DECISION:
Article 1. Approves the National Strategy on Disaster Prevention and Control until 2030, with a vision to 2050, with the main contents as follows:
I. GUIDING PRINCIPLES
1. Disaster prevention and control is an important task for the entire political system, a responsibility and duty of the whole people and society, in which the State plays a leading role, organizations and individuals take the initiative, and communities support each other. Implementing the principle of "four localities," emphasizing the proactive role at the grassroots level and the responsibility of the heads of agencies and organizations.
2. Disaster prevention and control includes three stages: prevention, response, and recovery, with a focus on proactive prevention.
3. Disaster prevention and control should be carried out in the direction of risk management and prevention according to river basins, regions, and sectors. The content of disaster prevention and control must be integrated into national and local economic and social development strategies, plans, and sectoral development strategies and plans, fully considering the impacts of disasters and minimizing the increase in disaster risks.
4. Disaster prevention and control must be implemented based on the principle that both the State and the people work together, effectively utilizing state resources, mobilizing all available resources and responsibilities of the community, organizations, businesses, and individuals both domestically and internationally.
5. Disaster prevention and control should be based on the application of advanced technology; inheriting and promoting traditional experiences while promoting international cooperation.
II. GUIDING PRINCIPLES
1. Ensuring proactivity in prevention; timely and effective response; prompt recovery, sustainable restoration, and better reconstruction.
2. Implementing comprehensive measures, harmoniously combining engineering and non-engineering solutions; focusing on disaster risk management, adapting to climate change, and environmental protection. Strengthening the application of advanced science and technology, combining with the promotion of traditional experience.
3. Investment in disaster prevention and control is an important factor contributing to ensuring sustainable economic and social development. The State prioritizes resource allocation for disaster prevention and control nationwide; localities actively allocate resources for disaster prevention and control within their jurisdictions; agencies, organizations, businesses, households, and every citizen have the responsibility and awareness to implement appropriate measures to prevent, control, and reduce disaster risks according to the guidance of competent state authorities. The State creates favorable conditions and encourages organizations, businesses, and individuals to participate in disaster prevention and control activities.
4. Economic and social development activities must be in harmony with nature, minimizing negative impacts on nature, not increasing risks and generating new disasters.
5. Disaster prevention and control must be carried out according to division of labor and levels, closely coordinating among forces, commensurate with the degree of disaster risk; while ensuring the implementation of international commitments on disaster prevention and control that Vietnam has joined and signed.
III. OBJECTIVES
1. General objectives
Actively preventing and controlling disasters, adapting to climate change, reducing losses in terms of human lives and property of the people and the State; gradually building a country capable of managing disaster risks, safe communities and societies from disasters, creating conditions for sustainable economic and social development, maintaining national security and defense.
2. Specific objectives by 2030
a) Reducing losses caused by disasters, with a focus on ensuring the safety of people's lives during typhoons and floods, reducing by 50% the loss of life due to flash floods and landslides compared to the period 2011-2020; economic losses due to disasters lower than the period 2011-2020, not exceeding 1.2% of GDP.
b) Completing the legal system and policies on disaster prevention and control, ensuring consistency and unity, providing a complete legal framework for the management, command, and implementation of disaster prevention and control and rescue operations.
c) Organizations and forces engaged in disaster prevention and control are streamlined towards professionalism, ensuring effectiveness; advanced and modern equipment for disaster prevention and control and search and rescue are at par with leading countries in the region.
d) Striving for 100% of all levels of government agencies, organizations, and households to receive full information and understand skills for disaster prevention; disaster prevention and control forces are trained, equipped with necessary knowledge and equipment; 100% of organizations, households, and individuals meet the requirements according to the principle of "four localities."
đ) Capacity for monitoring, forecasting, warning, and analyzing disasters is at par with leading countries in the region.
e) A database serving the command and operation of disaster prevention and control is formed in a synchronized and interconnected manner in real-time; 100% of national, regional, and provincial-level disaster prevention and control command agencies complete their disaster prevention and control databases; 100% of key and vulnerable areas for disaster prevention and control are equipped with monitoring and surveillance systems; 100% of distant and near-sea fishing vessels are installed with monitoring systems to ensure communication.
g) Ensuring the safety of people from disasters, especially typhoons, floods, landslides, and flash floods. The resilience of infrastructure and disaster prevention and control facilities, particularly dike systems, reservoirs, and anchorage areas for storm shelters, is improved, ensuring safety before disasters according to design standards, without increasing disaster risk.
IV. TASKS AND SOLUTIONS
1. General tasks and solutions:
a) Completing the legal system and policies on disaster prevention and control, ensuring consistency, transparency, and feasibility, with a focus on:
- Reviewing, perfecting the system of regulatory legal documents on disaster prevention and control, and other relevant legal provisions related to disaster prevention, control, and aftermath mitigation such as laws on dykes, water resources, natural resources, investment, public investment, construction, land, rescue operations, fundraising, donations, relief, ensuring consistency and unity, creating a complete and appropriate legal environment in line with practical needs, meeting the requirements for disaster prevention and control tasks, especially handling urgent tasks related to disaster response and aftermath mitigation. At the same time, supplementing legal enforcement mechanisms to ensure compliance with laws in disaster prevention and control activities.
- Perfecting the national technical standards and norms, economic and technical quotas, regulations ensuring disaster prevention and control requirements, particularly drainage standards in urban areas, typhoon, flood, and inundation prevention, and landslide prevention for infrastructure, public works, as well as residential houses.
- Studying and perfecting mechanisms and policies related to disaster prevention, control, and aftermath mitigation, especially mobilizing financial resources from the state budget and non-state budget for disaster prevention and control, encouraging businesses, organizations, and individuals to invest in research and disaster prevention; operating the Disaster Prevention and Control Fund; insuring disaster risks; contributing financially and taking responsibility for protection and recovery activities that increase disaster risks; supporting stable living and production for those affected and damaged by disasters.
b) Enhancing awareness about disasters and disaster risks, strengthening community-based disaster risk management, focusing on:
- Promoting and disseminating laws, mechanisms, and policies on disaster prevention and control and related work; guiding and disseminating skills in disaster prevention and control, especially response skills when major and complex disaster situations occur, for grassroots authorities, citizens, and businesses to proactively implement preventive measures.
- Strengthening information dissemination, sharing data, organizing activities to enhance communication effectiveness in disaster prevention and control; combining traditional methods with technological applications suitable for different target groups to accurately and timely convey information about disasters and disaster risks to the public, paying particular attention to vulnerable groups.
- Increasing the participation of citizens, businesses, social organizations, and communities in the process of developing disaster prevention and control strategies, plans, policy formulation, proposing and implementing programs, projects, and activities related to disaster prevention and control, emphasizing community involvement, especially vulnerable groups in village-level disaster prevention and control planning.
- Building emergency teams for disaster prevention and control, volunteer forces to support citizens in disaster prevention and control at the village level and business level.
- Training, guiding, and sharing experiences in disaster risk reduction for communities and citizens; incorporating disaster prevention and control knowledge into training programs and extracurricular activities in certain educational levels; integrating disaster prevention and control content into community awareness-raising and capacity-building activities, cultural events at the village level.
c) Enhancing disaster prevention and control capabilities and rescue operations.
- Improving the organizational structure for disaster prevention and control and search and rescue at all levels: completing the organizational structure for disaster prevention and control and search and rescue towards efficiency, professionalism, sufficient capability, authority, and effectiveness to promptly direct and command disaster prevention and control work. Building, improving, and training disaster prevention and control and search and rescue forces from central to local levels including professional and semi-professional forces, volunteers. Gradually building a team of researchers and application supporters for activities in the field of disaster prevention and control and search and rescue. Reviewing and perfecting the functions, tasks, and authority of disaster prevention and control and search and rescue directing and commanding agencies at all levels; assigning responsibilities, specifying cooperation mechanisms between agencies and forces, ensuring timely, unified, effective disaster prevention and control direction and command.
- Enhancing disaster forecasting and warning capabilities: increasing investment in basic research on disasters. Updating and digitizing meteorological, hydrological, and environmental data, sharing meteorological and hydrological information with domestic and international related agencies. Evaluating disaster risks, zoning disaster risks, preparing disaster warning maps. Updating climate change scenarios, sea level rise, long-term forecasts on disasters, water sources, especially for rivers and streams near borders. Upgrading equipment and technology for monitoring, analyzing, forecasting, and warning of disasters, applying advanced forecasting technologies, prioritizing quantitative rainfall forecasting, flash flood warning, landslides. Investing in upgrading modernization of the national meteorological, hydrological observation network, earthquake, tsunami systems, specialized disaster monitoring and surveillance systems, especially for typhoons, rain, floods, flash floods, inundations, landslides, riverbank erosion, coastal erosion; promoting socialization in some disaster monitoring, surveillance activities, especially the automatic rainfall measurement system. Effectively operating the multi-disaster warning system, combining with existing infrastructure for information dissemination.
- Investing in constructing and upgrading material facilities, means, equipment, and tools, especially for the National Center for Command and Control of Disaster Response, regional centers to ensure real-time command and control of disaster prevention and control; integrating and synchronizing databases to serve analysis, calculation, decision-making support for command and control of disaster prevention and control and search and rescue.
- Improving the quality of human resources for disaster prevention and response: establishing a training system for disaster management linked to educational institutions and research centers; organizing training, drills, and simulations to share experiences, enhance professional skills and expertise for disaster prevention and rescue personnel from central to local levels, with emphasis on training and guiding emergency response skills for frontline disaster prevention forces at the grassroots level, in conjunction with enhancing community-based disaster risk management capacity. Attracting high-quality human resources to participate in disaster prevention and rescue activities, forming specialized teams to transfer and apply science and technology in disaster prevention, response, and recovery.
- Establishing a disaster prevention and response database system, focusing on basic investigations, updating, and digitizing data on disasters, losses caused by disasters, infrastructure systems, disaster prevention works, livelihoods, socio-economic conditions.
d) Developing and perfecting disaster prevention and response plans and emergency response measures, integrating disaster prevention content into sectoral development plans, socio-economic development plans, specifically:
- Developing disaster prevention and response plans and water conservancy plans, technical-specialized plans for disaster prevention and response, water conservancy, and related plans tied to land use planning and consistent with economic and social development, disaster trends, upstream water usage, climate change, and rising sea levels. Integrating disaster prevention content into national master plans, sectoral national plans, regional plans, and provincial plans. Implementing inspections and controls over regulations ensuring disaster prevention requirements according to laws on disaster prevention and response.
- Developing national, sectoral, and local disaster prevention and response plans in accordance with disaster trends and prevention requirements, prioritizing state budget allocations while mobilizing non-budgetary resources for disaster prevention and response. Developing comprehensive flood management plans for river basins; plans for strong typhoon, super typhoon, flash flood, landslides, drought, saline intrusion, riverbank erosion, and coastal erosion prevention and response.
- Establishing and updating emergency response plans corresponding to each type of disaster and risk levels based on recent disaster trends, characteristics, and response capabilities of each locality, organization, enterprise, and sector, with emphasis on plans for strong typhoons, super typhoons, floods, flash floods, landslides, riverbank erosion, coastal erosion, flooding, drought, and saline intrusion. Proactively preparing forces, materials, equipment, and essential supplies suitable for disaster emergency response according to the principle of "four-at-the-spot." Organizing drills and training according to each emergency response plan; coordinating and cooperating among forces in disaster prevention and rescue; enhancing on-site response capabilities for enterprises, organizations, communities, and residents, especially in mountainous, remote, border, island, and maritime areas.
- Enhancing resilience and adaptation to disasters
- Investing in reinforcing and upgrading disaster prevention and response facilities, including: reinforcing and upgrading dike and reservoir systems to ensure proactive flood and typhoon prevention according to design standards. Supplementing and upgrading water storage, drainage, and flood prevention systems against heavy rain, floods, and tides, particularly in large cities; water control facilities for drought and saline intrusion prevention. Constructing and reinforcing riverbank and coastal erosion prevention works in areas with complex erosion patterns threatening important dike systems, concentrated residential areas, and critical infrastructure. Building and upgrading anchorage areas for vessels to avoid typhoons according to approved plans, integrated with post-service support, fishery information services, including island areas. Vigorously planting wave-breaking trees to protect dikes, establishing protective forests upstream and along coasts to ensure forest coverage rates and improve forest quality. Upgrading communication systems to ensure smooth operation across all regions, residents nationwide, and vessels operating at sea, prioritizing expansion of ground satellite communication stations, mobile communication devices, and satellite-based fishing vessel management systems.
- Upgrading infrastructure proactively adapting to disasters and climate change: researching, developing, and promoting appropriate housing models for proactive disaster prevention; guiding residents in building houses and implementing policies to support poor and disadvantaged households in constructing safe disaster-prevention houses. New construction and upgrades of infrastructure must follow planning principles and proactively respond to disasters according to risk zones, without increasing disaster risks.
- Implementing measures to ensure safety for residents in areas frequently affected by disasters: rearranging and resettling populations in areas frequently hit by disasters, especially those at high risk of flash floods, landslides, riverbank erosion, and coastal erosion, in conjunction with new rural construction; installing monitoring and warning systems in areas where relocation is not possible to evacuate people promptly and reduce risks when disasters occur; combining construction of disaster prevention works. Guiding and supporting the construction of houses and community living facilities that combine evacuation and ensure safety before disasters. Building and upgrading essential infrastructure combined with evacuation in areas frequently hit by typhoons, floods, flooding, and flash floods.
e) Science and technology: research and application of science and technology to enhance the effectiveness of disaster prevention and mitigation, focusing on researching and applying advanced technology, digital technology, automation, remote sensing in monitoring, tracking, supervising, forecasting, warning disasters, managing and operating disaster prevention works, and directing disaster prevention activities. Develop applications of technology in vessel management and supervision. Research and apply new materials and advanced technology in construction of disaster prevention works to ensure sustainability and environmental friendliness. Study and apply changes in production structure, high-value crop and livestock varieties suitable for natural conditions and specific characteristics of disasters in each region, adapting to climate change.
g) International cooperation: Strengthen cooperation with countries, territories, development partners, sponsors, scientific research agencies to share information, experience, transfer and apply new technologies for disaster prevention and mitigation, especially in forecasting and warning disasters, disaster risk management, rescue operations, water resource management for transboundary river systems, ensuring safety for vessels during typhoons, while actively seeking international support in disaster prevention and mitigation, adapting to climate change. Actively participate and take the initiative in cooperation mechanisms for disaster prevention and mitigation, prioritizing mechanisms of the Mekong River Commission, Regional and Global Forums on Disaster Risk Reduction, aiming to address cross-border disaster issues. Fully and responsibly implement international treaties, agreements, and cooperative arrangements that Vietnam has joined such as the Sendai Framework, the ASEAN Agreement on Disaster Management and Emergency Response.
h) Resources: Prioritize allocation of resources from state budget, ODA loans, preferential foreign loans, effectively utilize disaster prevention and mitigation funds, and mobilize social resources for disaster prevention and mitigation and rescue operations, focusing on enhancing disaster forecasting and warning capabilities; thoroughly addressing critical dike weaknesses from level III to special level; ensuring dam safety; preventing droughts and saltwater intrusion; urgently relocating residents from dangerous areas; handling riverbank and coastal erosion; constructing anchorage areas for vessels to avoid typhoons; upgrading infrastructure, equipment, and means of service for disaster prevention and mitigation and rescue operations, particularly at national-level advisory agencies and provincial levels; implementing key national programs on disaster prevention and mitigation. Enhance decentralization and delegation to ensure timely mobilization of resources to meet urgent response requirements and mitigate disaster consequences.
2. Tasks and solutions for each region
a) Red River Delta and North Central Coast: Implement comprehensive flood prevention measures, proactively prevent typhoons, floods, and droughts:
- Ensure the safety of dike systems according to design standards:
+ Strengthen dike management and maintenance. Consolidate and upgrade the river dike system, especially those from level III to special level in the Red River, Thai Binh River, Ma River, Ca River systems. Plant trees to protect the dikes.
+ Efficiently regulate water storage reservoirs on river systems to proactively reduce downstream flooding, while preventing droughts and saltwater intrusion.
+ Improve riverbeds, strictly manage the exploitation and use of river banks and beds, remove obstacles to ensure flood discharge space; study and construct works at the Duong River estuary to stabilize the reasonable flow ratio between the Red River and Thai Binh River, reducing the flood pressure on the Thai Binh River dike system.
+ For coastal areas: Review national standards for sea dike design to proactively respond to and prevent risks from typhoons under the impact of climate change and rising sea levels. Consolidate and complete the sea dike system, strengthen planting of wave-breaking trees and coastal protective forests. Implement measures to raise beach levels to enhance the safety of sea dikes and proactively respond to the impacts of climate change and rising sea levels.
- Construct, review, and organize drills for emergency response plans for dike breaches, dam failures, major floods, flash floods, rapid water release from reservoirs, strong typhoons, super typhoons, with a focus on ensuring dike safety and the safety of residents living near rivers and coasts.
- Construct, consolidate, and upgrade irrigation systems and urban drainage facilities to prevent flooding, droughts, and provide water supply services, completing anchorage areas for vessels according to planning.
- Strictly manage sand and gravel extraction from riverbeds, especially large rivers, to minimize degradation, lower riverbeds, riverbank erosion, saltwater intrusion, and impact on transportation and irrigation activities.
b) Northern Mountains and North Central Coast
Proactively prevent flash floods, landslides, and floods; respond and adapt to hailstorms and cold snaps:
- Enhance forecasting, warning, and reducing damage from flash floods, landslides, and floods: improve quantitative rainfall forecasting quality, localized rainfall and flood forecasting; build and consolidate monitoring, surveillance, and warning systems for rain, flash floods, landslides, and floods. Zoning disaster risks, create detailed disaster warning maps, especially in areas at high risk of flash floods and landslides down to commune level; construct works to prevent flash floods and landslides in critical and weak areas.
- Proactively relocate residents living in unsafe areas along rivers, streams, mountain slopes at high risk of flash floods and landslides, obstructing water flow, and areas frequently submerged, in accordance with local customs, while ensuring livelihoods and living standards for people. Organize the construction, drill, and implementation of emergency evacuation plans and post-disaster recovery in areas where relocation is not possible, following the principle of "four localities."
- Strictly manage the construction of residential buildings and infrastructure, especially residential areas, transportation projects, to address the issue of constructing houses and projects in areas at risk of landslides, encroaching on riverbeds and slopes for building projects and houses, which increases natural disaster risks. Expand the discharge capacity of flood control structures across rivers and streams that do not meet flood discharge requirements; clear obstacles from river flows, transportation systems to prevent flash floods and debris flows. Strengthen management, protection, and development of forests, improve forest quality, particularly natural forests and protective forests, with appropriate plans for planting and harvesting productive forests.
- Ensure safety of reservoirs: Consolidate and upgrade dams and water storage facilities to ensure safety, establish flood warning systems for reservoirs, specialized monitoring systems for management and operation of reservoirs, and update flood inundation maps for downstream areas of reservoirs as prescribed. Operate reservoirs effectively to ensure safety of the project and downstream areas, especially critical reservoirs such as Son La, Hoa Binh, Cu Da, Ngan Troi, etc., to mitigate floods and provide drought relief during dry seasons.
- Study and adjust production, crop structure, and livestock to implement measures to protect crops, livestock, and poultry proactively adapting to natural disasters, particularly floods, cold snaps, and salt fog.
- Guide and support residents in constructing houses to ensure protection against and reduction of damage caused by natural disasters, especially hailstorms and tornadoes.
c) Central Coast Region (from Quang Binh to Binh Thuan)
Proactively prevent, avoid, and adapt to natural disasters, focusing on proactive prevention and mitigation of typhoons, floods, inundations, droughts, landslides, and river and coastal erosion. Focus on implementing solutions:
- Improve natural disaster forecasting quality, especially early warnings to proactively respond, particularly for typhoons, rain, floods, inundations, and droughts. Establish and reinforce multi-hazard warning systems, monitor and supervise rainfall, floods, landslides, and inundations combined with existing infrastructure systems, prioritizing integrated rainfall monitoring and warning systems including community rainfall measurement and monitoring systems in key inundation areas.
- Guide the construction of houses and projects combining evacuation to ensure safety before natural disasters, especially typhoons, floods, and inundations; implement policies to support poor households and policy families in building houses to prevent typhoons and floods.
- Consolidate and upgrade to ensure the safety of dams, water storage facilities, sea dykes, river mouth dykes, irrigation works, and prevent and control river and coastal erosion. Operate water storage facilities effectively to ensure safety of the project and downstream areas, while serving flood prevention, drought relief, and saline intrusion, especially the Tach Rach, Ding Binh, Ba Ha, etc., reservoirs.
- Define risk zones, establish natural disaster warning maps, particularly detailed maps for areas at high risk of flash floods and landslides down to commune level, update inundation maps for downstream areas of reservoirs corresponding to flood discharge scenarios and dam failures, inundation maps due to strong typhoons and super typhoons, and inundation maps for river basins; construct flood and landslide prevention projects in key and weak areas. Proactively relocate residents living in areas along rivers, streams, mountain slopes, and coasts at high risk of flash floods and landslides, obstructing water flow, and low-lying areas prone to deep flooding. Organize the construction, review, drill, and implement emergency disaster response plans, especially rapid evacuation and post-disaster recovery in areas where relocation is not possible, following the principle of "four localities."
- Strictly manage the construction of residential buildings and infrastructure, especially residential areas, tourist and resort areas along rivers and coasts, transportation projects, to address the issue of constructing houses and projects in areas at risk of landslides, obstructing water flow, encroaching on riverbeds and streams, and building projects and houses on slopes, which increases natural disaster risks. Expand the discharge capacity of transportation projects, address sedimentation at river mouths, improve channel bottoms, and dredge channels to ensure flood discharge space and avoid increased flooding. Strengthen management, protection, and development of forests, improve forest quality, particularly natural forests, mangrove forests along rivers and coasts, and upstream protective forests; conserve natural sand dunes along the coast.
- Construct and upgrade fishing harbor and support areas according to planning.
- Adjust crop and livestock structures suitable for natural disaster characteristics, particularly areas frequently affected by floods and droughts.
d) Northwest and Southeast Regions
Focus on preventing and mitigating droughts, floods, and typhoons, specifically:
- Review natural disaster prevention and water conservancy planning according to laws on planning. Construct, repair, and upgrade dams and water storage facilities, complete water conveyance systems; operate safely and efficiently critical reservoirs such as Dau Tieng to proactively prevent floods and droughts, ensuring safety of downstream areas, and promptly warn about flood discharges outside territorial waters; update inundation maps for downstream areas of reservoirs corresponding to flood discharge and dam failure scenarios.
- Implement solutions to reduce natural disaster risks: adjust crop and livestock structures to adapt to drought conditions and water scarcity; apply water-saving irrigation technologies for high-value dryland crops. Plant and strictly protect upstream protective forests. Support residents in implementing household-scale water storage solutions for daily use and production. Control groundwater extraction, implement measures to replenish groundwater during the rainy season. Gradually rearrange and relocate residents in areas not safe along rivers, streams, and coasts, where there is a high risk of flash floods, landslides, and frequent flooding, and strictly control spontaneous migration.
- Construction, upgrading of infrastructure for disaster prevention and control: Strictly control the construction of residential buildings and projects along the coast and rivers; construct and upgrade coastal erosion protection works; plant and protect mangrove forests at river mouths and sand-fixing plants along the coast; build anchorage areas for ships and boats to shelter from typhoons combined with fishery logistics services according to planning.
d) The Mekong Delta region
Proactively coexist with floods and droughts, saline intrusion, adapt and exploit advantages to achieve sustainable development, focusing on:
- Identifying sub-ecological zones as guidelines for production transformation, socio-economic development adapting to climate change, and constructing infrastructure for disaster prevention and control, including flood-prone plains, freshwater, brackish water, and saline water ecosystems.
- Review disaster prevention and control plans and irrigation plans according to regional planning and legal regulations on planning based on reviewing and evaluating the dike systems, embankments, management schemes, and erosion control measures along rivers and coasts, production transformation schemes of the region, ensuring consistency and compatibility with land use planning along rivers and coasts and the Mekong Delta regional planning. Strengthen and upgrade the dike and embankment systems in accordance with planning, ensuring flood control, sustainable production development, safety of lives and property, while eliminating unsuitable dike and embankment lines.
- Develop scenarios to respond to extreme typhoon, flood, drought, water shortage, and saline intrusion situations to be proactive in prevention and response. Strictly control dredging and sand extraction activities on rivers and canals; effectively utilize dredged sand for beach nourishment and erosion reduction along rivers and coasts. Control underground water extraction to mitigate land subsidence. Guide and support residents in building and upgrading safe housing to proactively respond to floods, typhoons, landslides, tornadoes, lightning, and rising sea levels; strictly manage the construction and upgrading of buildings and projects along rivers and coasts; gradually relocate unsafe structures and houses along rivers, canals, and creeks; rearrange residents to prevent landslides and ensure flood drainage.
- Construction, upgrading of disaster prevention and control infrastructure:
+ Construct, upgrade, and complete coastal dike, embankment, and levee systems, flood and salinity control facilities, and internal agricultural irrigation systems to serve sustainable agricultural transformation and development, with emphasis on constructing facilities that link regions, serving multiple purposes, combining transportation with irrigation, and flood control.
+ Construct and strengthen erosion control works along rivers and coasts, especially in areas directly affecting the safety of residents and essential infrastructure; prioritize developing mangrove forests and implementing environmentally friendly solutions.
+ Complete programs for building clusters and lines of residential areas in flood-prone zones; reinforce and upgrade evacuation facilities to cope with major floods and strong typhoons.
+ Study and construct water storage systems during the rainy season to regulate water supply during the dry season to minimize the impact of droughts and saline intrusion.
- Enhance international cooperation, particularly with countries in the Mekong River Basin, to share information and sustainably exploit Mekong River water resources; improve forecasting quality regarding floods, droughts, and saline intrusion to be proactive in prevention and response.
e) For large cities
Focus on preventing flooding caused by heavy rain and high tides, specifically:
- Safe urban management before disasters: Control planning and construction to limit the impact of natural disasters and increase disaster risks, determine appropriate drainage standards to prevent flooding in line with climate change impacts, proactively divide drainage zones, emphasizing space for flood drainage, arrange reservoirs to temporarily store water during heavy rains, enhance drainage system capacity. Prevent and address encroachment on drainage and water storage spaces; simultaneously intensify dredging of drainage systems. Inspect and enforce regulations on disaster prevention requirements for infrastructure and public works.
- Construct and upgrade disaster prevention and control infrastructure according to planning, especially flood and salinity barrier systems, stormwater drainage systems, pumping stations, reservoirs, drainage axes, and water conveyance channels to prevent flooding; establish monitoring and control systems for safe disaster prevention, particularly flooding.
g) At sea and islands
Proactively prevent and avoid typhoons and tropical depressions to ensure safety for people, ships, economic and social activities, security, and defense, focusing on:
- Manage ships and marine economic activities: Increase safety levels and ensure information for ships operating at sea, especially distant fishing vessels. Guide disaster safety measures for aquaculture areas, resource exploration and mining activities, and marine tourism on islands.
- Construct and strengthen disaster prevention and control infrastructure: Build anchorage areas for ships to shelter from typhoons combined with fishery logistics services, infrastructure, and works for disaster prevention and search and rescue operations on islands. Reinforce and upgrade communication and information transmission systems for ships and people working at sea and on islands. Guide and support the construction of residential and public works combined with evacuation facilities to ensure safety from typhoons.
- Enhance professional and modern maritime rescue capabilities, equipped with sufficient equipment and effective handling of emergency situations; cooperate with neighboring countries and territories in creating conditions for ships to shelter from typhoons and search and rescue operations.
V. IMPLEMENTATION
The National Steering Committee for Disaster Prevention and Control, the National Committee for Search and Rescue, relevant ministries, sectors, and localities shall, based on their state management functions and assigned tasks, proactively develop plans and implement key programs, projects, and initiatives to achieve the goals, tasks, and solutions of the Strategy, including:
1. The Central Steering Committee for Disaster Prevention and Control
- Urge relevant ministries, sectors, and localities to develop plans, programs, and projects to implement the objectives, tasks, and solutions of the Strategy; establish a monitoring and evaluation framework for the implementation of the Strategy; compile and evaluate the annual results of the Strategy's implementation.
- Guide and urge the development and implementation of response plans for various types of natural disasters corresponding to different levels of disaster risk. Establish a coordination mechanism for directing and commanding disaster response and search and rescue operations; direct the organization of drills and training on disaster prevention and response.
- Direct the enhancement of the capacity of forces engaged in disaster prevention and response and search and rescue; strengthen the material infrastructure of disaster prevention and response command agencies at all levels; guide the consolidation and operation of grassroots-level disaster prevention and response emergency forces; promote communication to raise knowledge and skills in disaster response.
- Direct preventive, response, and recovery efforts from natural disasters according to assigned functions and responsibilities. Coordinate with the Ministry of Foreign Affairs and related agencies to coordinate international cooperation activities and advise the Government.
2. National Steering Committee for Disaster Response and Search and Rescue
- Direct the upgrading and modernization of equipment and facilities for search and rescue operations suitable to the requirements of tasks and characteristics of natural disasters in each region; enhance the response capabilities of search and rescue forces.
- Direct and coordinate forces to carry out search and rescue operations during natural disasters according to assigned functions and responsibilities.
3. Ministry of Agriculture and Rural Development
- Review, develop, and promulgate legal regulations, mechanisms, policies, technical standards, and related provisions on disaster prevention and response within its jurisdiction either independently or by submitting them to competent authorities for issuance; proactively propose amendments and supplements to laws, mechanisms, and policies to facilitate resource mobilization for disaster prevention and response.
- Take the lead and coordinate with the Ministry of Home Affairs and related agencies to study and propose improvements to the organizational system for disaster prevention and response and search and rescue command agencies at all levels.
- Direct and organize the implementation of tasks and solutions under the Strategy within its management scope to proactively prevent, respond to, and mitigate the consequences of natural disasters: Organize communication and dissemination of knowledge to enhance community awareness about disaster prevention and response; research and apply science and technology, guide adjustments in production, development of crop and livestock varieties adaptable to climate change, and proactive disaster prevention; invest in constructing disaster prevention and response infrastructure, databases, specialized monitoring and warning systems, material resources, and equipment, etc.
Study and guide localities to establish specific conditions for investing in and constructing inland waterway transportation infrastructure, new and repaired inland waterway vessels outside the area, to ensure effective operation during the rainy season.
- Organize research, assessment, and timely updates of disaster risk zones and warning maps.
- Direct and guide the integration of disaster prevention and response content into land and water resource utilization planning to ensure safety and minimize impacts that increase disaster risks.
- Focus on improving the quality of disaster forecasting and warning services to support preventive and response directives; upgrade and modernize the national disaster monitoring, forecasting, and warning network and specialized monitoring systems.
5. Ministry of Industry and Trade
- Review and perfect technical standards, plans within its management scope to ensure safety against natural disasters.
- Guide and direct the integration of disaster prevention and response content into industry and trade activities to ensure safety for activities and projects under its management, especially hydropower dams, power systems, industrial production, and mineral extraction.
- Take the lead and coordinate with relevant sectors and localities to ensure the supply of essential goods in case of natural disasters, particularly in areas frequently affected by such events.
6. Ministry of Transport
- Review and perfect technical standards, plans within the transport sector to ensure safety and minimize impacts on natural disasters, avoiding obstruction of flood drainage.
- Guide and direct the integration and implementation of disaster prevention and response content in transport sector development plans and activities to ensure safety for activities and projects under its management, especially national highways and transport infrastructure in areas frequently affected by flooding and landslides to reduce disaster risks.
- Direct traffic safety measures during natural disasters and promptly restore post-disaster conditions and perform disaster prevention and response tasks according to assigned functions and responsibilities.
7. Ministry of Construction
- Review and perfect technical standards, plans within its management scope, particularly drainage standards and flood prevention measures in urban areas, construction of houses and structures to proactively respond to natural disasters and adapt to climate change.
- Guide and direct the integration and implementation of disaster prevention and response content in urban and rural planning, house and structure construction in areas frequently affected by floods, storms, and landslides to reduce disaster risks.
8. Ministry of Planning and Investment
- Take the lead and coordinate with relevant ministries and sectors to guide the integration of disaster prevention and response content into economic and social development plans and programs.
- Prioritize investment capital allocation for disaster prevention and response programs, projects, and initiatives, especially those with regional and provincial connectivity serving multiple purposes.
- Coordinate with the Ministry of Agriculture and Rural Development and other ministries and sectors to review and perfect policies and laws related to investment, public investment, and other relevant legal provisions to have appropriate policies to mobilize non-budgetary funds for disaster prevention and response work.
9. Ministry of Finance
||| Take the lead and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries and agencies to balance and allocate the annual regular budget and other lawful sources of funds in accordance with laws on state budget, disaster prevention and mitigation, and other related laws to effectively implement the contents of the Strategy.
||| Coordinate with the Ministries of Agriculture and Rural Development, Planning and Investment, and relevant agencies to develop mechanisms and policies for mobilizing resources for disaster prevention and mitigation programs and projects.
||| Promptly handle the issuance and allocation of national reserve equipment and facilities for disaster prevention and mitigation and search and rescue operations.
10. Provincial People's Committees under the Central Government
Develop plans, direct and organize the effective implementation of the contents of the Strategy within their jurisdiction, focusing on:
||| Implementing the integration of disaster prevention and mitigation safety measures into local economic and social development master plans and plans; managing the implementation of disaster prevention and mitigation and water conservancy planning content in provincial master plans; promoting proactive production transformation to respond to disasters.
||| Building and effectively implementing disaster prevention and mitigation plans and emergency response plans; organizing drills according to approved plans.
||| Establishing frontline forces for disaster prevention and mitigation and volunteer teams to support the public in disaster prevention and mitigation.
||| Enhancing community awareness and community-based disaster risk management; training and disseminating skills to disaster prevention and mitigation staff, communities, and the public.
||| Investing in building, repairing, upgrading, and effectively managing and operating disaster prevention and mitigation works in the locality; proactively reviewing and rearranging residents in high-risk areas for flash floods, landslides, and river and coastal erosion; establishing monitoring, warning, and risk control systems in key and vulnerable areas.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of Provincial People's Committees under the Central Government, and Heads of relevant agencies are responsible for implementing this Decision./.
