ON TRANSFORMING THE MANAGEMENT AND BUSINESS COLLEGE INTO A PART-TIME SYSTEM AND UPGRADING TO A VOCATIONAL COLLEGE
Considering the proposal of the Ministry of Education and Training (document number 2850/KH-TC dated May 6, 1996), the Ministry of Planning and Investment (document number 2263/BKH-KHGD-MT dated May 23, 1996), and the report of the Government Price Control Board (document number 316/VGCP-TCCB dated April 10, 1996),

Pursuant to the Government Organization Law dated September 30, 1992;
REGARDING THE ADOPTION OF THE REGULATIONS ON PRIVATE UNIVERSITIES
The Management and Business College under the Government Price Control Board shall be transformed into a part-time system and upgraded to become the Management and Business Vocational College.

Article 1. - - The Ministry of Education and Training shall take the lead in coordinating with the Government Price Control Board to establish regulations on the objectives, methods, and content of training for the college to ensure the quality of training in this new model within the vocational college system.
Article 2. - The Management and Business Vocational College under the Government Price Control Board shall be part of the university and vocational college system and shall enjoy all state policies and benefits prescribed for the university and vocational college system; the college shall have its own legal personality, seal, and separate account.
Article 3. - The Management and Business Vocational College under the Government Price Control Board shall organize and operate in accordance with the law, the charter of part-time colleges issued by the Ministry of Education and Training, and the charter of the college approved by the Ministry of Education and Training and the Government Price Control Board.
Article 4. - The Chairman of the Government Price Control Board, the Minister of Education and Training, the Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairmen of People's Committees of provinces and centrally-administered cities related to this matter are responsible for implementing this Decision.
Article 5. The Chairman of the Government Price Council, the Minister of Education and Training, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision.
