors.

For significant policy documents, major tasks, and urgent matters, if necessary, meetings may be organized to disseminate, train, and unify understanding and action in implementation, but permission must be sought according to Article 8 of this Regulation.

2. Summarizing, reviewing, evaluating the situation and results of six-month periods, and implementing annual programs and plans of tasks of ministries, sectors, and specialized fields, inviting localities and other ministries.

3. Handling routine work during natural disasters, enemy threats, or emergency situations.

4. Resolving specific tasks already delegated or assigned with clear jurisdiction and responsibility to subordinate organizations or individuals.

5. Organizing the solicitation of opinions from leaders at various levels and sectors participating in drafting and perfecting projects and proposals, except for major and important projects involving multiple sectors and fields under the jurisdiction of many units.

6. Superiors convening subordinates to directly assign and guide the implementation of tasks or to hear reports on the situation instead of conducting field inspections and supervision as prescribed.

7. Exchanging information or learning experiences between units.

8. Resolving technical and professional work content or preparing for the organization of meetings, except for large and important meetings.

9. Matters already regulated by law to be resolved through other means without the need for meetings.

Article 8. Reporting and Approval Requirements for Meetings

1. Meetings of the Ministry must be approved by the Prime Minister:

a) Conferences to implement major, important, and urgent policies and guidelines of the Party and State within the assigned sector or field, which are deemed necessary;

b) Special topic review and summary meetings without specific directives from the Government or the Prime Minister but deemed necessary to review and summarize significant management issues within the assigned sector or field;

c) Annual review conferences of the entire sector to assess the situation and results of the year's tasks and activities;

d) Meetings that invite People's Committees of provinces and centrally governed cities (throughout regions, nationwide), leaders of Ministries, sectors, and central agencies.

For such meetings, the head of the organizing unit must draft a document to request approval from the Prime Minister at least 15 days before the scheduled meeting date. In case of emergency meetings, requests for approval must be reported immediately upon the emergence of the need. The approval document must clearly state the objectives, requirements, content, participants, budget, time, and location of the meeting.

2. Meetings of units must be approved by the Minister:

a) Meetings mentioned in points a, b, and c of Clause 1 of this Article, but within the specialized sector or field under the unit’s jurisdiction;

b) Meetings of units inviting leaders of Provincial Departments of Agriculture and Rural Development from ten provinces or more;

c) Meetings inviting provincial-level branches and centrally governed city branches (throughout regions, nationwide).

For such meetings, the head of the unit must submit a request to the Ministry at least 10 days before the scheduled meeting date. In case of emergency meetings, requests for approval must be reported immediately upon the emergence of the need. The approval document must clearly state the objectives, requirements, content, participants, budget, time, and location of the meeting.

3. When a unit invites a Ministry leader to attend a meeting, the unit must report to the Ministry leader at least one week in advance (for emergency meetings, reports must be made immediately upon the emergence of the need) regarding the content, participants, location, and time of the meeting, and send relevant materials in advance.

Article 9. Composition, Number, and Participants of Meetings

1. Based on the nature, content, purpose, and requirements of the meeting, the convener must carefully consider and decide on the composition and number of participants to ensure suitability, economy, and effectiveness.

2. Heads of invited agencies and units must appoint participants who meet the required composition, have sufficient authority to address the content and requirements of the meeting.

3. If the convoked or invited person who is the head of an agency or unit cannot attend the meeting, they must seek permission and delegate a deputy to attend.

4. Units or individuals invited to attend meetings may report to not participate in the meeting, but they must be responsible for implementing related contents according to the conclusions of the meeting in the following cases:

a) Unable to appoint a qualified participant as required;

b) Affirming that the content of the meeting is unrelated to their functions, duties, and responsibilities.

Article 10. Meeting Duration

1. The duration of meetings shall be regulated as follows:

a) Advisory meetings not exceeding half a day;

b) Mid-year review meetings and annual work summary meetings for agencies under the Ministry and units not exceeding one day; sector-wide work summary meetings not exceeding two days;

c) Special topic review and summary meetings lasting from one to two days, depending on the nature and content of the special topic;

d) Training and task deployment meetings lasting from one to three days, depending on the nature and content of the training.

2. For other meetings, time shall be reasonably arranged based on their nature and content, but not exceeding two days.

Article 11. Responsibilities of the Chairperson of the Meeting

1. Direct the preparation of all contents to organize the meeting according to the approved guidelines.

2. Organize the meeting to ensure its objectives, quality, and effectiveness:

a) Convey the purpose, requirements, program content, and duration of the meeting;

b) Control the meeting in accordance with its intended purpose and requirements;

c) Summarize the meeting (evaluate the organization and conclusions of the meeting);

d) Assign responsibility to the agency or unit with authority to issue a notification of the meeting's results to relevant agencies, units, and individuals.

3. In cases where a Deputy Minister is assigned by the Minister to chair the meeting, or where a unit head is authorized by the Ministry’s leadership to chair the meeting, the chairperson shall be responsible for the entire content, program, and organization of the meeting, and report the results to the Minister or the Deputy Minister who granted the authorization.

Article 12. Responsibilities of Participants in Meetings

1. Study the documents and texts of the meeting received before attending the meeting.

2. Prepare remarks to be presented at the meeting in advance.

3. Attend the meeting on time and participate throughout the duration of the meeting. Only in exceptional circumstances and with the consent of the chairperson may participants leave the meeting before it concludes.

4. Present opinions at the meeting concisely, directly addressing the issues and not exceeding the time allowed by the chairperson.

5. During the meeting, refrain from doing personal work or handling matters unrelated to the meeting's content; do not make or answer phone calls in the meeting room.

6. Be responsible for safeguarding personal property brought along.

7. Report to the head of the agency or unit about the content and outcomes of the meeting.

Article 13. Registration and Arrangement for the Use of Conference Rooms Managed by the Ministry's Office

1. Registering for conference rooms

Units requiring the use of conference rooms must register with the Ministry's Office at least two working days prior to the meeting date for meetings with fewer than seventy delegates; four working days prior for meetings with more than seventy delegates.

Procedures for registering to use conference rooms are stipulated by the Director of the Ministry's Office.

2. Arranging conference rooms

The Ministry's Office is responsible for arranging conference rooms based on the nature of the meeting, the number of delegates, the availability of conference rooms, service capacity, and in the following priority order:

a) Meetings chaired by Ministry leaders;

b) Meetings authorized by the Ministry for unit heads to chair;

c) Meetings of Departments, the Inspectorate, the Ministry's Office, and the Enterprise Reform and Management Board;

d) Meetings of Bureaus, Centers, Project Management Boards, and other units.

Article 14. Budget for Organizing Meetings

1. Standards and regulations for budget expenditures for organizing meetings shall be implemented according to Circular No. 23/2007/TT-BTC dated March 21, 2007, issued by the Ministry of Finance, which stipulates travel expenses and conference expenditure regulations for administrative agencies and public institutions, and Circular No. 127/2007/TT-BTC dated October 31, 2007, issued by the Ministry of Finance, amending Circular No. 23/2007/TT-BTC.

2. In cases where meetings are funded according to separate regulations different from those specified in Clause 1 of this Article, they shall be implemented according to the approved budget.

3. Budget for Organizing Meetings

a) For units managed by the Office with administrative budgets, the Ministry's Office shall cover the budget for organizing meetings of the Ministry chaired by the unit or meetings of the unit.

b) In cases where units managed by the Office with administrative budgets are tasked with chairing programs, topics, or projects with funds for organizing meetings, when organizing meetings related to these programs, topics, or projects, the unit shall be responsible for covering the meeting costs from the program, topic, or project budget.

c) For units with their own budgets and accounts, the unit shall be responsible for covering the budget for organizing meetings.

d) Units chairing meetings as mentioned in points b and c above, when using conference rooms managed by the Ministry's Office, shall be responsible for settling with the Ministry's Office the costs incurred for using the conference rooms, including electricity, water, decoration, and equipment usage fees (if applicable). The cost of using conference rooms and settlement procedures shall be determined by the Director of the Ministry's Office in consultation with the Director of the Financial Department.

e) In cases where meetings are organized to combine multiple specialized topics managed by various units, the meeting organization budget will be allocated among the units according to the approved budget.

Article 15. Strictly prohibit combining meetings with sightseeing, vacationing, or organizing banquets and receptions during meeting times.

1. Strictly prohibit combining the organization of meetings with sightseeing, vacationing, or using meetings to organize entertainment activities for officials, civil servants, and employees.

2. Strictly prohibit using budget funds to organize banquets and receptions during meeting times.

3. The head of the unit hosting the meeting shall be personally responsible if they violate the provisions of Clause 1 and Clause 2 of this Article.

Chapter III.

PROCEDURE FOR ORGANIZING MEETINGS OF THE MINISTRY

Article 16. Developing plans to organize meetings

Responsibilities of Units

a) Heads of units are responsible for developing plans to organize major and important meetings annually, quarterly, and monthly, which should be reflected as a separate item in the unit's work program and submitted to the Ministry Office for consolidation and development of the Ministry's overall plan.

b) For unexpected meetings and those not included in the overall plan, the organizing unit must report and seek approval from the Ministry leader overseeing the relevant field, except for meetings requested by Ministry leaders.

2. Responsibilities of the Ministry's Office

a) Consolidate the plan for organizing meetings in the Ministry's Work Program and submit it to the Minister for approval.

b) Propose the integration and combination of meetings that have similar time and location schedules and similar participant compositions, submitting these proposals to the Minister for decision. During the consolidation process, monitor and urge units to implement, regularly review approved meeting plans and emerging meeting needs to make timely proposals.

c) Notify the organizing unit to coordinate implementation after receiving the Minister's approval.

3. Meetings mentioned in points a, b, and c of Clause 1 of Article 3 above do not need to follow the provisions of this Article.

Article 17. Approval of specific plans for organizing a meeting

1. After the decision to hold a meeting is approved, the organizing unit develops a specific plan together with the Ministry Office and submits it to the Minister or Deputy Minister overseeing the relevant field for approval. The contents of the specific plan include:

a) Objectives and requirements;

b) Meeting title;

c) Chairperson;

d) Participants, time, and location;

đ) List of reports (main report and specialized reports), assignment of units preparing the reports;

e) Budget estimate (details of expenditures, sources of funding);

g) Proposal to establish a meeting organizing committee (for large meetings);

h) Assignment of preparation and service for the meeting;

i) Draft agenda.

2. Meetings mentioned in points a, b, and c of Clause 1 of Article 3 above do not need to follow the provisions of this Article.

Article 18. Preparation of meeting content

1. Documents and texts related to the meeting content and requirements for discussion and consultation at the meeting must be prepared in writing beforehand.

2. Preparation and approval of reports:

a) Heads of units assigned responsibility must direct the preparation of reports and speeches by higher-level leaders (if applicable) for approval by the Ministry leader overseeing the relevant field;

b) Reports that must be approved by the Minister include: Annual summary of leadership and management activities; summary of the implementation of important programs, projects, and plans of the Ministry, and other reports as required by the Minister;

c) Deadline for submitting reports for approval by the Ministry leader

- Main reports must be approved by the Ministry leader at least three working days before the meeting;

- Other reports (as required by the Ministry leader) must be approved by the Ministry leader at least two working days before the meeting.

Article 19. Preparation and Sending Meeting Invitations

1. Drafting the Invitation Letter

The organizing unit prepares the draft invitation letter, which includes the following contents:

a) The inviting entity and the invitees;

b) The meeting's agenda, participants, time, and location;

c) Requirements for attending representatives;

d) Other necessary information.

2. Signing the Invitation Letter

a) The Ministry’s leadership signs the invitation letter for the leadership of higher-level agencies; the leadership of ministries, sectors; the leadership of provincial and centrally-run city People's Committees; and the leadership of international organizations.

b) For invitations to departments, subordinate units of the Ministry, and other entities:

- The Office Director signs for meetings chaired by the Ministry’s leadership;

- The unit leader signs for meetings authorized by the Ministry.

3. Sending the Invitation Letter

a) Responsibility for sending the invitation letter:

- The Ministry Office coordinates with the organizing unit to send the invitation letter according to the approved list for meetings chaired by the Ministry’s leadership.

- The organizing unit sends the invitation letter according to the approved list for meetings authorized by the Ministry’s leadership.

b) The invitation letter must be sent at least three days before the meeting date.

c) Sending documents in advance: the organizing unit must send documents to participating units and individuals. For Departments, Inspectorates, Offices, Reform and Business Management Boards, National Centers for Rural Water Supply and Environmental Sanitation; Information Technology and Statistics; National Agricultural and Fisheries Extension: send via registered email addresses.

Units responsible for organizing must regularly check their email boxes to retrieve documents for the meeting.

d) In case of urgent meetings, fax or telephone can be used simultaneously with the original document.

e) For working meetings already scheduled in the weekly work plan of the Ministry’s leadership, units within the Ministry’s system attend according to the schedule. The Ministry Office only issues invitations to units outside the Ministry’s system.

Article 20. Assignment of Responsibilities for Preparing and Serving Meetings

1. For meetings held at the Ministry

a) Responsibilities of the Ministry Office:

- Arranging meeting rooms, decorations, ceremonial arrangements, preparing equipment and facilities for the meeting and serving the meeting when requested;

- Coordinating with the organizing unit to print materials managed by the Ministry Office under the approved budget;

- Coordinating with the organizing unit to welcome delegates, record attendance, distribute materials; guide delegates, arrange parking in designated areas; ensure security and order outside the meeting room. Coordinate with the organizing unit to ensure security and order inside the meeting room when requested;

- Organizing information dissemination, commendation and rewards, arranging transportation and medical services when requested;

- Coordinating with the organizing unit to monitor meetings chaired by the Ministry’s leadership; submitting draft conclusions and signing the issuance of the conclusion announcement of the Ministry’s leadership for approval;

b) Responsibilities of the organizing unit:

- Coordinating with the Ministry Office to prepare contents according to the approved plan;

- Preparing the meeting budget according to the approved estimate;

- Printing meeting materials (for units and programs/projects with separate budgets);

- Welcoming delegates, recording attendance, distributing materials;

- Compiling delegate lists and reporting to the chairperson;

- Ensuring security and order inside the meeting room;

- Monitoring the meeting, drafting the conclusion announcement of the chairperson;

- Performing other assigned tasks.

c) Responsibilities of related units: performing assigned tasks according to the approved plan.

2. Meetings Held Outside the Ministry

The organizing unit takes the initiative to implement or coordinate with the Ministry Office to implement according to the approved plan.

Article 21. Organizing Meetings

1. The main unit shall be responsible for the ceremonial aspects, introducing delegates, and the program; assisting the meeting chairperson to manage the meeting according to the predetermined schedule.

2. Reports at the meeting shall be presented in summary form, or only mention issues with differing opinions, without reading the full text. Full reports shall only be read upon request from the chairperson.

3. Statements and exchanges of opinions at the meeting need to focus on issues with differing opinions to propose measures for handling them.

4. The chairperson's summary of the meeting must be clear and specific, fully reflecting the content and requirements of the meeting.

Article 22. Meeting Minutes and Notification of Meeting Conclusions

1. The course of events during the meeting must be recorded in the minutes. In necessary cases, audio and video recording of the meeting may be organized.

The meeting minutes shall include the following main contents:

a) The chairperson and list of attendees present at the meeting;

b) Issues presented and discussed at the meeting;

c) Opinions expressed by participants in the meeting;

d) Conclusions of the chairperson.

2. Within the latest five working days after the end of the meeting, the agency or unit entrusted with responsibility must issue a written notification of the meeting conclusions, sending it to relevant agencies, units, and individuals for their knowledge and implementation.

3. The notification of the meeting conclusions does not replace the issuance of regulatory legal documents or individual documents of the head of the agency or unit authorized by law to resolve issues decided upon at the meeting.

Article 23. Implementation of Meeting Conclusions

Units responsible for organizing the implementation of the contents concluded at the meeting. The Ministry’s Office monitors, urges, compiles, and reports to the Ministry leadership on the results of implementing the meeting conclusions of the Ministry leadership.

Article 24. Postponing or Changing the Meeting

1. The meeting chairperson decides on postponing the meeting, changing the time, location, content, or program of the meeting, or canceling the meeting.

2. When there is a decision to change or postpone the meeting, the authority that has signed the meeting invitation or the Director of the Ministry’s Office signs the notice of change or postponement of the meeting.

3. The unit sending the meeting invitation is responsible for notifying and sending the notice of change or postponement of the meeting to related units and individuals at least one day earlier than the invited meeting time.

Chapter IV.

MEETINGS OF UNITS

Article 25. Requirements for units directly handling individual and organizational matters

1. Units directly handling daily matters of individuals and organizations shall not delay, cause difficulties, or inconvenience in receiving and processing individual and organizational matters as prescribed by law due to organizing meetings of their units or participating in meetings.

2. Unit heads shall not use time for implementing the citizen reception system and directly handling citizen complaints as prescribed by law to chair or participate in meetings.

Article 26. Procedure for Organizing Meetings of Units

The unit head shall specifically stipulate the procedure for organizing meetings of the unit and subordinate units, complying with the provisions of this Regulation while being suitable to the actual conditions of the unit.

Chapter V.

IMPLEMENTATION

Article 27. Responsibility for Checking the Organization of Meetings

1. Responsibilities of unit heads:

a) Reforming leadership, guidance, and management work to effectively perform assigned functions and tasks, reducing unnecessary meetings, improving the quality and effectiveness of meetings, and implementing thrift and preventing waste;

b) Regularly urging, checking, and drawing lessons from meeting organization work; if violations are discovered, they must be corrected and dealt with promptly;

c) Organizing monitoring, compiling, and reporting to the Ministry on the situation of meetings organized by the Ministry within the specialized field managed by the unit, and the situation of meetings organized by the unit in monthly reports, mid-year reviews, and annual summaries of the unit;

2. Responsibilities of the Director of the Ministry’s Office:

Organizing monitoring, compiling, and reporting on the situation of meetings organized by the Ministry in quarterly coordination meetings, mid-year reviews, and annual summaries of the Ministry.

Article 28. Awards and Disciplinary Measures

1. The implementation of this Regulation shall be one of the bases for annual or extraordinary commendation and award consideration according to the Award Regulations of the Ministry.

2. Units and individuals violating the contents of this Regulation shall be subject to handling according to the current regulations, depending on the nature and extent of the violation.

Article 29. Implementation Provisions

1. The Director of the Ministry's Office shall be responsible for monitoring, urging, and organizing inspections of the implementation of this Regulation for the regulated entities under this Regulation.

2. Unit heads shall be responsible for monitoring, urging, and organizing inspections of the implementation of this Regulation within their units; supervising and recommending improvements regarding related units.

3. During the implementation process, if there are any difficulties or issues arising, units shall promptly report and propose improvements to the Ministry's Office for consolidation and submission to the Minister for review and decision to amend appropriately./.
