Heroic Laborer and Heroic People's Armed Forces in the Period of Renewal

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Directive No. 35/CT/TW dated June 3, 1998 of the Politburo on renewing the work of emulation and commendation in the new period;

At the proposal of the Central Steering Committee for Emulation and Commendation and the Director of the National Institute for Emulation and Commendation,

DECISION:

Article 1. These Regulations on the Subjects and Criteria for the Title of Heroic Laborer and Heroic People's Armed Forces in the Period of Renewal are hereby promulgated together with this Decision.

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Ministers of Ministries, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial people's committees under the central government are responsible for implementing this Decision.

REGULATIONS

ON THE SUBJECTS AND CRITERIA FOR THE TITLE OF HEROIC LABORER AND HEROIC PEOPLE'S ARMED FORCES IN THE PERIOD OF RENEWAL
(Issued pursuant to Decision No. 38/1999/QĐ-TTg dated March 6, 1999 of the Prime Minister)

A. SUBJECTS

Vietnamese citizens or foreigners, including those who have died, regardless of age, gender, religion, ethnicity, occupation, social status, place of residence; domestic or foreign collectives, enterprises in various economic sectors who have made outstanding contributions in the construction and defense of the Socialist Republic of Vietnam, meeting the criteria set forth in Part II below shall be awarded or posthumously awarded the title of Heroic Laborer or Heroic People's Armed Forces.

B. CRITERIA

The criteria for the titles of Heroic Laborer and Heroic People's Armed Forces are stipulated as follows:

I. COMMON CRITERIA FOR HEROES

Loyalty to the country and socialism. Having heroic actions (being bold in thinking and doing) achieving outstanding results in manual or intellectual labor, in combat, or in training for combat readiness. Being exemplary in patriotic emulation movements among the people and the People's Armed Forces during the renewal period. Serving as a model in all aspects for units, localities, and industries; recognized and revered by colleagues, units, and local residents.

II. CRITERIA FOR THE TITLE OF HEROIC LABORER

1. Criteria for individuals:

a) Having the spirit of being bold in thinking and doing, creative labor, courage, self-sacrifice, achieving the highest productivity, quality, and efficiency in labor and work at provincial or city level and within the industry (of the same nature of work and profession); making significant contributions to the development of units, localities, industries, and the country.

b) Achieving many accomplishments in scientific research and application of new technologies: having valuable innovations or solutions, scientific products, or famous literary and artistic works of special value; applied in production and work, bringing high economic and social benefits.

c) Having excellent political and professional qualifications. Making great contributions to the training and education of colleagues and younger generations, or in guiding techniques, transferring technology, and production and business experience to localities and industries.

d) Having a high sense of responsibility, dedication to work, practicing thrift, integrity, impartiality, and fairness. Strictly adhering to Party policies and State laws. Promoting cooperative and supportive spirit; serving as a nucleus for building unity and solidarity in the collective. Being a role model in building a cultured family life.

2. Criteria for collectives:

a) Leading collectives at provincial or multiple provincial levels within the same region or leading nationwide in terms of productivity, quality, economic and social efficiency, contributing significantly to the economic and social development of localities, industries, and the country.

b) Leading in technological innovation, achieving many accomplishments in applying new scientific and technological advancements, leading in the movement to promote innovations and improve techniques, and environmental protection.

c) Leading in training and improving qualifications in all aspects for cadres, workers, and employees, setting a good example for other collectives to follow.

d) Leading in strictly implementing Party guidelines and State policies:

Effectively implementing Party guidelines and State policies. Collectives are united and consistent, with clean and strong Party organizations and comprehensive strong mass organizations.

Properly managing funds and assets, ensuring absolute safety for personnel and property; caring well for the material and spiritual lives of cadres, workers, and employees in the unit.

The collective is trusted and praised by the authorities, mass organizations, and local residents.

III. CRITERIA FOR THE TITLE OF HEROIC PEOPLE'S ARMED FORCES

1. Criteria for individuals:

a) Courageous, intelligent, self-sacrificing, achieving the highest combat effectiveness, training, and work performance in units, branches, or services.

Making significant contributions to the development of units, localities, or the entire military.

b) Enthusiastic in research, having valuable innovations or solutions. Having special value research projects that are applied in practical military, security activities, or economic and social activities, bringing tangible benefits.

c) Having excellent technical and tactical skills, proficient in professional knowledge. Continuously improving academic, professional, and political qualifications, completing all tasks excellently.

Making significant contributions to the training of technical and tactical skills and professional knowledge for comrades.

d) Having firm political resolve, steadfast in principles before any sacrifice or challenge.

Having healthy moral character, lifestyle, and scientific working and living habits. Promoting the spirit of unity and cooperation, military-civilian unity, serving as a nucleus for building unity and solidarity in the collective.

2. Criteria for collectives:

a) Courageous, intelligent, innovative in combat and training for combat readiness, being a prominent banner in the movement for decisive victory (for the military) or the movement to implement the Six Points taught by President Ho Chi Minh, the movement for national security (for the People's Public Security Force), making significant contributions to the development of the sector.

b) Leading in technical innovation, achieving many accomplishments in applying new scientific and technological advancements in combat, training, and work.

Leading the movement to promote initiatives, improve technical skills, innovate leadership, command methods, and work procedures.

c) Leading in training and educating on technical skills, tactics, professional expertise, and political matters for officers and soldiers.

d) Leading in implementing Party guidelines, State policies, Laws, and strictly adhering to military discipline, orders, and regulations.

Promoting internal solidarity, cooperation, assistance, and unity between military and civilian populations.

Effectively managing weapons and technical infrastructure, ensuring absolute safety for personnel and assets.

Attentively caring for the material and spiritual well-being of officers and soldiers.

Building a clean and strong Party organization, and a comprehensive and robust administrative and mass organization.

Actively participating in local movements where stationed, earning trust from local authorities, organizations, and people.

IV. INDIVIDUALS AND GROUPS WITH OUTSTANDING ACHIEVEMENTS

Brave, creative, intelligent, willing to sacrifice oneself to protect the lives and property of collectives and the people; serving as a bright example for the locality and the industry, timely consideration for conferring the titles of Labor Hero and People's Armed Forces Hero should be given.

C. RESPONSIBILITIES FOR IMPLEMENTATION

Entrusting the Central Board for Awards and Commendations and the National Institute for Awards and Commendations with guiding the procedures and formalities for selecting the titles of Labor Hero and People's Armed Forces Hero during the period of renovation.
